[13.03.2015]Respectful homage to com. N.J. Iyer.

It is Com.N.J. Iyer’s death anniversary today. Com. Iyer is one of the outstanding leaders of the P&T trade union movement. He has played a significant role in developing a class conscious trade union movement among the P&T employees. Eventhough he was the General Secretary of the RMS Class-III union, he has made immense contribution to develop a militant trade union movement in the telecom wing. On this day, we pay our respectful homage to com. N.J. Iyer and resolve to carry forward his legacy.


[11.03.2015]BSNL is the 10th largest company in India, based on asset value.

Among the 4,15,886 companies that are functioning in the country, and which have filed their balance sheets in the financial year 2013-14, Reliance India Ltd. (RIL) is the biggest company, by it’s assets value. It is a matter of pride for all of us that BSNL is the 10th biggest company in this list. This reply is given in the Parliament yesterday, by Shri Arun Jaitley, Minister of Corporate Affairs. The following is the reply given by the Minister in Parliament.<<view reply>>


[11.03.2015]Meeting with CMD BSNL.

Com. Balbir Singh, President, com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS met Shri Anupam Shrivastava, CMD and discussed the following issues:- 


(1)       Nominating non-members to the National circle and local councils.

The Union representatives drew the attention of the CMD, to the direction of the Hon’ble Kerala High Court on the subject and requested him to give necessary guideline to the SR Branch. They handed over a copy of the Hon’ble Court direction on the subject. The CMD agreed to do the needful. 


(2)       BSNL’s HR plan.

BSNLEU has already given it’s response to the decisions of the Management Committee, on the HR plan of BSNL, based on the recommendations of the Deloittee Committee. The Union Representatives demanded the Management to hold a discussion with the Union on this subject. As regards the merger of small SSAs into Areas, the representatives demanded that the interests of the Non-Executives should be protected. They also demanded that the Management should clearly spell out in writing, the steps it intends to do in this regard. The CMD agreed to both the demands. 


(3)       Long pending problems of the Non-Executives.

The representatives drew the attention of the CMD towards the long pending problems of the Non-Executives on which the JAC had gone on struggle. They proposed that the CMD should hold a meeting with the representatives of the JAC to sort out the issues. The CMD agreed to hold one such meeting soon. 


(4)       Handling of grievances of contract workers in the Corporate Office.

At present the issues of contract workers are being dealt with by the Admn. Branch. However, this Branch is not having any machinery to monitor the implementation of the BSNL CO orders. Moreover, the Labour Enforcement (LE) section is with the Establishment Branch. Hence, BSNLEU has already raised the demand that the contract workers issue should be dealt with by the LE section in the Establishment Branch. This demand is once again raised with the CMD today and he assured to look into it. 


(5)       No to BSNL and MTNL merger.

The union representatives insisted upon the CMD that the BSNL Management should stoutly oppose any merger of BSNL and MTNL, since it will doom the future of BSNL. The CMD told that appropriate action in this regard would be taken.


[10.03.2015]Issue of Presidential Orders to TSMs, who were regularized in BSNL.

The above issue is continuously being taken up by BSNLEU, with the Corporate Office and the DoT. So far, 110 cases from different circles were forwarded by the Corporate Office to the DoT for approval. BSNLEU took up the issue with the DoT and got 44 cases of different circles approved. The union is persuing the remaining cases. Circle wise breakup figure of approved cases are given below:- 

(1) Andhra Pradesh Circle       - 15

(2) Calcutta Telephones Circle - 9

(3) Himachal Pradesh Circle     - 1

(4) J&K Circle                            - 8

(5) Rajasthan Circle                  - 10

(6) UP (West) Circle                  - 1  

Total             44 cases         

The respective circle secretaries are requested to send the details of the pending cases which are duly forwarded to the Corporate Office with details for further processing. 


[10.03.2015]Preparations for the two day strike.

Forum has already given call for a two day strike on 21st and 22nd April, 2015. CHQ has sent circular on 02.03.2015 directing all the circle and district unions to launch serious preparations. Circles which have not completed their quota of signature collection should complete it by 31.03.2015. Circle level conventions should immediately be conducted, wherever the same is not held. Further, district level conventions and Branch General Body meetings should also be held, to fully gear up the employees. The available time should be used in the best possible manner to mobilise the employees and also to mobilize public support.

The next meeting of the PLI Committee will take place on 12.03.2015. The Management Side is expected to come with the replies about the basics of the proposed PLI formula, about which Staff Side raised questions in the last meeting.

A meeting of the Standing Committee of the National Council will be held on 12.03.2015. This is the continuation of the last meeting, and it will discuss the   left out issues, notified for the last meeting. 


[09.03.2015]India imported telecom equipments worth Rs. 74,000 crore in 2013-14.

India imported telecom equipments for a staggering Rs.74,116 crore in 2013-14. This includes mobile handsets. Telecom equipments imported in 2012-13 stood at Rs. 61,539 crore. 225 million mobile handsets were imported in 2014. During the first 7 months of 2014-15 alone, India has imported telecom equipments worth Rs. 52,310 crore. Indian government has allowed 100 FDI in the Telecom Sector. Government said that 100% FDI in telecom will boost indigenous manufacturing in the sector. However, as a matter of fact, indigenous manufacturing is declining. For example, 155 million handsets were manufactured in 2011. This number got reduced to 58 million in 2014. Long live Narendra Modi's slogan of "Manufacture in India".


[09.03.2015]Insurance employees on strike against increase in FDI limit.

The Insurance employees are on a nationwide strike today, against the increasing of FDI limit to 49% in the Insurance Sector. The All India Insurance Employees Association (AIIEA) has given the call. BSNLEU, expresses it support and solidarity to the struggle of the Insurance employees and condemns the Narendra Modi government for opening the Insurance Sector to the looting of MNCs.


[07.03.2015]RS. 2,42,896 crore is the debt of Indian Telecom companies.

Telecom Minister shri Ravi Shankar Prasad told the Parliament on 3rd March that the total debt of all the telecom companies is Rs. 2,42,896 crore. Out of this, BSNL's debt is Rs. 4459 crore. MTNL 'so debt is Rs. 14,120 crore. The remaining Rs. 2,24,317 crore is the debt of private telecom companies.


[07.03.2015]BSNL to offer broadband service through cable networks.

CMD BSNL shri  Anupam Srivastava has told that BSNL is exploring the possibilities to provide broadband services through cable networks,  for which it wants to make  agreements with cable operators . It is reported that this model is already successfully tested in many parts of the country. The CMD  has also told that within  two years,  BSNL intends to double it's revenue to Rs. 16,000 crore,  from the present Rs. 8850 crore.


[07.03.2015]BSNL 's customer base declines - Parliament informed.

Telecom Minister shri Ravi Shankar Prasad told the Parliament on 3rd March, 2015 that the customer base of BSNL is declining. According to the information given by the Minister, the customer base of BSNL stood at 945.09 lakh in March 2012. In March 2014, it reduced to 924 lakh. Whereas, it stood at 781.28 lakh in January 2015.

[07.03.2015]Bidding value reached Rs. 77,000 in the Spectrum Auctioning. 

Bidding value reached a whopping Rs. 77,000 crore on the third day of the ongoing Spectrum Auctioning on Friday. On the first day, the bidding values reached Rs. 60,000 crore.  On the second day, this figure stood at Rs. 65,000 crore.

8th March of every year is being celebrated as the International Women's Day. CHQ conveys it's warm greetings and best wishes to all on this occasion. Even though  one half of our nation's population is women, they are not being treated as equals to men. Equality in opportunities is being  denied to them in all respects. Atrocities and injustices against women are increasing day by day. On the day of the International Women's Day, let us resolve to raise our voice for the rights of women. Let us start treating women as equals, at home and in the society. As the activists and leaders of a powerful trade union, we can effectively raise our voice against all injustices on women.


[05.03.2015]Observe International Womens Day on 8th March.

8th March of every year is being celebrated as the International Women's Day world over.  The CEC meeting of BSNLEU, held at Rajkot last year, decided that this day should be celebrated by BSNLEU also in a befitting manner. Hence, CHQ calls upon all the circle and district unions to observe International Women's Day on 8th March. Special meetings may be observed on this day, highlighting the contributions of women to the growth of the nation as well as the inequalities and injustices being meted out to women in our society. [04.03.2015]Hearing in the ITS case adjourned to 23rd March.

Hearing in the ITS contempt case, filed by BSNLEU, SNEA and AIBSLEA, came up for hearing in the Hon'ble  Delhi High Court today. However, the judge recused himself from hearing the case. Hence, the hearing is adjourned to 23rd March, 2015. It may be noted that the same judge has appeared as the  government counsel earlier, in the  same  case.


[04.03.2015]Insurance Bill passed in Rajya Sabha.

Media reports say that the Insurance Bill, paving the way to increase the FDI  cap to 49% is passed in the Rajya Sabha today. This is an atrocious step by the Narendra Modi government, to enable the multi national companies to capture the Indian Insurance Sector and to loot the people's money. BSNLEU severely condemns this act of the government, and vows to continue its fight against the Neo Liberal  Policies, in tandem with the Central Trade Unions.


[03.03.2015]"BSNL and MTNL were I'll treated in the last seven years, and we're not allowed to expand" - says Ravi Shankar Prasad.

I don’t completely discount the merger but as of now my main focus is to revising the health of these two companies. I can tell you on your channel, you have been following this sector very closely, the way these two public sector undertakings have been ill-treated in the last seven years is something to be seen to be believed. Both of these companies were in profit by the year 2005-2006, thousands and thousands of crore. What happened in the subsequent years that they have come under such a critical state? Something which I can openly tell you today that every attempt was made that they are not allowed to expand.

[02.03.2015]Hold demonstrations tomorrow the 03.03.2015, against the anti-people budget of the Modi sarkar.

Narendra Modi government’s first full year budget is presented in the Parliament on 28.02.2015. Huge concessions are given to the Indian and Foreign corporates. At the same time, severe cut is made in the allotment of funds to the schemes meant for the common people. Indirect taxes which will affect the ordinary people are increased heftily. Disinvestment target is fixed at a whopping Rs.69, 500 crore. Govt. also wants to make strategic sale of the PSUs to the private. Hence, CHQ calls upon all the Circle and District Unions to hold country wide powerful demonstrations tomorrow the 03.03.2015, expressing our protest to the budget.<<View salient Features of the budget.>>


[28.02.2015]Smt. Sujatha Ray, is selected for the post of Director (HR), BSNL.

Smt. Sujatha Ray, who is presently the ED (Finance) of BSNL, is selected by the Public Enterprises Selection Board (PESB) for the post of Director (HR) of BSNL. Thus, the Director (HR) post which is lying vacant for nearly 3 years is going to be filled up soon. This is one of the important demands of the Forum also. Smt. Yojna Das is already selected by the PESB for the post of Director (Finance). So, soon BSNL will be having two women Board of Directors, out of 5 Directors. BSNLEU heartily congratulates Smt. Sujatha Ray.

Mobile number portability (MNP) is already implemented from January 2011. But this is available only within the circle. But now, the TRAI has decided that National Mobile Number Portability (National MNP) will be implemented from 3rd May, 2015.


[28.02.2015]ONGC biggest profit earner and BSNL biggest loss maker.

Among the top performing Public Sector Companies in 2013-14, ONGC is in the 1st position, with a net profit of Rs.22,094 crore. BSNL is the biggest loss making company with a net loss of Rs.7,019 crore. 


[28.02.2015]TRAI proposes to cut mobile roaming rates up to 80%

TRAI has proposed to cut STD call rates during roaming to Re 1 per minute, from maximum charge of Rs 1.5 per minute. For incoming calls, the regulator wants telecom companies to charge a maximum of 45 paise per minute, instead of 75 paise permitted at present. Besides, it has proposed a maximum of 25 paise per STD SMS sent by customers when they are roaming, compared to the prevailing ceiling tariff of 1.5 paise per SMS. TRAI has also said that local SMS should be charged a maximum of only 20 paise compared Re 1 that can be levied at present. The regulator has sought comments from stakeholders by March 13, after which it will issue the final order.


28.02.2015]Hold Spectrum Auctioning, but don’t finalise results – says Supreme Court.

Cases were filed by private telecom companies like Airtel, Reliance and Idea in the High Courts of Delhi, Karnataka, Allahabad and Tripura, against certain conditions in the Spectrum Auctioning, to be held next month. As a result of this, the Central Government had sought the intervention of the Supreme Court. The Supreme Court has ordered yesterday that govt. could conduct auctioning of Spectrum, but the results should not be finalized without it’s approval. 


[27.02.2015]A meeting of the Forum is held today under the presidentship of Com.Chandeswar Singh, President, Forum. Com. V.A.N. Namboodiri, Convener welcomed. A very serious and thorough discussion took place regarding the decision of the Forum to go on strike for the revival of BSNL. Keeping the ground reality into account, and also to ensure the widest mobilization of employees, as well as public sympathy, the following decisions are taken unanimously. 

(i)      A two day strike will take place on 21st and 22nd April, 2015.

(ii)     Strike notice will be served on 12th March, 2015.

(iii)    Demonstrations shall be conducted throughout the country on 12th March, 2015, i.e. the day on which strike notice will be served.


(iv)   Press Conference shall be conducted on 12th March, 2015 in all circle headquarters by Forum, to give wide publicity to the strike and demands.


(v)    Those circles which have not completed their circle level conventions should complete them immediately. Further, District level conventions and Branch General Body meetings should also be organised to fully mobilize the employees in the strike.


(vi)   The last date for signature campaign to collect one crore signatures is extended upto 31.03.2015. All circles are requested to complete their quota (50 signatures per employees) within this date.


(vii) The strike notice will be signed by only General Secretaries. All General Secretaries are requested to be present at New Delhi on 12th March.


[26.02.2015]The Central Secretariat meeting held at New Delhi.

The Central Secretariat meeting of BSNLEU is held at New Delhi today. 23 out of 25 Central Office bearers attended the meeting. The meeting is held at K.G. Bose Bhawan and was presided over by Com. Balbir Singh, President. Com. P. Abhimanyu, GS, hoisted the Union Red Flag. Homage was paid to com. S.K. Vyas, the former Secretary General of Confederation of Central Government Employees and to com. Chhiddu Singh, former AGS of BSNLEU. Com. Balbir Singh, President, delivered the presidential address. Com. V.A.N. Namboodiri, Patron, greeted the meeting. Com. P. Abhimanyu, GS, presented the note for discussion in the meeting. All the 23 office bearers, including com. Swapan Chakraborty, Dy.GS, participated in the deliberations. Finally com. P. Abhimanyu, GS, summed up the discussions. Unanimous decisions were taken. Com. [26.02.2015]Central Trade Unions are conducting nationwide Satyagraha today.

All the 11 Central Trade Unions of the country are conducting nationwide Satyagraha (civil disobedience) today against the disinvestment / privatisation of Public Sector companies, pro-corporate labour reforms, throwing open the country to the lootings of multi national companies by increasing FDI cap in various sectors, demanding to increase the minimum wages of the unorganised workers, as well as other demands contained in the 10 point charter of demands. It is very important to note that BMS, the trade union considered to be very close to the ruling BJP, is also spearheading this Satyagraha. Since almost the entire leaders, as well as the front line activists of BSNLEU have left their places and already come over to Delhi to participate in the March to Parliament, we are not in a position to participate in any programme today.


[26.02.2015]Central Secretariat meeting of BSNLEU is taking place at New Delhi today.

The Central Secretariat meeting of BSNLEU, which consists of the Central Office-bearers of the Union, is meeting at New Delhi today. The meeting will importantly review the campaign programme made so far, in connection with the strike, called on by the Forum. The meeting will take decisions to further intensify the campaign programme.

The memorandum on BSNL'S revival, on which lakhs of signatures of the people of this country were collected, was submitted to the Prime Minister's Office today,   by the leaders of the Forum. The Non-Executives and Executives of BSNL conducted a massive March to Parliament today, demanding immediate steps by the Government and by the Management for the revival of BSNL. More than 5000 comrades participated in the March, who had come from Kashmir to Kanyakumari and from North East to Gujarat. They marched through the streets of Delhi, raising slogans for the revival of BSNL. [24.02.2015]March to Parliament - comrades to kindly note place.

The March to Parliament, called on by the Forum of BSNL Unions and Associations,  is taking place tomorrow the 25-02-2015. The Forum meeting that took place yesterday has finalized the details of the March. Accordingly, the March will start from BSNL Corporate Office in Janpath sharply at 11:00 AM.  So, all comrades are requested to reach the Corporate Office atleast by 10:30 AM. The March will reach the Parliament street police station, where a meeting will be held. Dr.Sanjeeva Reddy (INTUC), com.Tapan Sen (CITU), com. Gurudas Dasgupta (AITUC) and Brajesh Upadhyay (BMS) and all the General Secretaries of the Unions and Associations of BSNL will address the gathering. All District Secretaries are requested to bring the banners and flags for the rally without fail. It is also requested that all the comrades of BSNLEU shall wear badges, which will be distributed by the CHQ of BSNLEU. Circle Secretaries are requested to kindly collect them and distribute to the comrades of their respective circles. [23.02.2015]Salutes to Mandya comrades.

Mandya District in Karnataka circle has collected 27,800 signatures. The number of employees in Mandya district is only 291. Thus, the signatures collected comes to 95 signatures per employees. Maddur is a small telephone exchange in Mandya District, with only 30 employees. These 30 comrades have collected 6000 signatures, which comes to 200 signatures per employee. CHQ salutes the Madya district comrades, especially, the Maddur comrades for the marvelous performance. But the question CHQ wishes to ask is, if Maddur comrades can collect 200 signatures per employee, why at least the quota fixed by Forum is not being fulfilled in many places? 


[23.02.2015]Successful Convention on Save BSNL campaign at Bhopal, MP 

Convention on Save BSNL campaign organised by the Forum of BSNL unions and associations, MP Circle was held at Bhopal, on 21.02.2015. The convention was presided over by com Jagdish Singh, vice president, BSNLEU, CHQ. Com H.S. Thakhur, CS, BSNLEU & Convener, Forum, BSNL Unions/Associations, MP Circle welcomes all leaders on dias and placed before the house the matters for the convention. Com Pramode Pradhan, Secretary, CITU, MP inaugurated the convention and explained about the present situations of the working class in the country. Com Swapan Chakraborty, Dy.GS, BSNLEU spoke at length on the issues of BSNL in the present condition and also the role of the successive govt. at the centre from 1991, from when the LPG policy started in the country. He urged to the workers to prepare for a long and sustained struggle including indefinite strike. Com R. P. Sahu, GS, AIGETOA, Com Dutta Majumder, President, SNEA, MP, Com Habib Khan, CS, NFTE - BSNL etc. spoke in the meeting. Vote of thanks was proposed by com. [21.02.2015]J&K circle conducts an impressive convention at Jammu.

Forum of BSNL Unions/Association organised a very impressive “Convention” at Jammu, on February 20th 2015. Inspite of extremely bad weather, employees from all corner of J&K participated in the convention. Com.Narayan Singh, Circle President, BSNLEU presided over the convention and Com. Mir Nizar Ahmad, CS, BSNLEU conducted the programme. Com. Raman Sharma welcomed the participants and leaders. All the circle level leaders of Forum including Com.Mir Nizar Ahmad, CS, BSNLEU, com.P.K Bali, CS, SNEA(I), com.P.C. Thapa, CS, AIBSNLEA, & com.Amrik Singh, CS, AIGETOA expressed their views. Com. [21.02.2015]Ernakulam District shows the way of how to conduct the “Save BSNL Campaign”.

The Forum has given call to collect 1 crore signatures from public, in support of our demands for the revival of the Company. BSNL trade union movement has got an extra ordinary tradition of a hundred years and with well organised structures at the All India, State and District levels. This type of well-entrenched trade union set up is available only in very few PSUs. With this type of organization, we could have easily collected a few crores of signatures. The whole idea behind the collection of signatures is to make the people of this country understand, how the government is slowly killing BSNL, for the benefit of the private companies. That is why Forum gave call for conducting a “SAVE BSNL CAMPAIGN”. But, unfortunately, only in a few places our comrades have conducted this campaign seriously. CHQ has received a report from the Ernakulam District union, of how this campaign is conducted in that SSA. The call of the Forum has been implemented in letter and spirit. While heartily congratulating the Ernakulam comrades for their sincere and hard work, CHQ requests all comrades to go through this report.<<<view report>>>

[20.02.2015]Discussion with Management on TTA RR.

Com. P. Abhimanyu, GS, met shri R.K. Goyal, GM (Estt.) today and insisted the demand of the Union that the Non-Executives, on promotion as TTAs, under the LDCE, should not be treated as circle cadre. Other wise, on becoming TTAs, these employees will be transferred and posted in other SSAs of the circle, far away from their present SSAs. The GM (Estt.) suggested that some rules can be put in place so that the employees are not harassed on promotion as TTAs and suggested that the Union can give it’s views on this. However, the GS insisted upon the demand of the Union. 


[20.02.2015]On the right of the Recognised Union to nominate members to councils.

BSNLEU is continuously pressing the Management to implement the Hon’ble Kerala High Court direction, on the right of the Management to nominate non-members to councils. The issue is already taken up with the new CMD. Com. P. Abhimanyu, GS, met shri Shameem Akhtar, Sr.GM (SR) today and urged upon him to do the needful and implement the Court directive without further delay. The Sr.GM (SR) assured to do the needful.

The Committee formed by BSNL Management, on the issue of extending lesser standards of evaluation to SC/ST employees, has already submitted it’s report. BSNLEU is insisting the Management to provide the Union with a copy of the report. Com. P. Abhimanyu insisted the Sr.GM (SR) to immediately provide a copy. After seeing the report, BSNLEU will take further action, if the orders of DoP&T on the subject is not fulfilled.

The Forum of BSNL Unions & Associations conducted a circle level convention on 19.2.2015 at Subarnabanik Samaj Hall, Kolkata.  Com. Tridib Chakraborty, Circle President AIBSNLEA presided over the meeting. Circle Secretary, BSNL Employees Union & convener of the Kolkata forum Com. Saibal Sengupta initiated the discussion and elaborately explained the need for Forum decisions to conduct a mass public contact through signature campaign, Street corner meetings, March to Parliament and indefinite strike in BSNL from 17th March 2015. Com. Animesh Mitra, Vice President (CHQ), BSNLEU, stated that other than the people of India we have ten crore customers & three lakh employees. If we can get their support we shall be able to defend the attacks on BSNL. Com. Om Prakash Singh, Vice President (CHQ), BSNLEU and Circle Secretary Telecom Stores circle Com. Adhir Kumar Sen also addressed. Com. Sekhar Majumder (NFTE BSNL) com. Aniruddha Mondal (BTU BSNL), com. Prasun Mukhopadhyay (AIBSNLEA) and com. [20.02.2015]Vijayawada SSA has collected a whopping 60,000 signatures ! Plan to collect another 25,000 !!

As per the report received by com. Ramesh Babu L, District Secretary, Vijayawada, the collection of signatures is going on intensively and with full steam in Krishna District for the past one month. Already they have collected 60,000 signatures, which itself is a stupendous job, and still they have planned to collect another 25,000 signatures by 23.02.2015. Apart from this, Vijayawada comrades have met a number MPs, MLAs, MLCs and leaders of various political parties and gathered support. [19.02.2015]Signature Campaign - Fantastic performance by Bidar comrades.

CHQ is delighted to inform that Bidar SSA comrades have done a marvelous job in conducting the Signature Campaign. Bidar is a very small SSA in Karnataka circle, with total employees strength of 240. (BSNLEU= 160; NFTE= 30 ; Executives = 50). 12,000 is their quota of signatures to be collected, as per the decision of the All India Forum. (240×50). Whereas, as per the report of com.Gundanna, CS, BSNLEU, Karnataka, the Bidar comrades have collected 15,400 signatures. CHQ feels proud of the Bidar comrades.

The Forum of Rajasthan circle conducted a huge convention today. The convention, which is organised in the premises of the PGM TD office, Jaipur, was presided over by com.R.G. Dixit. Com.Ashok Pareek, Convener, Forum, welcomed all the leaders and the comrades. More than 1000 comrades enthusiastically participated in the convention. According to the report, two women employees alone have collected 2,500 signatures. [18.02.2015]AAP government will regularise contract workers.

The Aam Admi Party, in it’s election promise, had stated that it would regularize the contract workers. As a first step of fulfilling this promise, the AAP government has issued instructions now, that the services of contract workers should not be terminated until further notice. The Deputy Chief Minister has stated that contract workers had to be regularized and permanent jobs were necessary in critical sectors like education and health. He also stated that the focus was on working out ways to deliver permanent jobs.

[17.02.2015]Signature campaign- Circle and District Secretaries to seriously note please.

The date for submission of the 1 crore signatures is fast approaching. They have to be submitted to the Prime Minister's Office on the day of the March to Parliament, is., on 25-02-2015. So far the response for the signature campaign from various circles is very poor. Whatever photos being received by CHQ, on signature campaign, are photos of submitting memorandum to the MPs and MLAs. Very few photos are received on collecting signatures from mass of the people. This clearly indicates that collection of signatures from people is not being done in right earnest. This is very regrettable. Being the biggest union in the Forum, BSNLEU is having special responsibility to fulfill the collection of 1 crore signatures. Kindly bear in mind that our signature campaign should not become a laughing stock. Hence, CHQ requests the Circle Secretaries to immediately gear up the collection of signatures and complete the target well within the time. Kindly remember that the quota for each circle is 50 signatures per employee of the circle.

The view of BSNLEU is that the call centre services of BSNL should be manned by the BSNL employees only. Outsourcing it to private agency is a wasteful expenditure and it is being done for reasons other than BSNL’s efficiency. BSNLEU demands that the Management should reconsider it’s decision. [14.02.2015]COMRADE S.K. VYAS NO MORE.


With deep grief and extreme sorrow, it is intimated that Com. S.K.Vyas, the legendary leader of the Central Govt. Employees and   Pensioners, is no more. He passed away at about 08.20 PM on 13 February 2015, at  a Jaipur hospital, where he was admitted a few days back after a massive heart attack. He was recovering, but all of a sudden, the situation worsened and he passed away.


He was 85 years.


His funeral will take place at Jodhpur on 14th Feb 2015. Com.Vyasji was the Secretary General of the Confederation of Central Govt. Employees and workers since 1967 for more than four decades. He was holding the posts of Secretary General of both BCPC and NCCPA, Federations of Pensioners Associations till his end.


His death is an irreparable loss to the entire CGE and Pensioners movement. Our heartfelt condolences to the bereaved family, friends and comrades. TEARFUL Red Salute to Com.S.K.Vyas !

[10.02.2015]Highlights of the PLI Committee meeting, held today the 10.02.2015. 

The PLI Committee meeting is held today. The two Staff Side members, Com. P. Abhimanyu, GS, BSNLEU, com. Islam Ahmed, President, NFTE participated. Com. Balbir Singh, President, BSNLEU and Com. Swapan Chakraborty, Dy.GS, BSNLEU were present. Sr.GM (SR), Sr.GM (Restg.), GM (Estt.) and GM (EF), participated from the Management Side. In the meeting, Com. P. Abhimanyu, GS, BSNLEU, raised the following issues. 


(i)    As already been decided in the meeting held on 27.06.2014, under the Chairmanship of Director (HR), the basis from payment of PLI should be the National level productivity of the Company and not the performance of the Non-Executives, as is being wrongly interpreted by the Management.

(ii)  Management should clarify whether this PLI formula will be made applicable only to the Non-Executives or to the Executives also.

(iii) In the new PLI formula, targets for not only excellent grade but also for fair, good and very good grades should also be there.

(iv) The number of mobile connections given should also be made a parameter to measure productivity.

(v)  A ‘Record of Discussion’, for each meeting of the PLI Committee should be issued. 


A very good discussion took place. The next meeting of the Committee will be held on 12.03.2015. Management Side said that they would convey their stand on the issues raised, in the next meeting.

[04.02.2015]BJP ruled Rajasthan government wanted fly-over to be named after Nathuram Godse.

It is a matter of shame for the entire nation, that the BJP government of Rajasthan was about to inaugurate a fly-over, named after ‘Nathuram Godse’, the murderer of Mahatma Gandhi. A plaque carrying the name “Nationalist Naturam Godse” was already fixed on the fly-over. However, it was protested by the media. Fearing trouble, thereafter, the District Collector ordered removal of the plaque. It may be noted that some time back, Sakshi Maharaj, an MP of the BJP, said that Nathuram Godse was a Patriot. Mahatma Gandhi stood for communal harmony, especially between the Hindus and Muslims. It was for this reason that he was murdered by Godse. Now, the BJP and the Hindutva forces glorify Nathuram Godse. This a shame for the entire nation.


[03.02.2015]Participation by various circles in the March to Parliament.

CHQ has already informed the number of comrades to be brought to Delhi, by various circles, for the “March to the Parliament” to be held on 25.02.2015. However, some circles have expressed their desire to bring more number of comrades for the rally. CHQ informs that circles can bring more number of comrades than the quota fixed for them, provided the accommodation for such comrades can be arranged by the circles themselves. Due to the non-availability of accommodation in Delhi, CHQ can arrange accommodation only as per for the quota informed by the CHQ.


[03.02.2015]Additional inputs for finalizing new PLI formula.

The Staff Side had sought for additional inputs in the last PLI Committee meeting. It demanded details regarding the achievements of the Company during the last three financial years. These details are necessary for fixing targets. Accordingly, the Management has provided the achievements of the Company for the financial years 2011-12, 2012-13 and 2013-14. The weightage points that the Management proposes to give for each KPI is also indicated. All circle secretaries and Central Office-bearers are requested to go through this and send their views latest by 08.02.2015. Matter is urgent. [02.02.2015]Lack of seriousness in conducting circle level conventions.

CHQ is repeatedly informing our circle unions to make all out preparations for the successful launching of the indefinite strike from 17th March. Holding circle level conventions is a very important part of the mobilization for the strike. However, CHQ is sorry to make the observation that there is lack of seriousness in holding this convention. So far only 3 circles have conducted the convention. They are Chennai, Tamil Nadu and UP (East). Punjab and Bihar circles have fixed the dates for the convention. There is no information to CHQ, from other circles in this regard. Hence, CHQ requests all the remaining circles to immediately fix the date and hold the convention.

1,60,000 signatures collected in  various districts of Tamil Nadu circle were handed over to the All India leaders,  who addressed the Tamil Nadu convention held at Cuddalore today, amidst tumultuous applause. In this, Salem district alone had collected 50,000 signatures. The total quota of signatures to be collected in Tamil Nadu is 9,00,000. [28.01.2015]Preparations for the indefinite strike - plunge into action immediately and send photos as well as reports for updating on CHQ website.

Dear comrades, the indefinite strike is going to take place in BSNL from 17th March, demanding immediate action by the government for the revival of BSNL. This may be the last chance for us to get the BSNL revived. So, this is a "Now or Never" situation. We have to mobilise our entire strength and resources, to ensure that the strike takes place successfully. The Forum has already given call to conduct a "Save BSNL Campaign", to create awareness among the general public. Through the conducting of this campaign, one crore signatures should also be collected from the general public, in support of the revival of BSNL. It means, signatures have got to be collected at the rate of 50 signatures per employee. This is not an unrealistic target. But the time at our disposal is very less. The one crore signatures are going to be handed over to the Prime Minister's Office on 25.02.2015, i.e., the day on which the March to Parliament will take place. Hence, CHQ calls upon all the circle and district secretaries to immediately plunge into action and to make the "Save BSNL Convention", "collection of one crore signatures" and the "Indefinite strike" a historic success. Being the biggest constituent of the Forum, it is needless to say that the circle and district secretaries of BSNLEU, should have a very close coordination with the other constituents of the Forum. [28.01.2015]Telecom spectrum auctioning is postponed to 4th March.

The auctioning of the 2G and 3G spectrum by the government has been postponed. Originally the auctioning was fixed to be held on 25th February.  But now, the date has been changed to 4th March. This postponement is due to the fact that the Ministry of Communications is still not able to fix the  All India Base Price for the 3G spectrum. The Narendra Modi government is expecting to raise at least Rs.16,000 crore in 2014-15, through the sale of spectrum.

India’s best known cartoonist, R.K.Laxman, passed away yesterday at Pune, at the age of 94. For over 50 years he had been entertaining the Indian newspaper readers with his creation of the "common man". R.K.Laxman was well known for his political cartoons, through which he exposed the hypocrisy of the political class. Further, in most of his cartoons, R.K.Laxman highlighted the plight of the marginalised and downtrodden sections of the people. The nation has lost an artist with great creativity. BSNLEU mourns the death of R.K.Laxman and pays it's respectful homage to him.

The Twelth Congress of the Trade Union International Public Services (TUI PS) is taking place in Kathmandu (Nepal) on 13th and 14th February, 2015. BSNLEU is an affiliate of the TUI PS. Four delegates are allotted to BSNLEU to attend the 12th Congress. Accordingly, com. Balbir Singh (President), com. P. Abhimanyu (General Secretary), com. Swapan Chakraborty (Deputy General Secretary) and com. Saibal Sengupta (Treasurer) are participating in the Congress. The BSNLEU delegation is leaving for Kathmandu on 12.02.2015.


[24.01.2015]Telecom Companies cannot mortgage spectrum – says DoT.

Private Telecom Companies are consistently demanding that the government should allow them to mortgage their spectrum to banks, for taking loans. Spectrum is the asset of the nation. It is being allotted to telecom companies for a specific period, for which the companies pay spectrum fee to the government. As such, government cannot allow any telecom company to mortgage this spectrum, for any purpose. Still, the greedy and profit hungry private telecom companies have been lobbying that they should be allowed to mortgage spectrum. Now, media report says that the DoT has decided not to allow telecom companies to mortgage the spectrum allotted to them.


[24.01.2015]European Central Bank is giving $1.2 trillion bail-out to big corporates.

Governments of the European countries have already given huge concessions and bail-outs to the big Corporates, to enable them to come out of the economic crises that started in 2008. At the same time, these governments imposed wage-cut, retrenchment, increasing of work-load, pension-cut, etc., on the working class, in the name of “austerity measures”. The working class has gone in to a series of struggles in all the European countries, against those anti-labour “austerity” measures. Again the European Central Bank has announced a stimulus (bail-out to the corporates) of 1.2 trillion US dollars on 22.01.2015. This stimulus is again going to impose burdens on the European working class. It must also be noted that it is the governments of these developed European countries, which are dictating that the Indian government should not give subsidies to the poor Indian people. A crude joke indeed.


[23.01.2015]Meeting with Shri Anupam Srivastava, CMD, BSNL.

Com. P. Abhimanyu, GS, met shri Anupam Srivastava, CMD today. The GS congratulated Shri Srivastava for his elevation as the CMD BSNL and assured the fullest cooperation of BSNLEU, for the revival of BSNL. The GS thanked the CMD for holding a discussion with the unions and associations on 09.02.2015, and requested that such periodic meetings should take place, on the developmental issues of BSNL. The CMD assured to do this. Further, the following issues were discussed with the CMD. 


Victimisations in Jamshedpur: - The attention of the CMD was drawn to the victimizations that are taking place in Jamshedpur SSA, by the Sr.GM of that SSA. The GS requested the CMD to intervene and put an end to the victimisations. The CMD assured to look into this and do the needful. 


Non-payment of pension commutation and DCRG amounts in Varanasi SSA:- The attention of the CMD was also drawn to the non-payment of pension commutation and DCRG amounts to the comrades of Varanasi, against whom fabricated FIRs were filed by the erstwhile GM, Varanasi, for their participation in trade union struggle. The CMD assured to look into this and do the needful.

BSNLEU is continuously urging the BSNL Management to provide Rs.200/- SIM to the left out BSNL employees working in MTNL areas. Based on our demand, the Corporate Office has requested the concerned CGMs to provide the number of Non-Executives, posted in MTNL service areas. However, the required information is not sent by the CGMs. Hence, CHQ requests the NTR, UP(West), Haryana and Maharashtra circle secretaries to immediately arrange to send the information.

[22.01.2015]CBI arrested former Additional Private Secretary of Dayanidhi Maran and Sun TV officials.

The CBI has arrested V.Gowthaman, the former Additional Private Secretary of Dayanidhi Maran yesterday. The arrest is made in connection with the misuse of power by Dayanidhi Maran, when he was the Minister of Communications, for illegally provisioning 323 high speed telephone lines in his residence at Chennai, which were utilised for commercial purposes by the Sun TV, owned by the family of Dayanidhi Maran. The CBI has also arrested the Chief Technical Officer and another technical employee of the Sun TV. The CBI enquiry in this case was initiated at the behest of the former Telecom Minister, A.Raja. The Special CBI Director, M.S.Sharma enquired the case and submitted his report in September 2007. However, the report was kept in cold storage by the UPA government, for political reasons.


[22.01.2015]An impressive seminar held in the ongoing 4th circle conference of Andhra Pradesh Circle.

As a part of the ongoing 4th circle conference of Andhra Pradesh Circle, an impressive seminar, the theme of which was "Save BSNL, Save Nation", was held yesterday the 21.01.2015. Com.Mohan Reddy, circle president, presided over the session. com.J.Sampathrao, AGS & Circle Secretary welcomed the delegates as well as the guests and initiated the debate. Almost all the circle secretaries of the Forum, as well as the officers of BSNL participated in the seminar. A host of leaders, including com.P.Asokababu, Vice-President (CHQ), com.Ramachandradu, circle secretary, AIBDPA and com.Sambasiva Rao (AIBDPA) were present in the seminar. A very serious and constructive debate took place on improvement of services at the circle level and revival of BSNL at the All India level. Com.P.Abhimanyu, GS, participated in the discussion and exposed the pro-private policies of the successive governments that came to power at the Centre, as well as the misuse of power by the ministers who went out of way to favour the private operators. He called upon the employees to make the indefinite strike an all out success, so that BSNL can be salvaged. Com.V.A.N.Namboodiri, Patron, addressed and explained the memorandum that has been submitted to the government, giving proposals for the revival of BSNL. Com. Chandrashekar Rao, CS, NFTE, com.Viswanath, CS, SNEA, com.Srinivasa Reddy, CS, AIBSNLEA, com.Sampath Kumar, CS, SNATTA,  and com.Veerabhadra Rao, CS, AIGETOA addressed the seminar and explained the steps to be taken for the revival of BSNL. [21.01.2015]Government may impose "Swachh Bharat Tax" on Telecom services.

As per media reports, the government is moving in the direction of imposing a new tax on Telecom services called "Swachh Bharat Cess". In this way, the government intends to create a corpus, to fund the "Swachh Bharat" movement, launched by the Prime Minister. However, levying of this new tax will raise the tariff. It is learnt that the Attorney General has advised the government, that it cannot levy the new tax, without amending the Finance Act.


[21.01.2015]Standing Committee meeting to be held on 10-2-2015.

BSNLEU, as well as the Staff Side of the National Council, have been insisting the Management to conduct the meeting of the Standing Committee. The meeting is not held for a long time. Due to our insistence, it was decided by the Management to hold the meeting on 27-01-2015. However, subsequently it was postponed, as per the request of some members of the Staff Side. Now, it is decided to hold the meeting on 10-02-2015.


[21.01.2015]Meeting on revival of BSNL to be held on 09-02-2015.

BSNLEU has been continuously demanding the BSNL Management to hold periodic interactions with the unions and associations, to discuss about the developmental activities of the Company. BSNLEU is of the strong opinion that this will enable the entire workforce to actively involve in the revival of the Company. Sometime back, shri A.N.Rai, who was holding the charge of CMD, assured BSNLEU to hold one such meeting. In the meanwhile, the Forum also has given call to go on indefinite strike, on the revival of BSNL. The Sr. GM (SR) informed Com.P.Abhimanyu, GS, BSNLEU, today, that the Management has decided to hold one such meeting on 09-02-2015. BSNLEU welcomes the decision of the Management. It also wishes to state that this should not be a one time affair, but a continuous process.


[21.01.2015]Removal of discrimination in the matter of immunity from transfers- GS, BSNLEU expressed his utter unhappiness over the delay in implementing the decision of the National Council. 
BSNLEU is continuously pressurising the Corporate Management to end the glaring discrimination that is existing between the office bearers of the Non-Executives and the Executives in the matter of immunity from transfers. The earlier GM (SR) was severely opposed to our demand. However, the issue was taken up by the BSNLEU in the National Council meeting, wherein the Director (HR) agreed to settle the issue. Meanwhile, shri Shameem Akhtar has taken over as the Sr.GM(SR). BSNLEU has approached him a number of times to issue order, as per the decision taken in the National Council. It is a matter of regret that no action has so far been taken in the matter. Com.P.Abhimanyu, GS, has once again spoken to the SR. GM (SR) today and has expressed his utter unhappiness over the delay in implementing the decision of the National Council and has demanded immediate issuing of the order.

Com.P.Abhimanyu, General Secretary, addressed the subjects committee of the AP circle conference yesterday evening. In his speech, the General Secretary severely criticised the anti-Public sector policies of the Narendra Modi government and also the divisive policies of the RSS, as well as other communal forces. He highlighted the united struggle of the 7 lakh coal workers and stated that more such united struggles of the working class will take place in the days to come, against the anti-people policies of the Modi government. The General Secretary also explained about the united struggle conducted by the JAC, and insisted that this unity should further be strengthened. The four day circle conference of Andhra Pradesh Circle, started enthusiastically at Rajahmundry today. Before the Conference started, the leaders and delegates went in a procession and garlanded the statue of Dr.B.R.Ambedkar. Com.P.Abhimanyu, GS, com.V.A.N.Namboodiri, Patron, com.J.Sampathrao, AGS & CS, AP Circle, com.P.Asokababu, Vice-President (CHQ) and other leaders garlanded the statue. Thereafter, the flag - hoisting took place. Com.V.A.N.Namboodiri, Patron, hoisted the National Flag and com.P.Abhimanyu, General Secretary, hoisted the Union Red Flag.  Thereafter, floral tributes were paid at the martyr’s column. [20.01.2015]Meeting with the GM (Estt.) in BSNL CO.

Com. Swapan Chakraborty, Dy.GS, met Shri R.K. Goyal, GM (Estt.) on 19.01.2015 and discussed the following issues.

(i)  Declaration of JTO LICE result of Shri Poppat Pradipkmar, TTA, which has been withheld.

(ii) TM LDCE – Relaxation of 10th standard qualification to appear the exam. - The GM (Estt.) has informed that informations has been asked from the circles for number of vacancies and number of eligible candidates who have 10th standard. After receiving the said informations necessary decision in this matter will be taken.

(iii) TTA LICE to notify and to arrange qualifying screening test for non 10+2 TMs – The GM (Estt.) informed that the case is pending in the Hon’ble Supreme Court to the matter of qualifying exam for non 10+2 candidates. Meanwhile management will initiate for conducting TTA LICE according to the RR.

(iv) Admissibility of GPF, Leave encashment, death gratuity and other pensionary benefits to 8 (eight) deceased RMs (adhoc) of Darbhanga under Bihar circle – Necessary report is called for from Bihar Circle in the matter. 


[20.01.2015]Meeting with the DDG (Estt.), DoT on 19.01.2015.

Com. Swapan Chakraborty, Dy.GS, met Shri R.K. Mishra, DDG (Estt.), DoT on 19.01.2015 and discussed the following issues. 

(i)   Approval for issuing Presidential Orders for about 110 TSMs who were regularized on or after 01.10.2000, working in different circles in BSNL – The DDG (Estt), DoT assured to take immediate actions in the matter.

(ii)  Pay anomaly cases that have arisen in the 1st Wage Revision – The DDG (Estt), assured that he will take necessary initiative for processing the file immediately.


[19.01.2015]Communication with the CHQ -  comrades to note please:-
It is observed that of late our comrades are sending photos and reports of struggles to the CHQ, through "Whatsapp" to the General Secretary. Undoubtedly, Whatsapp is an effective tool for Communication. However, it cannot be the method of sending reports and photos to the CHQ. When a large number of comrades send photos and reports on the mobile of the GS, through Whatsapp, it causes a big inconvenience. The best method is to send them through the email, and if not, by post. Circle Secretaries are requested to bring this to the notice of the district and branch secretaries.


[17.01.2015]TRAI bats for private operators and insists 19% lower price for 3G spectrum.

TRAI has once again insisted that the price of 3G spectrum should be fixed 19% lower than the price determined by the auctioning held in 2010.  It sounds bizarre that the TRAI wants the price of the spectrum lesser than the price determined in the auctioning held four years ago. It may be recollected that the TRAI had earlier recommended that a portion of 900 MHz spectrum being held by BSNL should be taken away, and be made available for the forthcoming auctioning.

[15.01.2015]ACC approves the name of shri Anupam Srivastava as the CMD BSNL.

Finally BSNL has a reason to smile. It is going to get a full fledged CMD. Quoting the PTI, the Economic Times has reported that the Appointments Committee of the Cabinet has cleared the name of shri Anupam Srivastava for the post of CMD BSNL. It may be noted that the Public Enterprises Selection Board (PESB), selected shri Anupam Srivastava for the post of CMD BSNL in 2013 itself. However, thereafter his appointment was deliberately delayed by the political bosses, as a result of which BSNL is remaining headless for a long time.



[14.01.2015]Tamil Nadu circle conducts demonstrations, protesting the inaction of the Corporate Management, to overcome the acute shortage in SIM cards.

Acute shortage of SIM cards is prevailing in many circles. This is seriously affecting the expansion of BSNL, as well as the revenue of the Company. For example, Tamil Nadu circle is not able to provide 5.5 lakh mobile connections to the Tamil Nadu Police Department, for which an agreement has already been signed. CHQ is continuously and seriously taking up this issue with the concerned authorities in the Corporate Office. However, the voice of concern being raised by us, has fallen in deaf ears. The Tamil Nadu Circle Union has conducted demonstrations in all the SSAs yesterday the 13-01-2015, protesting the inaction of the Corporate Management and also demanding immediate supply of SIM cards. Fax messages are also being sent to the Additional Secretary of the DoT, seeking the intervention of the Ministry in this matter. CHQ heartily congratulates the Tamil Nadu Circle Union.


[13.01.2015]Air India has finally turned into a profit making company.

Air India has been running in loss for the past several years. In fact, Air India was being cited as an example for the inefficiency of the Public Sector of the country. However, finally, Air India has turned into a profit making company. It has recorded a profit of Rs.14.6 crore in December, 2014, according to a PTI release dated 12.01.2015. This is an encouraging news for the BSNL trade unions, which are fighting for the revival of BSNL. When Air India can be converted into a profit making company, why not BSNL?


[12.01.2015]Mobilisation for the 25th February Parliament March.

It is already informed, that the Forum has decided to conduct a massive Parliament March on 25.02.2015. The All India Centre meeting has discussed this issue and has fixed quota for various circles, for mobilisation. This is communicated through the CHQ circular no.3. CHQ requests the circle secretaries to fully implement the decision. In case any circle wishes to mobilise more comrades, than what is decided by the All India Centre, the same may be informed to the CHQ immediately for arranging the accommodation for the comrades to stay.<<<view mobilisation quota>>>


10.01.2015]Designations Committee meeting ends in deadlock.

The Designations Committee meeting was held yesterday the 09.01.2015. com. P. Abhimanyu, GS, com. Balbir Singh, President, com. Swapan Chakraborty, Dy. GS, Com. Chandeswar Singh, GS, NFTE and com. Mahabir Singh (NFTE) participated from Staff Side. Shri Shameem Akthar, Sr. GM (SR), Ms. Madhu Arora, Sr. GM (Restg.) and Shri R.K. Goyal, GM (Estt) participated from Management Side. Discussion resumed on the change of designation of the Sr. TOA cadre. In the last meeting, the Staff Side has demanded “Superintendent” designation for Sr. TOA, since Management was not prepared to give the designations such as “Associate officer”, “Manager” or Executive. In yesterday’s meeting also the Management Side told that they cannot give “Superintendent” designation also to the Sr. TOAs. Especially, shri R.K. Goyal, GM (Estt.) firmly told that, as a member of the Committee, he would not accept to give the Superintendent designation to the Sr. TOAs. Thus, the meeting ended in a deadlock, without any development.


[10.01.2015]Discussion on HR plan.

At the end of the designations Committee meeting held yesterday the 09.01.2015, Management held a discussion with the Staff Side on the proposed HR Plan of the Management. Com. P. Abhimanyu, GS, BSNLEU, appreciated the Management for not accepting the proposals made by the Deloittee Committee, with regards to staffing norms. The representatives of BSNLEU opposed the proposal to reduce the strength of Non- Executives as well as JTOs and JAOs. They also criticised the Management for outsourcing the various jobs of the Company, which could be done by employees themselves. They also told that the views of BSNLEU would be submitted within a day or two. 


[08.01.2015]Tasks ahead, after the successful three day dharna.

The three day dharna, called on by the Forum, as a prelude to the indefinite strike, has taken place very successfully in almost all the circles. Especially, the leaders and cadres of BSNLEU have taken up this program very seriously, and have worked hard to make it a success. CHQ heartily congrats every one for doing this excellent job. Every where, the employees have also responded well to the call. This shows the resolve of the ordinary worker to defend BSNL. This only indicates that the indefinite strike will be a grand success. Now, we have to move ahead with the next stage of the program. Holding the "Save BSNL Campaign" in every nooks and corners of all the towns and cities, collection of one crore signatures and conducting the circle level conventions are the next stage of the program. CHQ requests all the circle and district unions to concentrate on these works and implement the program successfully.

The third and final day dharna was also successfully held at BSNL Corporate Office today the 08.01.2015. Despite a very bad weather, a good number of comrades participated in today's dharna. During lunch hour, leaders of the constituents addressed the gathering. Com. [08.01.2015]CHQ requests circle secretaries and Central Office-bearers to send their views on the HR Plan.

Corporate Office has provided our Union with a paper on "Man power Plan" and "Staffing Norms". The paper has already been uploaded on CHQ website on 29-12-2015 itself. CHQ has also requested our comrades to send their views on the issue. So far CHQ has not received any response on this, from any one. This is unfortunate. Views of the field units will enable CHQ to take a clear view on the issue. Hence, CHQ requests all the circle secretaries and Central Office-bearers to study the paper and send their views to the CHQ within two days. CHQ has to submit it's view to the Management without further delay.

[08.01.2015]Forum meeting discusses preparations for the indefinite strike and connected program. 

A meeting of the Forum was held yesterday the 07.01.2015, and reviewed the preparations for the indefinite strike and connected program. The meeting decided that:-


1) The "Save BSNL campaign" should be effectively organised. It was pointed out with concern, by some leaders in the meeting, that this campaign has not even started in most of the circles.


2) The task of collecting one crore signatures should also start immediately and in right earnest, so that the signatures can be submitted to the Prime Minister's Office on 25-02-2015, i.e., on the day of the March to Parliament. The collected signatures should reach the Convener, Forum, by 15.02.2015.


3) The Mobilisation by various unions and associations for the March to the Parliament was discussed. BSNLEU assured that it would mobilise 1750 comrades from all the circles.



4) Holding the Circle level conventions, to organise the strike, should be completed promptly. Com.P.Abhimanyu, GS, BSNLEU, is entrusted with the responsibility of coordinating with the constituents of BSNLEU in this regard.


5) It was decided to hold lunch hour demonstrations throughout the country, on 08-01-2015, in support of the coal workers strike.

CHQ requests all circle and district secretaries to meticulously implement the decisions of the Forum.



[06.01.2015]Meeting with the Member (Finance), Telecom Commission.

Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met Ms. Annie Moraes, Member Finance of the Telecom Commission and discussed the following issues. 


(i)        Revision of pension, based on 78.2% IDA merger.

The leaders pointed out that this issue is lingering on for a very long time without any settlement and that the pensioners have become frustrated. The Member (Finance) told that the matter is getting the serious attention of the Ministry, and told that the Cabinet Note, for getting the approval of the Cabinet, is getting finalised. 


(ii)       Reimbursement of the salary paid to the BSNL employees, working with the DoT.

It was pointed out by the leaders that a big amount has become due, to be paid to the BSNL by the DoT. This is on account of the salary already paid by the BSNL to the employees deputed to DoT. It was demanded that this amount should immediately be paid by the DoT. The Member (Finance) assured that the needful would be done. 


(iii)     Reimbursement of GPF advance amount paid by BSNL.

The issue is already discussed with the Member (Finance), by BSNLEU, a few months back. However, it was pointed out that still delay is there in some circles, in reimbursing the amount spent by BSNL, for payment of GPF advance. The Member (Finance) assured to do the needful.


[06.01.2015]Successful dharna took place in the BSNL Corporate Office.

As per the call of the Forum, a very good dharna took place at the BSNL Corporate Office today. BSNLEU has taken special efforts to mobilise comrades for today’s dharna. As per the decision of the All India Centre, more than 100 comrades of UP (West) circle participated in today’s dharna, who have come from Ghaziabad, Noida, Meerut, Aligarh and Moradabad. CHQ heartily congratulates the UP (West) comrades. The dharna was addressed by leaders of the Forum, including com. V.A.N. Namboodiri, Convener, com. P. Abhimanyu, GS, BSNLEU, com. K. Sebastin, GS (SNEA), com. Parhalad Rai, GS, AIBSNLEA, com. Islam Ahmed, President, NFTE, com. Jayaprakash, GS, FNTO and com. V.K. Thomar, AGS, BSNL MS. [06.01.2015]3 day dharna, called on by the Forum started.

The 3 day dharna program, called on by the Forum, demanding immediate steps by the government for the revival of BSNL, started in right earnest throughout the country today, the 06.01.2015. As per information received by the CHQ, a large number of Non-Executives and Executives are participating in the dharna in all SSAs and circles. CHQ requests the circle/district secretaries to send report and photos. 


[05.01.2015]DoT ows Rs.70 crore to BSNL, on account of salaries paid by BSNL, to the employees deputed to DoT.

A good number of BSNL employees have been deputed to DoT Cell, TERM Cell etc. BSNL continues to pay salary to these employees. So far DoT has not reimbursed this amount to BSNL, which comes to Rs.70 crore. This is another example of how BSNL is being exploited. BSNLEU will take up this issue with the appropriate authorities.

The Restructuring Branch of the Corporate Office has notified to hold a meeting of the Committee on "Change of Designations" on 09.01.2015. Some breakthrough is expected to be made in this meeting with regards to the new designations of the cadres of Sr. TOA and TTA.


[02.01.2015]Give top most priority to the "Save BSNL Campaign" and collection of one crore signatures.

The Forum has already given call to collect one crore signatures from the public, by way of conducting save BSNL campaigns, throughout the country. CHQ has received reports about collection of signatures from some circles. But no report is received from any circle about the "save BSNL campaign". Conducting of this campaign, among the public, is very essential to educate the people about the need for the existence of BSNL. BSNLEU, being the largest constituent of the Forum, has to take initiative for holding "save BSNL campaign" as well as collection of one crore signatures, by appropriately coordinating with the other constituents of the Forum. Hence, circle and district secretaries of BSNLEU are requested to give top most priority to these works. 


[29.12.2014]Non-furnishing of report on the one day strike held on 27-11-2014.

CHQ has already requested all the circle secretaries to furnish the district wise figures of the one day strike, that took place on 27.11.2014. The CHQ has also sent a proforma, in which the figures are to be given. However, 13 circles have so far not sent the report. Since it is getting inordinately delayed, the remaining circles are also requested to send the report within a few days.

CHQ is saddened to know that com.Pan Singh Bisht, District Secretary, BSNLEU, Almora, Uttarakhand, has passed away today. Com.Bisht was suffering from lung cancer. CHQ pays its respectful homage to the departed comrade, and heartfelt condolences to the family members, comrades and friends.


[27.12.2014]Excess amount paid to class III, IV staff cannot be recovered, says Supreme Court.

Recovery of excess amount paid to Class-III and Class-IV employees, due to employer's mistake, is not permissible in law, the Supreme Court has ruled. Saying that it would cause extremely harsh consequences to them who are totally dependent on their wages to run their family, observed the Court. The Apex Court has said that employees of lower rung service spend their entire earning in the upkeep and welfare of their family, and if such excess payment is allowed to be recovered from them, it would cause them far more hardship, than the reciprocal gains to the employer. A bench of Justice JS Khehar and Justice Arun Mishra also directed that an employer cannot recover excess amount in case of a retired employee or one who is to retire within one year and where recovery process is initiated five years after excess payment.

The 5th Circle Conference of BSNL Employees Union, ALTTC, was held yesterday, the 26th December, 2014, in the Student Hall, ALTTC, Ghaziabad. Com. R.S. Chauhan, Circle President, presided over the conference. Com. R.S. Sagar, Circle Secretary, presented the report on activities. The open session of the conference was addressed by Com. V.A.N. Namboodiri, Patron, Shri Mahesh Seth, PGM, ALTTC, Com. Swapan Chakraborty, Dy.GS, BSNLEU. In his speech, the Deputy General Secretary vividly explained the various issues connected with the employees as well as BSNL. [26.12.2014]"Meet the Public Campaign" is renamed as "Save BSNL Campaign".

The Forum has already decided to conduct a massive "Meet the Public Campaign" and also to collect one crore signatures from the people. The meeting of the Forum, which took place on 19.12.2014, has decided to rename this campaign as "Save BSNL Campaign", so that our message of saving BSNL, will be effectively conveyed to the people. Circle and District Secretaries are requested to note this and conduct the campaign accordingly.


[23.12.2014]Management gave presentation on ERP.

Accepting the demand of the Staff Side, that a presentation should be given to the Unions and Associations on ERP, the Management organised the same today the 23.12.2014. The presentation was given by Shri Raman Agarwal, GM (ERP) and his team of officers from the ERP center at Ghaziabad. From the Staff Side, com. P. Abhimanyu, GS, BSNLEU, com. Chandeswar Singh, GS, NFTE, com. Balbir Singh, President, BSNLEU, com. Swapan Chakraborty, Dy.GS, BSNLEU and com. Suresh Kumar, GS, BSNL MS participated in the presentation. The presentation was very useful and informative.  


Responding to the question raised by the Staff Side leaders, the GM (ERP) replied that making the employees surplus is not the aim of the ERP, but it is aimed at the better utilization of the resources, as well as manpower of the Company. The leaders demanded that the Non-Executives should also be given training, for the implementation of the ERP. This was accepted by the Management Side. The leaders also pointed out that the Management should take enough precautionary steps, so that the employees do not face difficulties at the time of implementation of ERP in the circles. The Management Side assured that needful would be done in this regard.

The Forum of BSNL Unions and Associations has given call to conduct a three day dharna programme from 6th to 8th January, 2015. This dharna programme should be organised very effectively, with maximum participation by the employees. CHQ is extremely shocked to inform that com. Chhiddhu Singh, a veteran leader, as well as the former Assistant General Secretary of our Union, has passed away today, due to heart attack. His funeral is taking place today evening. CHQ leaders are attending the funeral. We dip our banner and pay our respectful homage to the departed leader. We also convey our heartfelt condolences to the family members, relatives and friends of com. Chhiddu Singh.


[20.12.2014]Throw Adesh Kumar Gupta out of BSNL – CMD urged.

Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met shri A.N. Rai, CMD yesterday the 14.12.2014 and demanded the immediate repatriation of Adesh Kumar Gupta, the former GM of Ghaziabad, to DoT. The leaders told the CMD that the CBI has raided the houses and offices of Adesh Kumar Gupta and have found evidences for large scale swindling of money, misuse of power, running of many companies without getting proper permission from BSNL and so on. The CMD assured that a report would be called for from the CGM, UP (West) on the matter immediately, and that appropriate action would be taken. CHQ will continue to put pressure on the Management to throw Adesh Kumar Gupta out of BSNL.


[16.12.2014]General Secretary addressed the Tamil Nadu circle conference of AIBDPA.

The 2 day Tamil Nadu circle conference of AIBDPA started at Vellore today. The Conference was inaugurated by com.Sukumaran, General Secretary, CITU, Tamil Nadu. Com.P.Abhimanyu, General Secretary, BSNLEU, addressed the Conference. In his speech, com. P.Abhimanyu, explained the various issues of the BSNL and DoT pensioners, including the pension revision, based on 78.2 % IDA merger, which is one of the important issues on which the Forum has given call for the indefinite strike from 17-03-2015. He also exposed the anti-people policies of the Narendra Modi government, as well as the evil designs of the Sang Parivar, which is dividing the people on communal lines. Com. [11.12.2014]Launch “Meet the Public” campaign today.

As per the call of the Forum, “Meet the Public” Campaign, as well as collecting of one crore signatures are to start today the 11.12.2014. There is a general feeling among the public that the services of BSNL are not good only because the employees are not working properly. Hence it is our duty to explain to them, how the government is systematically killing BSNL, to benefit the private telecom companies. It is very essential to win over the support of the people for safeguarding BSNL. So, unleash the Meet the Public Campaign is a big way. It starts from today and shall go on till campaign is done among the people in each and every town and city in a massive manner. Naturally, being the biggest Union in the Forum, BSNLEU has to take initiative and coordinate with all the constituents of Forum, for the success of the program. 


[11.12.2014]Collect one crore signatures.

Forum has decided to collect a minimum of one crore signatures from the public, in support of the revival of BSNL. These signatures are to be collected from the public during the Meet the Public campaign. Some comrades may feel that collecting one crore signatures is impossible. But, the All India Insurance Employees Association (AIIEA), a comparatively smaller organisation, has collected one crore signature many years ago. Infact, the 2,40,000 BSNL Non-Executives and Executives can collect much more signatures. The collected signatures will be submitted to the Prime Minister in the March to Parliament, to be held on 25.02.2015. Hence, start collecting the signatures immediately, with all seriousness.<<view format>> 



[11.12.2014]Decisions take in the Sports Board Meeting held on 10th December, 2014.

(i) Kit allowance for All India Events increased from Rs.2,000/- to Rs.2,500/- and for National events it is increased from Rs.2,500/- to Rs.3,000/-.

(ii) Events will be increased from the present 7 to 12 on getting inputs from circles and the unions.

(ii) For Sports Recruitment inputs from various circle and Unions will be called for. Recruitment will be done in Group C cadre as per Sports recruitment Rules.

(iv) Incentives will be given to 1st  2nd & 3rd place holders at National events.

(v) All India Cricket Tournament will be held on T20 Format.

(vi) National Team will be declared at the All India meet itself.

(vii) Technical delegates will be sent as per merit list.

[10.12.2014]Highlights of the Designations Committee meeting.

The meeting of the Designations Committee is held today the 10.12.2014. The meeting was attended by com. P. Abhimanyu, GS, com. Balbir Singh, President and com. Animesh Mitra, Vice-President, from BSNLEU and by com. Chandeswar Singh, GS, and com. Mahabir Singh from NFTE. Prolonged discussions took place in respect of change of designations of Sr.TOA and TTA. The Staff Side demanded, Junior Engineer designation for the cadre of TTA. The Management Side told that this would be discussed in the their internal meeting and decision would be informed in the next meeting. As regards, the cadre of Sr.TOA, Management Side was not prepared to consider the demand of Associate Officer, Manager and Executive. Finally, after holding a discussion among themselves, the Staff Side demanded that the designation of ‘Telecom Associate’ can be given to the Sr.TOAs at the entry level, and the designation of ‘Superintendent’ should be given to them, who are placed in the NE-9, 10, 11 & 12 pay scales. The Management Side told that this would also be discussed in their internal meeting, and that the decision would be conveyed in the next meeting of the Designations Committee meeting to be held on 08.01.2015.


[10.12.2014]Organise Demands Day powerfully.

The Forum of BSNL Unions and Associations has given call to observe Demands Day tomorrow the 11.12.2014, by holding lunch hour demonstrations, on the issue of revival of BSNL. Forum has also decided to conduct many program, including indefinite strike from 17.03.2015. Hence, circle and district secretaries are requested to organise lunch hour demonstrations very effectively, in coordination with the other constituents of the Forum, and to fully explain the charter of demands of the Forum, on revival of BSNL.


[06.12.2014]Send views on proposals given by the Management for evolving PLI scheme.

The next meeting of the PLI Committee is to be held on 09.12.2014. Management has already provided to us, with their proposals for measuring the performance. They include the achievements of BSNL in 2013-14, in respect of landline, Broadband connections given, duration within which connections are provided/faults are attended, etc. Based on these, the targets to be achieved in 2014-15 are also given. These details are already updated on CHQ website on 24.07.2014 itself. However, so far CHQ has not received any comment from our comrades. Hence, it is requested that circle/district secretaries and Central office-bearers may give their comments by 08.12.2014, to help CHQ to take a final view on these issues.<<view proposals>>


[09.12.2014]Highlights of today’s PLI Committee meeting.

A meeting of the PLI Committee is held today the 09.12.2014. Com. P. Abhimanyu and com. Islam Ahmed, Staff Side members of the Committee, participated. Com. Balbir Singh, President, BSNLEU, was also present. 

The Staff Side members strongly insisted that the new PLI scheme should be based on National level productivity of the Company, as was agreed, to in the meeting held between the Director (HR) and the JAC, on 27.06.2014. The Staff Side demanded that the achievement in respect of mobile connections should be included, and CDMA connections should be dropped, from the Key Parameter Indicators (KPIs). This was accepted. Further the Staff Side demanded that the details regarding achievements of the Company, for the financial years of 2010-11, 2011-12 and 2012-13 should be provided, so that the targets for the coming years can be fixed. Management Side assured to furnish these inputs shortly. It was decided to hold the next meeting of the Committee on 27.01.2015. 


[09.12.2014]Com. Muralidharan Nair, former AGS, retired.

Com. Muralidharan Nair, former AGS of our Union retired on superannuation on 30.11.2014, after completing more than 40 years of meritorious service. As AGS of the Union, com. Muralidharan Nair has played a major role in formulating major policy decisions of the Union. An elaborate farewell meeting is being organised for him at Trivandrum on 18th December, 2014, which will be addressed by com. Kodiyeri Balakrishnan, former Home Minister of Kerala. CHQ wishes a long, healthy and active life for com. Muralidharan Nair.


[09.12.2014]Discussion with shri Anupam Srivastava, Director ( CM ), on expansion of BSNL's mobile networks.

Com.P.Abhimanyu, GS and com.M.C.Balakrishna, AGS, met shri Anupam Srivastava, Director (CM) yesterday the 08-12-2014, and expressed their concern over the slow pace of expansion of BSNL's mobile networks, as a result of which the Company is lagging behind in it's competition with the private operators. The Director (CM) told the leaders that under the phase 7 expansion, 9 million lines are already rolled out, and another 10 million line roll out is under process. He also assured that in the phase 8 expansion, which will start in 2015, importance will be given to data services. The leaders requested the Director (CM) that the Management should have a regular interaction with the representatives of the employees, regarding the  developmental activities of the Company, to which the Director (CM) responded positively


[09.12.2014]BSNLEU opposed the outsourcing of call centre services, related to Landline and Broadband connections.

Com.P.Abhimanyu, GS and com.M.C.Balakrishna, AGS, met shri N.K.Gupta, Director (CFA) yesterday the 08-12-2014, and expressed their strong protest for the outsourcing of call centre services, related to Landline and Broadband connections. The leaders also recorded their strong objection, for not consulting the Recognised Unions , before outsourcing these services. They also pointed out that 70 SR. TOAs  who had been manning these services, have become surplus in Chennai. A letter in this regard was handed over to the Director (CFA). BSNLEU will continue fight against such unwanted outsourcing of BSNL's services.


[09.12.2014]Smt.Yojna Das, Sr.GM (BFCI) is selected as Director (Finance).

BSNL's Director (Finance) post is lying vacant since November, 2013. The Public Enterprises Selection Board (PESB) conducted the selection yesterday the 08-12-2014,to fill up this post. 10 persons appeared in the selection. Smt.Yojna Das, who is presently SR. GM (BFCI) is selected for the post. She will take over as the next Director (Finance) of BSNL soon. BSNLEU heartily congratulates smt. Yojna Das.


[09.12.2014]BSNLEU protests BSNL's senior counsel's continuous absence in the JTO LICE case in Chennai High Court.

On 03-12-2014, BSNLEU strongly protested to the BSNL Management, about the non-cooperation of BSNL's senior counsel, in the Tamil Nadu JTO LICE case, being heard in the Chennai High Court.  BSNL's senior counsel did not appear the court to argue the case on 03-12-2014. Yesterday, again he did not appear the court to argue the case. Thus, the case is getting unnecessarily prolonged. Com.P.Abhimanyu, GS and com.M.C.Balakrishna, AGS, met shri R.K.Goyal, GM (Estt.) yesterday the 08.12.2014, and conveyed their strong displeasure over this .The GM (Estt.) assured to take up the issue with the CGM, Tamil Nadu circle. 


[09.12.2014]"Take concrete action to stop the damaging of BSNL's OFC and copper cables by outside agencies"- BSNLEU tells the Director (CFA).

Com.P.Abhimanyu, GS, and com. M.C. Balakrishna, AGS, in their meeting with the Director (CFA) today, demanded that BSNL should take stern action to stop BSNL’s OFC and copper cables from being damaged by the outside agencies like PWD, etc.  BSNL's OFC is being damaged on a large scale due to road widening projects, etc., as a result of which network failure happens on a big scale. Similarly, BSNL's copper cables are also being damaged extensively by various agencies. The Director (CFA) assured to take appropriate action.


[06.12.2014]Send district wise strike particulars to the CHQ by 15.12.2014.

The JAC has decided to make a detailed assessment of the one day strike, with district wise particulars, in the next meeting to be held on 20.12.2014. Hence, all the circle secretaries are requested to send a written report to the CHQ, with district wise particulars, by 15.12.2014. The particulars should include total number of Non-Executives in the SSA, number of employees joined the strike, number of employees went on leave and number of employees performed duty. Circle Secretaries are requested to treat this as most urgent. 


[05.12.2014]Forum decides to take up the 30% Superannuation benefits demand of the Direct Recruited employees.

Forum is taking up only issues connected with the revival of BSNL. Normally, Forum does not take up the economic demands of the employees. The one exception to this was the 78.2% IDA merger issue. Forum took it up in view of the gravity of the issue. Still Forum is trying to get 78.2% IDA merger settled for the pensioners. In today’s Forum meeting, com. P. Abhimanyu, GS, BSNLEU suggested that the “30% Superannuation benefits” issue of the Direct Recruited Employees should be taken up by the Forum, in view of the fact that BSNL is violating the Central Cabinet decisions, on the issue of pensionary benefits to the BSNL’s directly recruited employees. The demand of GS, BSNLEU was accepted by the Forum. Now, this issue will also be included in the charter of demands for the Indefinite Strike.

It is the decision of the Forum of Unions and Associations to observe Demands Day on 11.12.2014, on the issue of revival of BSNL. As per the decision, Lunch hour demonstrations should be conducted, highlighting the demands of the Forum, contained in the notice for Indefinite Strike, for the revival of BSNL. CHQ calls upon the circle and district unions to effectively organize the Demands Day on 11.12.2014. 


[05.12.2014]Forum decides to collect one crore signature from public, in support of the revival of BSNL.

The Forum meeting held today the 05.12.2014 has taken the landmark decision to collect one crore signature from the public, in support of the revival of BSNL. Peoples support is very crucial for the revival of BSNL. The Forum has also decided to conduct a “Meet the Public” programme from 11.12.2014 onwards. The one crore signatures are to be collected during this “meet the public” program. As per the decision, each employee in BSNL has to collect at least 50 signatures from the public, to achieve the target of collecting one crore signature. Let us massively mobilize public support in favour of BSNL’s revival. These signatures will be submitted to the Prime Minister, on the day of the March to Parliament, to be held on 25.02.2015. Let us swing into action and collect one crore signature. 


[05.12.2014]Date of the Indefinite Strike changed.

The date of the Indefinite Strike, on the revival of BSNL, has been changed to 17.03.2015. The Forum meeting, held today the 05.12.2014, has taken this decision, with a view to make more time available for the preparations for the Indefinite Strike. According to the revised schedule, the March to Parliament program will be held on 25.02.2015, during the budget session of the Parliament.

With a view to mobilise the Indian working class against the anti-worker and anti-people policies of the Narendra Modi government, the Central Trade Unions gave call to observe National Protest Day today the 05.12.2014. This programme is being organized massively throughout the country. As a part of this program, the Central Trade Unions conducted a massive dharna at Jantar Mantar in New Delhi today. Thousands of workers participated in this dharna and raised slogans against the pro-rich and anti-poor policies of the government. Leaders of all the eleven Central Trade Unions addressed the huge gathering. CHQ leaders and comrades of the Corporate Office participated in the dharna.<<views of the dharna>>


[04.12.2014]Justice V.R. Krishna Iyer passes away – BSNLEU pays respectful homage.

PTI has reported that justice V.R. Krishna Iyer, eminent jurist has passed away. He was popular for the many landmark judgements that he had given, which are having far-reaching implications in politics and the society as a whole. He was a great humanitarian. In 1952, he was elected to the Kerala Legislative Assembly; in 1957, he became a minister in the first Communist government in Kerala, serving until 1959. Having been the minister of law, power, prisons, irrigation and social welfare in the Government of Kerala, he was instrumental in bringing about many significant changes in these sectors. In 1973, he was sworn in as a Judge of the Supreme Court of India, he is the last but one Supreme Court judge to have previously served as a politician. He was conferred with Padma Vibhushan in the year 1999. Recently, his 100th birth day was celebrated. BSNLEU pays it’s respectful homage to justice V.R. Krishna Iyer.


[29.11.2014]NFTE circle secretary of ETP circle, wrote to the Management, demanding to cut the salary of the employees who participate in the one day strike.

NFTE circle secretary of ETP circle, had written to the CGM of ETP circle, demanding to apply the principle of "No pay for no work", against the employees who participate in the one day strike, held on 27.11.2014. Further, she had requested the CGM to keep all the offices open on the day of the strike, and also to provide "protection" for the "loyal workers" who come to work. The All India leadership of NFTE, being part of the JAC, has played a significant role in organising the united struggle successfully all over the country. But, one circle union of NFTE had asked the Management to impose wage cut on the employees. Further, it was this circle secretary of NFTE, who disrupted BSNLEU’s All India Conference at Kolkata, by mobilising goondas of the Trinamool Congress. Undoubtedly, this person is a shame for the trade union movement.<<view letter>> 


[29.11.2014]Observe National Protest Day programme on 5th December, 2014, as called on by the Central Trade Unions.

The National Convention of Workers, called on by all the eleven Central Trade Unions, at New Delhi, on 15th September, 2014, decided to observe a National Protest Day programme on 5th December, 2014 through massive joint demonstrations in all state capitals. The 7th All India Conference of BSNL Employees Union held at Kolkata from 6 – 9 September, 2014, resolved to extends it’s full support to the programme of action to reverse the anti-worker, anti-people policies of the government and also to protect the interest of the nation and the people. CHQ appeals to all employees in BSNL to make the National Protest Day on 5th December, 2014 a grand success, by participating in the joint demonstrations massively and also to prepare for further struggles. 


[28.11.2014]A historic strike – CHQ salutes all the comrades.

Yesterday’s one day strike has been a resounding success. The strike is near total in many circles. In most of the other circles, the strike is very successful. CHQ salutes the entire leaders and cadres who had toiled hard to make the strike a historic success. However, it is a matter of great regret that the strike has not taken place in Gujarat and Jammu & Kashmir circles. When the employees of all other circles go on strike, it is not proper on the part of the leaders and employees of these two circles that they did not join the strike. CHQ has not received any information about the strike from NTR, Telecom Factory (Mumbai) and Inspection Circles, despite sending reminder.

It is heartening to note that the one day strike by the Non-Executives is a total success in most of the circles. In many places, not even a single Non-Executive employee has entered the office. [26.11.2014]Conciliation with the RLC failed.

The Regional Labour Commissioner (Central) conducted a conciliation meeting between the JAC and BSNL Management today. No issue was settled in this conciliation, since the Management continued to be adamant. Thus, the conciliation ended without any result. The next date for conciliation is fixed as 05.01.2015.


[26.11.2014]Talks held with Management failed. Go ahead with the strike with full strength.

Talks were held between the JAC and the Management at 1700 hrs, yesterday the 25.11.2014. Neither the Director (HR), nor any Director of the Board was present in the talks. This is the seriousness that Management is having in respect of the strike of 1,86,000 Non-Executive employees. Not even a single issue was settled in the talks. Those who were present in the talks from the Management side, were very casual in respect of settlement of the problems. The JAC meeting, which was held after the talks, unanimously decided to go ahead with the strike. Circle and district unions are requested to organise the strike with full strength and make it 100% success. Meet each and every employee in the work spot and motivate them to participate in this historic struggle. 


[26.11.2014]Conciliation with the RLC is to take place today.

The Regional Labour Commissioner has invited both the JAC and the Management for conciliation today, at 1100 hrs. A miracle is not likely to happen, since the Management is very adamant. Outcome of the conciliation will be communicated immediately after it is over. Carry on with the preparations for the strike.

The All India Conference of SNATTA was held at Kolkata on 23.11.2014. Com. P. Abhimanyu, GS, addressed the open session and explained about the ways and means to overcome the ongoing crisis of BSNL. While explaining the steps taken by BSNLEU and the JAC to resolve the problems of the DRTTAs, the GS strongly pleaded them to join enmasse the one day strike by JAC to be held on 27.11.2014. BSNLEU greets com. R. Khanna, com. Anoop Mukherjee and com. Sunil Gautam, who are elected as President, General Secretary and Dy. General Secretary respectively.

Talks are being held between the JAC and the Management at 1700 hrs. today the 25.11.2014, on the 30 point charter of demands. CHQ wishes to inform that the strike will definitely take place, if Management does not come up with a settlement for the demands. Preparations for the strike should continue to go on with full tempo. 


[24.11.2014]Only two more days left for the historic strike.

Dear comrades, only two more days are left for the historic one day strike to be held on 27.11.2014. It is historic because, for the first time after the formation of BSNL, a united strike, consisting almost all the unions and associations of the Non-Executives, is taking place for the settlement of the most genuine problems of the Non-Executives. CHQ requests all the leaders and comrades to meet each and every employee of BSNL and make the strike a total success. 


[22.11.2014]Allotment of accommodation in K.G. Bose Bhawan at New Delhi.

Accommodation is being provided to our comrades in K.G. Bose Bhawan at New Delhi. The demand for providing accommodation is increasing fast. While decision is already taken to arrange more number of rooms, we have also to consider the request of maximum number of comrades. It is observed that at present requests being received for providing accommodation up to 10 days at a stretch. In view of the limited number of rooms available, it is informed that accommodation can be provided for three days only. Extension for more number of days will be done based on availability of vacant rooms. This will help us to provide accommodation to maximum number of comrades. Circle and District Secretaries are requested to keep this in mind, while forwarding requests to the CHQ. 


[18.11.2014]Decisions of the JAC meeting held at New Delhi on 18-11-2014.

A meeting of the National level JAC was held at New Delhi today the 18-11-2014. The meeting was presided over by Com . Chandeswar Singh, President of the JAC. Com.P.Abhimanyu, Convener, JAC, welcomed every one and briefed the house regarding the preparations done so far to conduct the strike effectively. The meeting reviewed the preparations being made in various circles in this regard. After detailed discussions, the following decisions are taken unanimously.

1)  Reports received from various circles are very encouraging and show that preparations are going on very seriously in all circles. JAC requests that the remaining days should also be utilised to make the strike 100% successful.

2)   The lunch hour demonstrations and gate meetings, to be held on 20-11-2014, should be organised massively, since it will help to make the strike successful.

3)  It was decided that the strike shall be a stay - out strike, and it will take place from 0000 hrs to 0000 hrs on 27-11-2014.

4)  Massive demonstrations should take place in front of all the offices on the day of the strike, ie., on 27-11-2014. This will take the message to the people about our strike.

5)  It is decided that the JAC should give appeal to all the associations of the Executives,  requesting them to extend cooperation and solidarity.  This appeal should be given at the All India, Circle and District levels.


[17.11.2014]Economic recovery: Corporates are disappointed.

Indian corporates and their media were painting a rosy picture before the Parliament elections, that the country’s economy will be revived if Narendra Modi becomes Prime Minister. But the Economic Times, the mouth piece of the corporates, has published a news today the 17.11.2014, that the initial euphoria, that arose after Narendra Modi took over as Prime Minister in May, has started to fade away. The ET has given an example that the sale of passenger vehicle this year will be 2 lakh lesser than the vehicles sold in 2012. This is happening despite the steep fall in the fuel price. Narendra Modi is also following the same Neo Liberal Policies followed by the Congress, and soon it is going to be proved that he has no solution for the economic problems of the country. 


[17.11.2014]Do not close down loss making / sick PSUs.

It is reliably learnt that the Narendra Modi government has taken steps for the closure of PSUs like Hindustan Photo Films, HMT Watches, Hindustan Cables, Thungabatra Steel, etc. These closure is being done under the pretext that these PSUs have become sick. It is also reported that the govt. has planned to close down another 15 loss making PSUs in the next round. We know how the profit making BSNL was converted into a loss making PSU. Thus, PSUs become loss making or sick only because of the anti-PSU policies of the government. Hence, the govt. should take appropriate steps to revive the loss making/sick PSUs, instead of closing them down. 


[17.11.2014]Hold circle and district level JACs tomorrow.

The National JAC, which met on 13.11.2014 at New Delhi, has directed that all circle and district level JACs should meet on 18.11.2014, for the purpose of effectively organising the one day strike that is to take place on 27.11.2014. Hence, CHQ requests all the circle and district secretaries of BSNLEU to ensure that the JAC meetings are conducted in all circles and districts.


[15.11.2014]Send membership particulars expeditiously to the CHQ.

CHQ has already requested the circle unions, to provide with district wise membership of BSNLEU, as well as all of other unions and associations. Some circles have sent the requisite particulars. But the details have not come from most of the circles.  Hence, CHQ requests the remaining circle secretaries also to immediately send the membership details to the CHQ.


[15.11.2014]Government may provide BSNL with Rs.11,000 crore loan, for  merger with MTNL.

The huge amount of loan that MTNL is having, is one of the reasons why the unions and associations in BSNL are opposing the proposed merger of BSNL and MTNL. Rs.14,600 crore is said to be MTNL's debt. A report that has come in the media says that the government is proposing to give a soft loan to the tune of Rs.11,000 crore to BSNL, to overcome this problem. Even if this report is correct, why BSNL should take over the burden of such a huge loan? Is this not tantamounts to transferring MTNL's loan burden to BSNL? Further, why BSNL should be burdened with the repayment of this loan and it's interest?


[15.11.2014]Air waves sharing and trading. 

In the name of scarcity of spectrum, spectrum sharing has become one agenda to DoT. The private telcos are now very much eager for their cost minimisation with an ulterior motive to make more profit. As such, now question has been raised about non availability of sufficient spectrum which causes low Broad band speed. One presentation from DoT reveals that Govt. is thinking about consolidation of telecom players which is one step towards felicitating sufficient spectrum to the private operators. The usual practice of giving benefit to the private telcos has become more predominant in the reign of the present BJP Govt. 


[14.11.2014]Forum decides to conduct massive campaign among employees and among the public, to make the indefinite strike successful.

Forum has already decided to go on an indefinite strike from 03.02.2015, demanding actions for the revival of BSNL. A meeting of the Forum took place at New Delhi yesterday the 13.11.2014 and chalked out campaign programme for effectively organising the indefinite strike. The meeting also decided to conduct a massive campaign among the public, and also to collect lakhs of signatures from them, in favour of revival of BSNL. The programme is as follows:-

[14.11.2014]BSNLEU pays it's richest tributes to Jawaharlal Nehru on his 125th birth anniversary.

Today is the 125th birth anniversary of Jawaharlal Nehru, the architect of modern India. Nehru was a great secularist and played a major role in making India a Secular and Democratic Republic. His vision has helped India to maintain it's unity in diversity till today. In contrast, Pakistan chose to identify itself with a particular relegion, and became an Islamic country. But relegion could not keep that country united. Within 25 years, it got devided and Bangladesh was born.  Nehru also gave birth to the Indian Public Sector. He envisioned that the Public Sector is the foundation for India’s self - reliance and economic independence. Today, both his concepts of secularism and Public Sector are under attack. RSS, which is the mother organisation of the ruling BJP, has openly declared that India is the country of the Hindus. The Narendra Modi government, in persuance of the Neo-Liberal Economic Policies, is determined to kill the Public Sector. While paying our richest tributes to Jawaharl Nehru on his 125th birth anniversary, let us resolve to defend secularism and the Public Sector.  


[14.11.2014]Where do the children go missing?

It is Children's Day today. This day is being celebrated on 14th November every year, which is also the birth anniversary of Jawaharl Nehru. Let us see how children are being taken care in this country. A shocking news has come in today's newspapers that 12,591 children have gone missing in the states of Bihar, Assam, Chhattisgarh and Madhya Pradesh, since 2011. Mind it, this figure relates only to four states. Then, one can imagine what will be the number of children who had gone missing from the remaining states. It is also true that in a good number of cases the police just don't care to register FIR. Recently, the Supreme Court summoned the Chief Secretary and the DGP of police of Bihar, and pulled them up for refusal of filing FIRs in Bihar, on missing children. From this, we can easily come to the conclusion that the number of missing children is abominably higher than the official figure. Now, where do these missing children actually go? On their own, these children do not go missing. The spine chilling fact is that, they are being kidnapped by criminal gangs and are being forced in to activities like prostitution, begging, drug trafficking, etc. Mafia gangs, having pan Indian networks, are involved in these horrifying crimes. It is sickening to note that the government machinery has totally and miserably failed all these years, in curtailing these mafia and to provide safety to children.


[14.11.2014]Sports Board meeting to be held on 10.12.2014.

BSNLEU has long been demanding that the meeting of the Sports Board should be held without further delay. Management has now decided that the meeting would take place on 10.12.2014.


[13.11.2014]BSNLEU demands Rs.200 SIM card to the employees working in MTNL areas.

BSNLEU is insisting that the Rs.200/- SIM card facility should be extended to the BSNL employees posted in MTNL areas also. Similarly, the Union is demanding that calls should also be permitted to other networks. Com. P. Abhimanyu, GS, met shri A.K. Singhal, GM (Admn.), yesterday the 12.11.2014 and had detailed discussion. The GM (Admn.) has assured to do the needful.


[13.11.2014]Meeting with the GM (Estt.) in BSNL CO.

Com. P. Abhimanyu, GS, met shri R.K. Goyal, yesterday the 12.11.2014 and discussed the following issues. 


(i)         Wage loss of the employees appointed on or after 01.01.2007.

The GM (Estt.) told that the proposal for one additional increment has been approved by the Management Committee. (In the National Council meeting held on 25.09.2014, the Staff Side has categorically told that one increment is not enough and that they would continue to press for 30% fitment.) 


(ii)         CGA cases of Andhra Pradesh circle.

The General Secretary insisted that Group ‘C’ appointment should be given to the candidates who had already acquired graduation. The GM (Estt.) assured that the issue would be discussed with the CMD. 


(iii)       Settlement of victimisations in Varanasi.

The GM (Estt.) replied that the issue is already taken up with CGM, UP (East) and assured to settle soon. 


(iv)       Declaration of JTO LICE results in Gujarat circle.

CHQ has already demanded that the JTO LICE results, withheld in Gujarat circle due to reason connected with educational qualification, should be released. The GM (Estt.) replied that the issue is already taken up with the CGM, Gujarat. 


[13.11.2014]JAC meeting has decided to intensify the mobilisation for the One Day Strike on 27.11.2014.

A meeting of the JAC was held today the 13.11.2014 at New Delhi. Com. Islam Ahmed presided. Com. P. Abhimanyu, Convener welcomed all and briefed on the preparations made so far. The following decisions are taken. 

i)        The circle and district JACs should take every possible step to completely mobilise the Non-Executives in the strike. 

ii)      With a view to make the planning effective, the JAC calls upon that all the circle and district JACs throughout the country shall hold their meetings on 18.11.2014 and shall discuss about the manners in which effective mobilisation is to be made, to make the strike a total success. The JAC also calls upon the conveners of the circle and district JACs to ensure the participation of the entire constituents of the JACs, especially smaller organisations. 

iii)    Massive lunch-hour demonstrations, as well as gate meetings are to be organised throughout the country on 20.11.2014, to gear up the mobilisation for the strike. 

All circle and district secretaries are requested to fully implement the decision.


[13.11.2014]Declaration of JTO LICE results in Tamil Nadu circle.

Results of the JTO LICE exam, conducted last year, has so far not been declared in Tamil Nadu Circle due to court case. There is a strong feeling among the affected employees that the Management has let them down. BSNLEU has discussed this issue a number of times with the concerned authorities in the Corporate Office. Again this issue was discussed by com. P. Abhimanyu, GS, with shri R.K. Goyal, GM (Estt.), yesterday the 12.11.2014. The General Secretary expressed his unhappiness strongly in this regard. The GM (Estt.) gave the following briefing on the action taken. 


(i)   Corporate Office has already instructed the GM (Admn.) in the CGM Office, Tamil Nadu circle to file the necessary miscellaneous petition in the Court to expedite the settlement. 


(ii)  The Corporate Office has also instructed the GM (Admn.), Tamil Nadu to engage additional counsels, for effectively arguing the case. 


BSNLEU assures that it will persue the case further with all seriousness.



[13.11.2014]Works Committees: What required is action and not letters alone.

Forum and BSNLEU are continuously focusing that the Works Committees remain only on paper. It is functioning only in a few places. Perhaps, the SSA level Management does not want to conduct the meetings of the Works Committees, due to the fear that they may be faced with embarrassing questions connected with the failing quality of services. This issue was effectively focused once again in the seminar conducted on 08.11.2014, in the All India Conference of BSNLEU, which was attended by two Directors of the BSNL Board. May be due to this, Corporate Office has issued one more “run of the mill” letter on 11.11.2014, to all the CGMs. What required is action and not only letters.

[12.11.2014]Museum on Telegraph Services

BSNLEU and the Forum of BSNL Unions / Associations had strongly opposed the closure of Telegraph Services, but BSNL Management did not agree and closed the same on 15th July, 2013. The Forum later asked the Management vide it’s letter dated 02.05.2014 to establish a “Museum on Telegraph Services” with a brief history of Telegraph Services as also the various equipments used during its existence. 


Now the BSNL Corporate Office vide letter No.11-2/2014/T-I dated 29.10.2014 has intimated that such a “Museum on Telegraph Services” has been set up in Kolkata (West Bengal Circle). We express our appreciation for accepting our request and opening the Museum.<<Letter of BSNL>>



[11.11.2014]Enough Evidence against Kumar Mangalam Birla and P.C. Parakh, former Coal Secretary.

The Supreme Court appointed Special public Prosecutor R.S. Cheema, has told the CBI special court, that these is prima facie evidence to proceed against industrialist Kumar Mangalam Birla and former Coal Secretary P.C. Parakh, in coal block allocation scam. It may be recollected that, the CBI filed FIR, against Kumar Mangalam Birla and P.C. Parakh in October last year. Immediately, all the corporates of India and their media cried foul. They certified that Kumar Mangalam Birla was a clean-handed person. Similarly, the former CAG Vinod Rai certified that P.C. Parakh was a man of integrity. Later on, the CBI closed down those FIRs. But now, the Supreme court appointed Special Public Prosecutor, as well as the Lawyers representing the CBI, have said that there are enough evidence to proceed against both these persons.


[11.11.2014]Consultation on holding online exams.

Management has proposed to hold all Departmental exams, as well as exams for direct recruitments, through online hereafter. A consultation with unions and associations was conducted today by the GM (Recruitment), BSNL CO.  Com. P. Abhimanyu, GS, represented BSNLEU in the meeting. He strongly opposed the proposal of the management to hold online exams for Telecom Mechanic LDCE, TTA LDCE and UDC LDCE. As regards JTO LICE and JAO LICE, he said that the view of the Union will be conveyed within two days. Further, Management wanted to collect Rs.300/= as fees from the Non- Executives for appearing online exam. They also want to fix age limit as 50 (for OC) and 55 (for SC/ST). Both these proposals are also strongly opposed by GS, BSNLEU. Circle Secretaries and CHQ office-bearers are requested to send their views immediately regarding online exams for JTO LICE and JAO LICE.

Massive scams took place during the rule of the UPA, like the 2G, Coal Gate etc. The BJP took full advantage of this scams in the Parliamentary election campaign. The BJP said that it would end corruption if it comes to power. Narendra Modi even said that he would form a fast track court to punish the guilty politicians. But those words are gone with the election campaign, it seems. It is reported in the media that the new minister, Shri Y.S. Chowdhury, who joined Narendra Modi’s cabinet a few days back has defaulted repayment of Rs.317.6 crore to the Central Bank of India. Is this the way the BJP and Narendra Modi are going to fight corruption?

Com. Tapas Kumar Ghosh, General Secretary, BSNL Casual and Contract Workers Federation addressed the 7th All India Conference on the third day. While thanking BSNLEU for the helping hand that it is extending in taking up the issues of the casual and contract workers, com. Tapas also requested all the circle secretaries to ensure forming the BSNLCCWF in the remaining circles also. Amidst big applause, he announced the decision of the BSNLCCWF to go on One Day strike on 27.11.2014, demanding settlement of the problems of the casual and contract workers.

[10.11.2014]Com.V.A.N.Namboodiri relinquished the post of President, BSNLEU.

Com. V.A.N. Namboodiri, the chief architect of BSNLEU, who has been holding the post of the President of the Union since 2010, relinquished it in the 7th All India Conference held at Kolkata, paving way for a younger comrade to take over that responsibility. Under the stewardship of com. V.A.N. Namboodiri, BSNL has been saved from the onslaughts of the government, like unbundling, disinvestment, VRS, etc. Also under his able leadership, the financial status of the BSNL employees improved many fold, through an excellent wage revision, better promotional avenues, etc. Throughout his trade union life, com. V.A.N. Namboodiri has undergone immense sacrifices, for the wellbeing of the workers. The 7th All India Conference has elected him as the Patron of the Union. The new team of office-bearers will carry forward the unfinished tasks of com. V.A.N. Namboodiri.

In the inaugural session of the 7th All India Conference, a book containing the writings of com. Moni Bose was released. The book was brought out by the Coordination Committee of BSNL circle Unions/Associations, West Bengal circle. It also contains the write ups by com. V.A.N. Namboodiri, President and com. P. Abhimanyu, General Secretary, about com. Moni Bose. Com. V.A.N. Namboodiri released the book and the first copy was received by com. Jyotsana Bose, wife of com. Moni Bose.CHQ appreciates the efforts taken by the Coordination Committee.

[10.11.2014]A massive seminar, on the revival of BSNL was held in the All India Conference of BSNLEU on 08.11.2014. Top Management of the Company as well as the prominent leaders of the BSNL trade union movement participated in it.  The gathering in the seminar was so massive, that it surprised all the guests. Shri A.N. Rai, CMD BSNL could not participate, since he had gone to South Korea. Shri N.K. Gupta, Director (CFA) and shri Anupam Srivastava, Director (CM) represented the Corporate Management. Com. Animesh Mitra, Joint General Secretary of the Reception Committee, welcomed every one.  Com. V.A. N.Namboodiri, President, presided over and delivered the presidential address.  Com.P.Abhimanyu, General Secretary delivered the key note a dress. [10.11.2014]The upbeat 7th All India Conference of BSNLEU concluded with a fitting finale.

The 7th All India Conference of BSNL Employees Union ended yesterday the 9th November, with a fitting finale. The delegates' session came to an end at around 1600 hrs. Totally, 87 delegates participated in the debate, that took place on the report submitted by the General Secretary. In the end, com. P. Abhimanyu delivered the summing up speech, replying elaborately to the issues raised by the delegates. Thereafter, the report was adopted unanimously. The audited accounts were also adopted unanimously. A number of resolutions were passed on various issues. The amendments to the Union Constitution were also adopted unanimously. Finally, unanimous election of office bearers took place. Com.V.A.N.Namboodiri is elected as the Patron of the Union. Key office-bearers of the Union are as follows. Com. Balbir Singh (Punjab) is the President, com. P. Abhimanyu is the General Secretary, com  Swapan Chakraborty (NE-1 circle) is the Deputy General Secretary and com. Saibal Sengupta (Kolkata) is the Treasurer. The entire proceedings of the Conference has given a new tempo to the Organisation. A lively women's convention was conducted in the 7th All India Conference of BSNLEU on 07.11-2014. Hundreds of women comrades attended the convention, apart from the male delegates who were attending the Conference. The Convention was presided over by a 3 member presedium, consisting of com. P. Indira (Tamil Nadu), com. Bhagyalaksmi (Kerala) and com.Banani Chattopadyay (West Bengal). Presidential address was delivered by all the 3 members of the Presedium. Com. Jagmati Sangwan, General Secretary, All India Democratic Women’s Association (AIDWA) who came to address the Convention, was cheered and warmly welcomed by the entire house. Com. D. Shylla (NE 2), com. Sushmita Roy (West Bengal), com. Jothilakshmi (Kerala), com. Rathnambal (Andaman), com. Rani Beena Prasad (Chennai), com. Sandiya (Pune), com. Sulochana Basu (Kolkata) and com. Maya Verma (UP-East) participated in the deliberations. Thereafter, com.Jagmati Sangwan, GS, AIDWA, delivered a sparkling speech, in which she elaborated the problems being faced by the working women at home and in work places, especially in this era of Globalisation. She severely criticised the atrocities being heaped on women throughout the country, especially in the state of West Bengal, and called upon the democratic forces to fight against them. Com. Jagmati also lambasted the communal forces for creating the bogey of "Love Jihad", which in essence curtails women's right, to their choice of marriage. Finally, Com. P. Abhimanyu, GS, addressed the convention and stressed the necessity to form working women's coordination committees in all circles. [08.11.2014]General Secretary's Report on Activities presented in the 7th All India Conference.

The delegates session of the 7th All India Conference started yesterday the 07-11-2014. Soon after the session started,the agenda of the Conference was unanimously approved by the house. Thereafter, com.V.A.N.Namboodiri, President, delivered his presidential address. On completion of his address, the President requested the General Secretary to present the report on activities to the house. Com.P.Abhimanyu, General Secretary, addressed the house, presenting the salient points contained in the report. He dwelt at length on the struggles conducted by the Union in the murder case of com.Sukendar Pal Singh, introduction of the New Recognition Rules, victory achieved in the 6th Membership Verification, revival of BSNL, struggles conducted by the United Forum on the demands of the Non-Executives,  settlement of the 78.2% IDA merger, formation of the JAC and the calls for united struggles, circle level conventions on Neo Liberal Policies etc.,  trade union class conducted by the K.G.Bose Memorial and Educational Trust,  ITS absorption issue,  management of the K.G.Bose Memorial and Educational Trust, issues of the casual and contract workers and strengthening of the BSNLCCWF, issues of the pensioners and strengthening of the AIBDPA, merger of BSNL and MTNL and the retrograde recommendations of the Deloittee Committee. Com. K. G . Jayaraj, General Secretary, AIBDPA, addressed the session and greeted the Conference. He underscored the necessity for close cooperation between BSNLEU and AIBDPA, for the settlement of the issues of the retired employees.  In the post lunch session, the delegates started deliberating on the report presented by the General Secretary.<<view photos>>


[07.11.2014]7th All India Conference of BSNLEU started in Kolkata.

The 7th All India Conference of BSNLEU started enthusiastically in Panchvati Holiday Resorts at Howra,  Kolkata, yesterday the 06-11-2014. The Conference started with flag hoisting. National Flag was hoisted by com. V.A.N . Namboodiri, President. The Red Flag of BSNLEU was hoisted by Com. P. Abhimanyu, General Secretary. Floral tributes were paid at the martyr’s column. Revolutionary welcome songs were sung by the cultural troupe of the Union. The Inaugural session was presided over by com. V.A.N. Namboodiri, President. A minute's silence was observed to pay homage to the martyrs. Com. Sisir Bhattacharji, President, Reception Committee,  welcomed every one. Amidst applause, Com. A. K. Padmanabhan, President, CITU, inaugurated the Conference. Com. P. Abhimanyu, GS, com. Raj Bahadur Rawal, President, Telecom Employees of Nepal (TEAN),  com. M. Krishnan, SG, Confederation, com. V. Ramesh, General Secretary, AIIEA, and com. Saibal Sengupta, Joint Convener, Reception Committee, addressed the Conference.  A book, containing writings on com. [05.11.2014]CEC meeting of BSNL Employees Union started at Kolkata.

The 7th All India Conference of BSNLEU is starting in the Historic city of Kolkata tomorrow the 06-11-2014. As a prelude to this Conference, the Central Executive Committee meeting of the Union has started at Kolkata today. The meeting started sharp at 10:00 hrs, which is being presided over by com.V.A.N. Namboodiri, President of the Union. Com. Animesh Mitra, Joint General Secretary, Reception Committee and com. P . Abhimanyu, GS, welcomed all the CEC members. The meeting stood in silence for a minute, and paid homage to the leaders who have passed away, since the last All India Conference. Com . V.A.N . [01.11.2014]Coal India Ltd. (CIL) unions to go on strike.

The trade unions of Coal India Ltd. (CIL) are going on a one day strike on 24.11.2014, opposing disinvestment, as well as the decision of the government to allow private companies into commercial coal mining. The Narendra Modi government has already taken a decision to sell 10% shares of the CIL, through which the government expects to get Rs.23,600 crore. Further, the government has also passed an ordinance to allot coal blocks to private companies through e-auctioning. All these steps are nothing, but privatising CIL. Against these, the unions in CIL have decided to go on strike. BSNLEU congratulates the CIL unions. 


[01.11.2014]Warren Anderson and the champion of human rights.

Warren Anderson, the Chief of the Union Carbide has died. The accident that took place on 3rd December, 1984, in the Union Carbide plant in Bhopal, killed 10,000 people. More than 5 lakh people were injured. Most of these people subsequently died due to lung cancer, liver disease, kidney failure, etc. However, even when such a mass killing had taken place, Warren Anderson was able to get bail immediately after this disaster and left India and went back to US. He never returned, when Indian court summoned him. Thus, a person responsible for such a mass murder was able to escape even without the slightest punishment. Indian government could not even touch him. This is because, he had the protection of the US government. It is a shame that the US government protected this butcher. And still, the US government calls itself as the champion of human rights.

[29.10.2014]Implementation of Deloittee Committee's recommendation, put on hold in Maharashtra circle.

Consequent upon the severe protest launched by the unions and associations of Maharashtra circle, against the decision of the Management to implement Area Offices, as recommended by the Deloittee Committee, the CGM, Maharashtra has written to the Corporate Office, asking to keep the decision under abeyance. The CGM has also written to the unions and associations in Maharashtra circle to give their views in writing. Further, the CGM is also calling a meeting of the unions and associations shortly, to discuss this issue. 


[29.10.2014]Forum decides to launch indefinite strike in February, 2015, on the issue of revival of BSNL.

A meeting of the Forum was held New Delhi today the 28-10-2014. Com.Islam Ahmed, presided over the meeting. Com.V.A.N.Namboodiri, Convener, welcomed all. The meeting expressed it’s serious concern over the deteriorating condition of BSNL'S financial position. Shri Ravi Shankar Prasad, the new Minister of Telecommunications, assured of providing necessary infrastructure support for BSNL. But, nothing has come. Instead, attacks like merger of BSNL and MTNL, implementation of the retrograde recommendations of the Deloittee Committee, formation of a separate tower company, etc., are coming one after another. Hence, today's Forum meeting decided that it is a "do or die" situation for us. In one voice, today's meeting decided to launch an indefinite strike from3rd February, 2015. The meeting also decided to launch countrywide programme like signature campaign, propaganda among the public, meeting the MPs, etc are to be carried out in a massive scale, prior to the strike.  Core Committee of the Forum will meet on 12-11-2014 and the Forum will again meet on 13-11-2014, to finalise the charter of demands, strike notice, etc. CHQ calls upon the circle and district unions to ensure that this struggle becomes a historic success.<<<view details>>>

The circle conference of Chhattisgarh circle started at Durg today, the 27.10.2014. The Union Red Flag was hoisted by com. P.Abhimanyu,GS. A seminar on revitalisation of BSNL followed this. The last National Council meeting was held on 25-09-2014. Even after the lapse of one month, the Corporate Office has not released the minutes. Com.P.Abhimanyu, Secretary, Staff Side, has sought the intervention of the CMD, for getting the minutes released without further delay.


[25.10.2014]Will BSNL management learn lessons from the Infosys CEO?

Vishal Sikka, who has taken over as the CEO of the software giant Infosys in August, is engaged in a number of team building exercises, for revitalising the company. We feel that the BSNL Management should learn some lessons of management from the Infosys CEO. The most important step taken by Sikka is, engaging with the employees intensely, through emails. He has even allocated a separate budget for employee engagement, to sharpen focus on team - building efforts. Contrary to this, the BSNL management never wants to discuss matters related to the development of the Company, with the trade unions, even though the BSNL trade unions are known for their steadfast struggles for strengthening the Company. Trade unions are the representatives of the employees in BSNL. It is very unfortunate that even on very important issues, like the implementation of the decisions of the Deloittee Committee, the Management does not want to take the trade unions into confidence. Secondly, Sikka is giving much importance to re-training and re-skilling the employees, instead of hiring new employees. In BSNL, requirement is there for fresh recruitment of employees. At the same time what about re-training the existing work force? Management has totally forgotten about it. All that BSNL management is doing for the revival of the Company is, engaging and re-engaging consultants, spending huge money.

[25.10.2014]Asian Infrastructure Investment Bank formed.

21 Asian countries, including India and China, have joined together and have formed the Asian Infrastructure Investment Bank (AIIB). The Memorandum of Understanding (MoU) for this was signed on 24.10.2014 at Beijing by the representatives of the 21 countries. The United States is unhappy about the formation of the AIIB, since this will reduce the dependence of member countries of AIIB on World Bank. The World Bank is dictating terms to the third world countries, at the behest of multi national companies. The US has stated that the formation of the AIIB is ambiguous in nature and lacks transparency. We can understand the unhappiness of the US.

[25.10.2014]Thousands join protest actions in Spain, against austerity measures.

Thousands of students, lecturers and parents participated in the countrywide protest actions, that took part in Spain yesterday the 24.10.2014. They protested against the austerity measures, increase in university fees as well as other changes being made in the education system. The European governments are still reeling under the economic crisis that started in 2008. However, they are spending billions of dollars to bail out the corporates and are shifting the burdens of the crisis, on the working people, in the name of austerity measures.

[25.10.2014]De-nationalisation of the Coal mines.

The Narendra Modi government has issued an ordinance on 20.10.2014, to allocate coal blocks to private companies through “e-auctions”. It may be recollected that the Supreme Court had cancelled the 214 coal blocks, allocated by the UPA-II government, showing favouritism to private companies. However, the decision of the Narendra Modi govt. to reallocate this coal blocks to private companies through e-auctioning is nothing but de-nationalisation of the coal mines, which were nationalised in 1973, through the “Coal Nationalisation Act of 1973”. Under this circumstance a strong demand is being raised, even within the Coal Ministry, that the coal blocks should be allocated to the State government owned mining companies and State owned captive users.

[25.10.2014]Meeting of Forum with Secretary, DOT on Revival of BSNL and on 78.2% IDA Fixation for Pensioners

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions and Associations, met Secretary DOT, Sri Rakesh Garg today and discussed about the Revival of BSNL and connected matters. Com. Namboodiri pointed out the need for urgent financial assistance to BSNL from the government so that it can purchase equipment, develop and expand the services. He stated that it was because of the equipment crunch from 2006 onward, due to the cancellation of the 45 million mobile tender, that BSNL started down sliding. He requested that the refund of spectrum charges coming to more than Rs. 6,000 crores and also the USOF allotment of Rs. 1,250 crores in lieu of ADC may be paid at the earliest. Secretary DOT stated that the government will certainly help BSNL for its revival and the issues stated will be taken care of. At the same time, he mentioned that there are several complaints about the services to the public, which have to be improved a lot. He mentioned his own experience while in UP as also in Delhi. He appreciated the workers of Kerala for better service and profit. Com. Namboodiri explained in brief about the action and propaganda being made among the workers by the Forum for improving the services through which the services are improving. 


Com. Namboodiri placed before the Secretary DOT about the hardship of the BSNL pensioners due to delay on settlement of the 78.2% IDA fixation for pre-2007 as also post-2007 pensioners. He requested that the Cabinet Note as required by the Department of Expenditure be prepared early and submitted to the cabinet for taking a decision. Secretary agreed to look in to the matter and expedite the same. Com. Namboodiri thanked the Secretary DOT for the meeting and requested that such meetings may be granted in future also.


[25.10.2014]FORUM Meets CMD BSNL on 24-10-2014

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions and Associations met Shri A.N.Rai, CMD BSNL and discussed about the Revival of BSNL and connected matters. He asked the CMD not to implement the M/s Deloittee Committee recommendations with out discussing with the Forum and unions/associations. He also requested to keep in abeyance the orders issued for implementing the concept of SSAs in Maharashtra. CMD assured that a meeting with the Forum will be held shortly to discuss the issues in detail. Com.Namboodiri pointed out the non-implementation of labour laws with regard to the casual and contract workers and requested to ensure their implementation. Com.Namboodiri requested for grant of liberal assistance to the employees of Jammu and Kashmir who have lost all in the recent drastic flood. CMD assured that whatever assistance is given by the state government to its employees will be given to the BSNL employees by the management.

83 per cent of the winners in the Haryana assembly election are crorepatis. 75 of the total 90 newly elected MLAs are crorepatis. BJP is leading this list. BJP's Faridabad MLA is the richest of all the MLAs with Rs.106 crore asset worth. 40 out of the 47 BJP MLAs are crorepatis. Similarly, 14 out of the 15 MLAs of the Congress and 13 INLD MLAs are crorepatis. Average asset value of the BJP MLAs is Rs.10.50 crore. Average asset value of the Congress MLAs is Rs.12.45 crore. Average asset value of the INLD MLAs is Rs.13.01 crore. Let us hope that all these crorepatis will work in the interest of the poor of this country.


[21.10.2014]Lufthansa pilots on strike.

German airlines giant, Lufthansa had to cancel 1,450 flights last Sunday, as the pilots of the airlines are on strike, as per the call of the Pilots Union of Lufthansa. The strike is to oppose "an early retirement scheme" to be implemented by the Company.  It is reported that this is the eighth strike in this year, by the Lufthansa pilots. It is also reported that millions of Germans were stranded last week, due to the strike of train drivers. Germany is the strongest economy in Europe. However, the rulers want to transfer the burdens of the economic crisis on the shoulders of the working class. Hence the struggle.


[21.10.2014]Trade Unions oppose implementation of the recommendation of Deloittee Committee in Maharashtra circle.

BSNL Corporate Office has issued letter to introduce Area Offices in Maharashtra circle,  based on the recommendation of the Deloittee Committee. A meeting of the Forum, Maharashtra circle, was held yesterday the 20-10-2014, at Mumbai. It was participated by all the major organisations of Forum. The meeting unanimously decided to stop implementation of Area Offices in Maharashtra circle. Later on, they met the CGM and expressed their protest. The CGM has assured that Area Offices will not be implemented in Maharashtra circle. Com.N.K.Nalawade, circle secretary,  BSNLEU, Maharashtra, as well as Convener of Forum, Maharashtra, has informed this to the CHQ.


[20.10.2014]Deregulation of diesel price.

The Narendra Modi government has decided to decontrol diesel price from 1st November, 2014.  Simultaneously, it has also cunningly reduced the price of diesel by Rs.3.37 per liter. This has given a wrong message to the people that the price of diesel has come down due to the decontrolling. It is not correct. The price of diesel has come down, since the price of crude oil has considerably come down in the international market. As a result of the deregulation of diesel price, hereafter the price of diesel will not be decided by the government, but will be decided by the market. Normally, the price of crude oil keeps on increasing in the international market. Hence, the price of diesel will also keep on increasing. This will result in an all round increase in the prices of all essential commodities. By  ways of deregulation of diesel price, hereafter government need not give subsidy for diesel and it will save Rs.1,40,000 crore annually. Thus, the main intention of the govt. is to withdraw the subsidy being given, to keep the diesel price under control. Now this money will be given as subsidy to the capitalists. BSNLEU strongly opposes the decision of the govt. to deregulate the price of diesel.

[18.10.2014]Joint struggle in Maharashtra circle, to stall the implementation of Deloittee Committee's recommendations.

BSNL Corporate Office has taken arbitrary decision to implement the recommendations of the Deloittee Committee in Maharashtra circle. Neither the unions and associations at the All India level, nor at the circle level, are consulted in this regard. BSNLEU, Maharashtra circle union, has already written to the CGM, Maharashtra, expressing it's strong protest. It has also demanded to keep the implementation under abeyance, pending consultation with the unions. Further, the unions and associations of Maharashtra circle are meeting at Mumbai on 20-10-2014, to chalk out agitational programme, to stall the implementation of the Deloittee Committee's recommendations.


[18.10.2014]Shri N.Chandrababu Naidu, Chief Minister, Andhra Pradesh, appreciated BSNL, for the excellent service rendered by it, in the flood hit areas.

Vishakapatnam and it's surrounding areas were severely damaged, when the cyclone Hud Hud hit coastal Andhra Pradesh. From the media we were able know the extent of damage caused by the cyclone. Services like telecommunications, electricity etc. were damaged in a massive scale. However, BSNL, Andhra Pradesh, plunged into action, and telecom services were restored very quickly, and also much ahead of other private telecom operators. This helped the government authorities in a big way, to carry out relief and rehabilitation works. BSNL was appreciated by all, including the media. More importantly, shri N.Chandrababu Naidu, Chief Minister, spoke to shri V.Srinivasan, CGM, AP, personally and conveyed his appreciation. This is a matter of pride for the entire BSNL family. [17.10.2014]BSNLEU severely condemns the decision of the Management to implement the recommendation of Deloittee Committee in Maharashtra.

The BSNL Management has taken decision to implement the recommendation of the Deloittee Committee, to convert the SSAs into Area Offices. Of course, it is stated in the letter that this recommendation is being implemented on pilot basis. It is most condemnable that the Management has taken this decision without making any consultation with the Unions. [17.10.2014]Telephone subscriber base crosses 95 crore.

The number of telephone subscribers in India has increased from 946.4 million in July, 2014 to 951.84 million in August, 2014, according to the statement of TRAI. In this, share of the private telecom operators has crossed 90%. The market share of BSNL and MTNL put together comes to 9.84%. However, both the PSUs dominate the landline segment, with 76.41% market share.

“After severely hit by the Hud Hud cyclone in the north coastal Andhra Pradesh, telecom companies are restoring their services in phases. While the Public Sector BSNL was the first to restore the services, Airtel and Vodafone have said that they are able to revive the services in some parts.”

Communal forces are active, dividing the people of the country, in the name of religion. A “Hindu-Muslim” divide is being created by communal forces, for political gains. Such a communal divide leads to violence and blood-shed. It divides the working masses and weakens the working class unity irreparably. “Love Jihad” is an issue taken up by the communal forces, in their agenda to divide the people. Saif Ali Khan, a noted film artiste has written an article on this issue, in the Indian Express dated 15.10.2014. [15.10.2014]BSNL suffered a loss of Rs.400 crore in the Kashmir floods.

BSNL has suffered a loss of Rs.400 crore in the recent Kashmir floods. This is disclosed by Shri D.K. Agarwal, GMTD, Kashmir. He has stated the 95 landline exchanges out of 99 exchanges have since been restored. As regards mobile service, the GMTD stated that out of 477 BTS in Kashmir, currently 340 BTS are operational.

The BSNLCCWF conducted a powerful March to the Corporate Office today the 15.10.2014. Casual and Contract Workers participated in large numbers who had come from various circles. The programme started at the Eastern Court, with a demonstration and meeting. Com. V.A.N. Namboodiri, President, BSNLCCWF, presided over it. Com. A.K. Padmanabhan, President, CITU delivered the inaugural address. The meeting was addressed by Com. V.A.N. Namboodiri, President, com. P. Abhimanyu, GS, BSNLEU, com. Tapas Ghosh, SG, BSNLCCWF and com. Animesh Mitra, Dy.GS, BSNLEU. Thereafter, the March to Corporate Office started. On reaching Corporate Office, an effective demonstration took place. A memorandum on the burning problems of the Casual and Contract Workers was presented to Shri A.N. Rai, CMD BSNL, by a delegation consisting of com. V.A.N. Namboodiri, President, com. P. Abhimanyu, GS, BSNLEU, com. Tapas Ghosh, SG, BSNLCCWF, com. Animesh Mitra, Dy.GS, BSNLEU, com. S.C. Bhattacharya, Treasurer, BSNLEU and com. Swapan Chakraborty, AGS, BSNLEU. The programme ended with another round of demonstration at Eastern Court. [14.10.2014]BSNLEU greets the office-bearers elected in the All India Conference of NFTE, held at Jabalpur.

The 4th All India Conference of NFTE BSNL was held at Jabalpur from 10th to 12th October, 2014. Com. Islam Ahmed and com. Chandeswar Singh have been reelected as the President and General Secretary, respectively. Com. A. Rajmouli has been elected as the new treasurer. BSNLEU heartily congratulates all the office-bearers. 


[14.10.2014]Parliamentary Committee on reservation for OBCs held at Chennai.

The Parliamentary Committee on reservation for OBCs was held at Chennai yesterday the 13.10.2014. Parliament members of the Committee as well as top officers from BSNL Corporate Office attended the meeting. A review is learnt to have been made in the meeting, as to whether the mandatory reservation quota for OBC is being implemented in BSNL. 


[14.10.2014]Financial Assistance to the flood affected employees of J&K Circle.

The Staff Side, National Council has already demanded payment of 3 months salary as pay advance to the flood affected employees of J&K circle. BSNLEU has demanded that financial assistance of Rs.7,000/- each from Welfare Board should be paid to the J&K employees. Com.P.Abhimanyu, GS, met the CMD on 08.10.2014 and urged to make the payment expeditiously. Com. Swapan Chakraborty, AGS, met the GM (Estt.) and the GM (Admn.), today the 14.10.2014 and insisted early payment of the above mentioned relief.


[14.10.2014]Tamil Nadu circle conference decides to conduct a massive convention on communal harmony.

Serious deliberations have taken place in the 3 day conference of Tamil Nadu circle union, that concluded on 13th October. It has taken important decisions to strengthen the Union as well as the BSNL in the circle. A significant decision in this direction is to conduct seminars in all SSAs, to improve the viability of BSNL, by concretely discussing the challenges being faced at the SSA level. The conference has also decided to take concrete steps to effectively organise the forthcoming one day strike, to be held on 27.11.2014, as per the call of the JAC. Another important issue that was  seriously discussed, is the threat being posed by the communal forces, to the unity of the working class. So, the Conference has decided to organise a massive convention on communal harmony, in January 2015. The Madurai district union has accepted to host the seminar.


[13.10.2014]Tamil Nadu circle union donates Rs.1 lakh to the CHQ.

The 3 day conference of Tamil Nadu circle union is going on at Trichy. Today is the last day. An amount of Rs. 1 lakh is donated by the Tamil Nadu circle union, to the CHQ today. [11.10.2014]BSNLEU heartily congratulates Kailash Satyarthi and Yousafzai Malalaa for jointly winning Nobel prize for peace.
This year's Nobel Prize for peace is awarded to India's Kailash Satyarthi and Pakistan's Yousafzai Malalaa. It is a great news that both the winners belong to the Indian sub continent. Both of them will share the prize money of £ 6,99,000.

Kailash Satyarthi belongs to Madhya Pradesh.  He is a children's rights activist.  His NGO is fighting against child labour and trafficking of children. He is the second Indian to receive the Nobel Prize for peace, after Mother Teresa.

Yousafzai Malalaa is a 17 year old Pakistani girl, and was living in Pakistan's Swat Valley. She defied the ban imposed by the Taliban, that girls should not go to school. As a result, she was shot at the head by the Taliban. However, she escaped that attack and is presently studying in the UK. She symbolises girls' right to education.

[11.10.2014]7th Tamil Nadu circle conference of BSNLEU started at Trichy.
The 7th circle conference of Tamil Nadu circle started enthusiastically at Trichy today, the 11.10.2014. More than 1100 delegates and observers participated the Inaugural Session of the Conference. The National Flag was hoisted by com.M.Narayanasamy, ACS, and the Union Red Flag was hoisted by com.C.Palanichamy, ACS. The Conference is being presided over by com.K.Marimuthu, circle president. Com.Balachander, Chairman, Reception Committee and com.Aslam Basha, General Secretary, Reception Committee welcomed everyone. Com.P.Abhimanyu, GS, inaugurated the Conference. Com.P.Sampath, President, Tamil Nadu Untouchability Eradication Front and com.S.Chellappa, circle secretary, also addressed the Inaugural Session. At 1000 hrs, the seminar on the revival of BSNL took place. It was addressed by shri G.V.Reddy, CGM, Tamil Nadu circle, shri Raju, PGM, Trichy, com. S.Chellappa and Com.P.Abhimanyu, GS.
