In our website we uploaded one order on Re-classification/up-gradation of Cities/Town on the basis of Census-2011 for the purpose of grant of HRA to Central Government Employees on 11.09.2015. Now, the BSNL C.O. has issued clarification through which it is mentioned that the order is also applicable to all BSNL Employees w.e.f. 01.04.2015. Maintenance of underground cable faults.

In the meeting against outsourcing of broadband provisioning and maintenance, BSNLEU strongly argued against outsourcing of broadband services as decided by the Management and expressed that performance of broadband services are affected not for non-attendance but due to bad conditions of the under ground cables which are frequently getting faults due to shortage of staff in cable maintenance work. The union feels that outsourcing may be allowed for maintenance of underground cables. Now the Management has issued letter to all CGMs regarding maintenance of underground cable faults.<<see letter>>

Corporate Office issues revised guideline for calculation of CGA posts, based on protest express by BSNLEU.

BSNL Corporate Office issued a misguiding letter on 10.06.2015, (BSNL letter no. 273-19/2015/CGA/E-IV dated 10.06.2015), vide which instruction was given to the circles, to calculate vacancies in Group ‘C’ and ‘D’ cadres separately, for the purpose of giving Compassionate Ground Appointment. Before this letter was issued, posts for CGA were not calculated separately for ‘C’ and ‘D’, but only total posts in the Non-Executive category were calculated. Hence, the letter dated 10.06.2015 was a clear cut violation from the earlier letters of the BSNL Corporate Office. Until now CGA is being given based on educational qualification. But according to the letter dated 10.06.2015, even a candidate who is a graduate, will get only a Group ‘D’ posting if Group ‘C’ posts are not available.  This was vehemently opposed by BSNLEU, vide letter no.BSNLEU/512 (CA) dated 11.06.2015. This issue was also discussed with the GM (Estt.) in the Corporate Office. Finally, the Corporate Office accepted BSNLEU’s view and has issued clarification yesterday, reversing the guideline given vide letter dated 10.06.2015.<<view letter>>

Constitution of the committee to review BSNLMRS - Conditionalities imposed are unacceptable

With a view to mitigate the hardships being faced by the employees on account of medical reimbursement, BSNLEU had demanded formation of a review committee. The issue was also discussed in the 32nd meeting of the National Council, held on 14-05-2015. It was decided in the meeting that, a committee would be formed to review the BSNLMRS. Accordingly, the Corporate Office has issued a letter, calling for nominations to the Committee, from the Recognised Unions. However, in the letter certain conditionalities have been imposed which are not acceptable to us. For example, it is mentioned that union representatives will be only "special invitees" to the committee and that, they should be from Delhi only. The issue will be taken up with the Corporate Management for appropriate action. <<< view CO letter  >>>

CMD BSNL endorses the call of the Forum, to observe a month long campaign.

The Forum of BSNL Unions and Associations has already given call to observe a month long campaign, from 8th June to 7th July,2015, to popularise the "9 pm to 7am"  free call concession (Night Free Call Concession). Forum has called on that, this concession should be effectively utilised to substantially increase BSNL's landline connections.  The Core Committee of the Forum met shri Anupam Srivastava, CMD BSNL on 09.06.2015, and demanded that the Corporate Office should endorse the call of the Forum, to ensure coordinated action between the administration and the Forum. The CMD accepted our proposal. Accordingly, the CMD has issued a DO letter yesterday, to all the CGM's, directing them to meet the Forum and coordinate with them, the task of popularising the Night Free Call Concession. Two year ITI certificate holders and Sports Assistants in the pay scale of Rs.9020 – 17430 with five years service are eligible to appear TTA LICE.

As regards the eligibility to appear the LICE for promotion to the cadre of TTA, Corporate Office has issued the following two clarifications.

(1)   Officials holding two year ITI certificate in any discipline is eligible to appear the LICE for TTA.

(2)   Sports Assistants who are in the pay scale of Rs.9020 – 17430 and with five years of residency service in the pay scale are eligible to appear the LICE for TTA.<<view letter>>

Corporate Office calls for report on the functioning of Works Committees.

In the National Council meeting held on 14.05.2015, the staff side made a bitter complaint about the non-functioning of the Works Committees. Formation of Works Committees at SSA level is the demand, as well as achievement of BSNLEU. However, in most of the SSAs, either the Works Committee is still not constituted, or meetings are not being held, as per the stipulation of the Corporate Office orders. It is obvious that the district level administration does not want to convene meetings of the Works Committee, for fear of criticism from Recognised Unions, on the issue of improving the quality of services. Unfortunately, the district unions of the Recognised Unions are also not showing much interest in getting the meeting of the Works Committees conducted periodically. CHQ calls upon the district unions to view this issue seriously and to take steps for conducting regular meetings of the Works Committees. The Director (HR) has also assured in the last National Council meeting, to explore the possibilities of forming Works Committees at circle levels.<<view corporate office letter>>

Payment of EPF to casual labourers from 01.10.2000 to 10.01.2011 settled.

The EPF scheme has already been implemented to the casual labourers working in BSNL, as a social security measure. However, the scheme is implemented only w.e.f. 10.01.2011, even though the casual labourers are working even before the BSNL is formed. Hence, BSNLEU and the BSNL Casual Contract Workers Federation (BSNL CCWF) have been continuously taking up the issue that the EPF scheme should be implemented w.e.f. 01.10.2000. As a result, Corporate Office has issued letter today, directing all the CGM’s to immediately make payment of EPF contribution arrears for the period from 01.10.2000 to 10.01.2011. All the casual labourers working BSNL will get a very big amount credited in their EPF accounts as a result of this order. The Andhra Pradesh Circle Union requested the CHQ to take up issue with the Corporate Office, for arranging more exam centres for the forthcoming TTA exam. CHQ took up the issue and demanded to arrange 3 more centres. However, the Corporate Office agreed to organise only one more centre at Vijayawada, in addition to Hyderabad. <<<view letter>>>

Corporate Office issues letter, to allow immunity from transfers beyond the first term.

CHQ is pleased to inform that after much dilly - dallying, the Corporate Office has finally issued letter, modifying the earlier letter issued on immunity from transfers. According to earlier letter of the Corporate Office, immunity from transfers to the office bearers of the Recognised Unions will be available only for the first term, and not for the subsequent terms. BSNLEU took up the issue continuously, demanding that the facility should be made available for the subsequent terms also, as per the DoT orders. This was discussed with the Director (HR) and was accepted also. However, the matter was delayed and modified letter was not issued. Meanwhile, BSNLEU came to know that the SR Branch was moving a note to deny our demand. Hence, CHQ lodged it's protest. The matter was discussed with the GS, NFTE BSNL also, and he also consented for giving call for protest demonstrations. Under these circumstances, the Corporate Office has issued letter, modifying the earlier letter. As per this letter, the facility of immunity from transfers will be available for the subsequent terms also.<<<view letter>>>

Payment of Medical Allowance without voucher to the retired employees.

BSNL Employees Union has long been demanding that payment of Medical Allowance without voucher should be extended atleast to the retired employees, since the Management declined to restore it to the serving employees. This demand is raised in view of the fact that the retired employees, in their advanced age, find it extremely difficult to get the medical expenses reimbursed by submitting vouchers. This demand is raised in the National Council also. In this connection, the Corporate Office has now called for certain particulars from the circles. Corporate Office directs SSA heads to meet MPs.

The Corporate Office has sent a circular to all the CGM’s with the direction that all the SSA heads in BSNL should meet the members of Parliament of their respective constituencies. In this meetings, the SSA heads should apprise the MPs of the problems in providing telecom facilities, as well as their suggestions for improvement of services. All the CGM’s are directed to send a compliance report to the Corporate Office by 27th March, 2015 and a meeting between the Hon’ble Minister of Communications and IT and the members of the Parliament will be held in BSNL Corporate Office in April, 2015. This instruction is being sent as per the direction of the PS to Minister. This is a good opportunity for our Management to apprise the MPs about the problems being faced by BSNL in providing satisfactory services to the public. We hope that this opportunity will be aptly utilised by the Management.<<view letter>>

Constitution for Negotiating Councils.

BSNLEU has long been demanding that Management should finalise constitution/conduct of business rules, to regulate the functioning of the National, Circle and Local Councils. BSNLEU had also suggested that this constitution can be based on the JCM constitution. After a long delay, Management has prepared a draft constitution. Unions have to give their views. CHQ requests our circle and district secretaries and CHQ office bearers to send their views to CHQ immediately.<<view draft constitution>>

Consolidation of SSAs into Business Areas and it’s impact on Non-Executives.

Management is in the process of consolidating SSAs into Business Areas. It is being told that this is being done to improve operational efficiency. We cannot have any objection to this. At the same time, this so called Consolidation of SSAs should not affect the Non-Executives. This aspect has been discussed a number of times with the Management. On 11.03.2015, this issue was discussed with Shri Anupam Shrivastava, CMD. Again it was discussed with Smt. Madhu Arora, GM (Restg.) on 12.03.2015. They have stated that the existing SSAs will continue and they would not be merged with the bigger SSAs and that in no way the Non-Executives would be affected. However, in the Corporate Office letter no.4-2/2014-Restg.(Vol.III) dated 11th February, 2015, it is stated that the HR issues would be handled by the Business Area. We have asked the implications of this clause and Management has assured to provide us with the same. CHQ will continue to persue this.<<view CO letter>>

Responsibility will be fixed on SSA-Head, if any PO case remains pending beyond 31.03.2015.

All TSMs, who are regularized on or after 01.10.2000, are to be issued with Presidential Orders (POs). However, it is observed that still the cases of a good number of TSMs who are regularized on or after 01.10.2000, are not issued with POs, since the District/Circle administrations are not forwarding such cases to the Corporate Office. Hence, the Corporate Office has given a final ultimatum that all pending cases should be forwarded by 31.03.2015. It is also stated that if any case is found to be pending beyond 31.03.2015, the responsibility would be fixed on the SSA-Head. All circle and district secretaries are requested, to look into this and to take suitable action, so that pending cases are forwarded to the Corporate Office before 31.03.2015.<<view letter>>

Compassionate Ground Appointment to a married daughter, who was unmarried at the time of applying for job.

Andhra Pradesh Circle administration had sought a clarification from the Corporate Office, regarding the eligibility for Compassionate Ground Appointment. The question is, whether a married daughter, who was unmarried at the time of applying, can be given appointment under Compassionate Ground. This clarification was sought by AP circle in 2013 itself. But the case was lying with the Corporate Office, without any direction being given to that circle. CHQ has intervened in the case, and now clarification is given by the CO.<<<view clarification>>>

Corporate Office rejects the demand of including women union representatives in the Committees Against Sexual Harassment.

BSNLEU has written to the Management, demanding that women union representatives should be included as members of the Committees Against Sexual Harassment of Women in Work places. This demand is raised based on our experience that the existing Committees are not as effective as they should be. Unfortunately, the Corporate Office has given a letter to us, rejecting the demand. Review of results of failed SC-ST candidates of LICE for the post of TTA.

BSNLEU is continuously urging the Management for the implementation of the orders of the DoP&T, regarding lesser standards of evaluation for SC & ST candidates.  We are also demanding that based on this, the results of the examinations that were conducted recently should also be reviewed. Under these circumstances, guidelines are issued by the Corporate Office to review the results of failed SC/ST candidates.  However, these guidelines fall short of the DoP&T orders.  Further, Corporate Office guidelines say that these guidelines are applicable only for future examinations.  BSNLEU will continue to insist for the proper implementation of the DoP&T orders.<<<view Corporate Office letter >>>

BSNLEU has long been demanding that the TSM service of officials should be entered in the service books/HRMS of the officials who had worked as TSM. But the Management was delaying action in this regard. The issue was discussed in the last National Council meeting. Even thereafter, BSNLEU was pressurising the Management to implement the decision of the National Council meeting. It is a good news that Corporate Office has finally issued letters to all the CGM’s to make necessary entries in the service books/HRMS of the officials who had worked as TSM. This is an important order. Circle and District secretaries have to ensure that appropriate entries are made in the service books/HRMS of all the officials who had worked as TSM, so that 50% of their TSM service counted for the fixation of their pension, at the time of their retirement.<<view letter>>

The JAC of Unions and Associations of the Non-Executives, in it’s talks with the Director (HR), held on 27.06.2014, severely complained that the Corporate Office orders on Minimum Wage, EPF, ESI etc. are not being implemented in most of the circles. Director (HR) finally told that a report will be called for from all the CGMs regarding the implementation of Corporate Office orders on this issue, and based on the report, further action would be taken. BSNLEU has long been demanding, that the Non-Executives, as in the case of Executives, should also be given option for fixation of pay on promotion, on the date of the next increment, which fell after 01.10.2000. BSNL has referred the case to the DoT, and a favourable decision is likely to come. Hence, BSNLEU has been demanding that the recovery going on in this regard, should be stopped.  This issue was discussed in the 30th meeting of the National Council held on 23.04.2014, wherein it was assured that letter would be issued for stoppage of recovery. This issue was again discussed in the talks held between the JAC and the Management on 27.06.2014. Corporate Office releases agreement signed with BSNLEU, on change of designations of RM and TM cadres, after nearly one and half years.

The BSNL Corporate Office has released the agreement signed with BSNLEU, on change of designations of RM and TM cadres, after nearly one and half years. An agreement was reached in the National Council meeting, held on 30-01-2013, in respect of change of designations of the cadres of RM and TM. As per the decision of that meeting, the Designations Committee met on the next day, i.e., on 31-01-2013. In that meeting, an agreement was signed between the Staff Side and the Management Side, in respect of change of designations for the cadres of Regular Mazdoor and Telecom Mechanic. According to the agreement, the new designation of RM would be Telecom Assistant and the new designation of TM would be Telecom Technician. However, the Management did not implement the agreement on flimsy grounds. Moreover, due to the whimsical attitude of some officers in the Corporate Office, even the agreement was not released. CHQ has continuously been pressurising for the release of the agreement. Now, the agreement is released vide letter no.2-4/2007-Restg. dated 16-06-2014. However, the Management Side has inserted it's own clause, that the agreement would be implemented only together with the change of designations of TTA and Sr.TOA. This is not true. Com.V.A.N. Namboodiri is the president of BSNLEU and thus he is residing in the accommodation allotted to BSNLEU in New Delhi. He is also the President of BSNL Casual and Contract Workers Federation, in which capacity he is writing to the Management on the genuine demands of BSNL Casual and Contract Workers. The resolution passed by BSNLEU in it’s recently held CEC meeting at Rajkot, to support the struggles of casual and contract workers is not to the liking of the Management. Case of denial of promotion under NEPP, due to average entries, is settled.

It has been a strong demand of BSNLEU that the difficulty experienced by the Non-Executives in the NEPP, due to the grading criteria, should be mitigated. Particularly, BSNLEU had been demanding that none should be denied promotions under NEPP, due to the “Average” entries made in the CRs, prior to the introduction of NEPP. The issue was taken up in the National Council. This was one of the important demands for the one day strike that was to take place on 25.10.2013. However, Management agreed to settle this issue in the talks held on 18.10.2013. Accordingly, order has been issued today by the Corporate Office. In the back drop of an agitation, by the Punjab Circle Unions of BSNLEU and BSNLC&CWF a major settlement is reached with the Circle Administration, for which order has been issued now. According to this, Minimum Wage as per BSNL CO orders, implementation of EPF & ESI, identity cards and job security are ensured. Hearty Congrats – BSNL issued order for Child Care Leave – a major achievement for the employees, and their united struggles. 

BSNLEU had long been demanding that the “Child Care Leave”, that had been implemented for the Central Govt. employees, should be implemented for the BSNL employees also. This demand had been there in many struggles of the JAC/Forum. In the agreement signed on 12.06.2012, between the Forum and BSNL Management, it was agreed to implement Child Care Leave. However, BSNL Management dilly-dallied and delayed implementation of the agreement. In the National Council meeting held on 30.01.2013, the Staff Side severely criticized the Management, for the non-implementation of the agreement on Child Care Leave. Corporate Office issues modification in the issue of Rs.200 pre paid SIM.

BSNLEU has been continuously taking up with the Corporate Office, to issue guidelines to the field units to overcome the shortcomings experienced in the issuing of free SIM card worth Rs.200/- to the employees. We have demanded that this free SIM card should be issued to all the out door staff, including TTAs, irrespective of the availability of CDMA coverage or not. BSNLEU has been consistently pressing upon the Corporate Office for the renewal of MoU with Canara Bank, for extension of loans to BSNL employees. However, there was no cooperation from the Corporate Office of Canara Bank. This resulted in the delay of renewal of the MoU. The renewal has finally been done now. Settlement of anomalies – Corporate Office calls for date from Circles

Order, introducing NE 12 pay scale issued 

The long awaited order, introducing NE 12 pay scale, is issued today. The date of implementation of this pay scale is 22.02.2012. Hence, all the employees who have retired after 22.02.2012 will also get the benefit. This is a great achievement of BSNLEU and the United Forum. For the first time, a new pay scale has been implemented after the completion of Wage Revision. That too, this new pay scale is introduced on top of the existing 11 pay scales. Under the NEPP, 4 promotions are introduced. Now, the 5th promotion is also introduced. BSNLEU has achieved what it assured. Management issues order for 60% concessional broadband connections to pensioners.

BSNLEU and the AIBDPA have been insisting upon the BSNL Management to provide concessional broadband connections to the pensioners, at par with the serving employees. BSNLEU has taken up this issue in the National Council also. It is good news that the management has accepted this demand and has now issued the order to provide broadband connections to pensioners at 60% concessional rate. Pay Fixation on Promotion Non–Executives got more benefit than Executives due to wage Revision Agreement signed by BSNLEU.

The pay Fixation on promotion in case of executives is done by adding a notional increment equal to last drawn increment. But, because of the wage Revision Agreement  signed by BSNLEU, the pay fixation on promotion in case of non–executives is done by adding a notional increment of 3% on the current basic pay of the employees.
