[29.12.2014]Non-furnishing of report on the one day strike held on 27-11-2014.

CHQ has already requested all the circle secretaries to furnish the district wise figures of the one day strike, that took place on 27.11.2014. The CHQ has also sent a proforma, in which the figures are to be given. However, 13 circles have so far not sent the report. Since it is getting inordinately delayed, the remaining circles are also requested to send the report within a few days.

 

[29.12.2014]District Secretary, Almora, Uttarakhand, passed away.                                                      

CHQ is saddened to know that com.Pan Singh Bisht, District Secretary, BSNLEU, Almora, Uttarakhand, has passed away today. Com.Bisht was suffering from lung cancer. CHQ pays its respectful homage to the departed comrade, and heartfelt condolences to the family members, comrades and friends.

 

[27.12.2014]Excess amount paid to class III, IV staff cannot be recovered, says Supreme Court.

Recovery of excess amount paid to Class-III and Class-IV employees, due to employer's mistake, is not permissible in law, the Supreme Court has ruled. Saying that it would cause extremely harsh consequences to them who are totally dependent on their wages to run their family, observed the Court. The Apex Court has said that employees of lower rung service spend their entire earning in the upkeep and welfare of their family, and if such excess payment is allowed to be recovered from them, it would cause them far more hardship, than the reciprocal gains to the employer. A bench of Justice JS Khehar and Justice Arun Mishra also directed that an employer cannot recover excess amount in case of a retired employee or one who is to retire within one year and where recovery process is initiated five years after excess payment.

 

[27.12.2014]5th circle conference of BSNLEU, ALTTC.

The 5th Circle Conference of BSNL Employees Union, ALTTC, was held yesterday, the 26th December, 2014, in the Student Hall, ALTTC, Ghaziabad. Com. R.S. Chauhan, Circle President, presided over the conference. Com. R.S. Sagar, Circle Secretary, presented the report on activities. The open session of the conference was addressed by Com. V.A.N. Namboodiri, Patron, Shri Mahesh Seth, PGM, ALTTC, Com. Swapan Chakraborty, Dy.GS, BSNLEU. In his speech, the Deputy General Secretary vividly explained the various issues connected with the employees as well as BSNL. He also exposed the anti-people policies of the BJP govt. and the danger of communal harmony.<<view photos>>

 

[26.12.2014]"Meet the Public Campaign" is renamed as "Save BSNL Campaign".

The Forum has already decided to conduct a massive "Meet the Public Campaign" and also to collect one crore signatures from the people. The meeting of the Forum, which took place on 19.12.2014, has decided to rename this campaign as "Save BSNL Campaign", so that our message of saving BSNL, will be effectively conveyed to the people. Circle and District Secretaries are requested to note this and conduct the campaign accordingly.

 

[23.12.2014]Management gave presentation on ERP.

Accepting the demand of the Staff Side, that a presentation should be given to the Unions and Associations on ERP, the Management organised the same today the 23.12.2014. The presentation was given by Shri Raman Agarwal, GM (ERP) and his team of officers from the ERP center at Ghaziabad. From the Staff Side, com. P. Abhimanyu, GS, BSNLEU, com. Chandeswar Singh, GS, NFTE, com. Balbir Singh, President, BSNLEU, com. Swapan Chakraborty, Dy.GS, BSNLEU and com. Suresh Kumar, GS, BSNL MS participated in the presentation. The presentation was very useful and informative.  

 

Responding to the question raised by the Staff Side leaders, the GM (ERP) replied that making the employees surplus is not the aim of the ERP, but it is aimed at the better utilization of the resources, as well as manpower of the Company. The leaders demanded that the Non-Executives should also be given training, for the implementation of the ERP. This was accepted by the Management Side. The leaders also pointed out that the Management should take enough precautionary steps, so that the employees do not face difficulties at the time of implementation of ERP in the circles. The Management Side assured that needful would be done in this regard.  

 

[23.12.2014]Organise the three day dharna programme effectively from 6th to 8th January, 2015.

The Forum of BSNL Unions and Associations has given call to conduct a three day dharna programme from 6th to 8th January, 2015. This dharna programme should be organised very effectively, with maximum participation by the employees. Circle and District secretaries of BSNLEU are requested to take initiative, as well as to coordinate with the other constituents of the Forum, and make the dharna programme a grand success.

 

[20.12.2014]Com. Chhiddu Singh, former AGS, BSNLEU, passed away.                                                  

CHQ is extremely shocked to inform that com. Chhiddhu Singh, a veteran leader, as well as the former Assistant General Secretary of our Union, has passed away today, due to heart attack. His funeral is taking place today evening. CHQ leaders are attending the funeral. We dip our banner and pay our respectful homage to the departed leader. We also convey our heartfelt condolences to the family members, relatives and friends of com. Chhiddu Singh.

 

[20.12.2014]Throw Adesh Kumar Gupta out of BSNL – CMD urged.

Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met shri A.N. Rai, CMD yesterday the 14.12.2014 and demanded the immediate repatriation of Adesh Kumar Gupta, the former GM of Ghaziabad, to DoT. The leaders told the CMD that the CBI has raided the houses and offices of Adesh Kumar Gupta and have found evidences for large scale swindling of money, misuse of power, running of many companies without getting proper permission from BSNL and so on. The CMD assured that a report would be called for from the CGM, UP (West) on the matter immediately, and that appropriate action would be taken. CHQ will continue to put pressure on the Management to throw Adesh Kumar Gupta out of BSNL.

 

[16.12.2014]General Secretary addressed the Tamil Nadu circle conference of AIBDPA.

The 2 day Tamil Nadu circle conference of AIBDPA started at Vellore today. The Conference was inaugurated by com.Sukumaran, General Secretary, CITU, Tamil Nadu. Com.P.Abhimanyu, General Secretary, BSNLEU, addressed the Conference. In his speech, com. P.Abhimanyu, explained the various issues of the BSNL and DoT pensioners, including the pension revision, based on 78.2 % IDA merger, which is one of the important issues on which the Forum has given call for the indefinite strike from 17-03-2015. He also exposed the anti-people policies of the Narendra Modi government, as well as the evil designs of the Sang Parivar, which is dividing the people on communal lines. Com. [11.12.2014]Demands Day conducted at BSNL Corporate Office.

Lunch hour demonstration was held at BSNL Corporate Office today the 11.12.2014 to observe Demands Day. [11.12.2014]Launch “Meet the Public” campaign today.

As per the call of the Forum, “Meet the Public” Campaign, as well as collecting of one crore signatures are to start today the 11.12.2014. There is a general feeling among the public that the services of BSNL are not good only because the employees are not working properly. Hence it is our duty to explain to them, how the government is systematically killing BSNL, to benefit the private telecom companies. It is very essential to win over the support of the people for safeguarding BSNL. So, unleash the Meet the Public Campaign is a big way. It starts from today and shall go on till campaign is done among the people in each and every town and city in a massive manner. Naturally, being the biggest Union in the Forum, BSNLEU has to take initiative and coordinate with all the constituents of Forum, for the success of the program. 

 

[11.12.2014]Collect one crore signatures.

Forum has decided to collect a minimum of one crore signatures from the public, in support of the revival of BSNL. These signatures are to be collected from the public during the Meet the Public campaign. Some comrades may feel that collecting one crore signatures is impossible. But, the All India Insurance Employees Association (AIIEA), a comparatively smaller organisation, has collected one crore signature many years ago. Infact, the 2,40,000 BSNL Non-Executives and Executives can collect much more signatures. The collected signatures will be submitted to the Prime Minister in the March to Parliament, to be held on 25.02.2015. Hence, start collecting the signatures immediately, with all seriousness.<<view format>> 

 

 

[11.12.2014]Decisions take in the Sports Board Meeting held on 10th December, 2014.

(i) Kit allowance for All India Events increased from Rs.2,000/- to Rs.2,500/- and for National events it is increased from Rs.2,500/- to Rs.3,000/-.

(ii) Events will be increased from the present 7 to 12 on getting inputs from circles and the unions.

(ii) For Sports Recruitment inputs from various circle and Unions will be called for. Recruitment will be done in Group C cadre as per Sports recruitment Rules.

(iv) Incentives will be given to 1st  2nd & 3rd place holders at National events.

(v) All India Cricket Tournament will be held on T20 Format.

(vi) National Team will be declared at the All India meet itself.

(vii) Technical delegates will be sent as per merit list.

 

[11.12.2014]Respectful homage to com. K.G. Bose on his 40th death anniversary.

 

40 years have passed since com. K.G. Bose left us. But he continues to be the beckon light of the Telecommunication and Postal trade union movements. On this day, while cherishing the ideals of com. K.G. Bose, we shall resolve to proceed in the path shown by him for the betterment of the working masses. Red salutes to com. K.G. Bose.

 

[10.12.2014]Highlights of the Designations Committee meeting.

The meeting of the Designations Committee is held today the 10.12.2014. The meeting was attended by com. P. Abhimanyu, GS, com. Balbir Singh, President and com. Animesh Mitra, Vice-President, from BSNLEU and by com. Chandeswar Singh, GS, and com. Mahabir Singh from NFTE. Prolonged discussions took place in respect of change of designations of Sr.TOA and TTA. The Staff Side demanded, Junior Engineer designation for the cadre of TTA. The Management Side told that this would be discussed in the their internal meeting and decision would be informed in the next meeting. As regards, the cadre of Sr.TOA, Management Side was not prepared to consider the demand of Associate Officer, Manager and Executive. Finally, after holding a discussion among themselves, the Staff Side demanded that the designation of ‘Telecom Associate’ can be given to the Sr.TOAs at the entry level, and the designation of ‘Superintendent’ should be given to them, who are placed in the NE-9, 10, 11 & 12 pay scales. The Management Side told that this would also be discussed in their internal meeting, and that the decision would be conveyed in the next meeting of the Designations Committee meeting to be held on 08.01.2015.

 

[10.12.2014]Organise Demands Day powerfully.

The Forum of BSNL Unions and Associations has given call to observe Demands Day tomorrow the 11.12.2014, by holding lunch hour demonstrations, on the issue of revival of BSNL. Forum has also decided to conduct many program, including indefinite strike from 17.03.2015. Hence, circle and district secretaries are requested to organise lunch hour demonstrations very effectively, in coordination with the other constituents of the Forum, and to fully explain the charter of demands of the Forum, on revival of BSNL.

 

[06.12.2014]Send views on proposals given by the Management for evolving PLI scheme.

The next meeting of the PLI Committee is to be held on 09.12.2014. Management has already provided to us, with their proposals for measuring the performance. They include the achievements of BSNL in 2013-14, in respect of landline, Broadband connections given, duration within which connections are provided/faults are attended, etc. Based on these, the targets to be achieved in 2014-15 are also given. These details are already updated on CHQ website on 24.07.2014 itself. However, so far CHQ has not received any comment from our comrades. Hence, it is requested that circle/district secretaries and Central office-bearers may give their comments by 08.12.2014, to help CHQ to take a final view on these issues.<<view proposals>>

 

[09.12.2014]Highlights of today’s PLI Committee meeting.

A meeting of the PLI Committee is held today the 09.12.2014. Com. P. Abhimanyu and com. Islam Ahmed, Staff Side members of the Committee, participated. Com. Balbir Singh, President, BSNLEU, was also present. 

The Staff Side members strongly insisted that the new PLI scheme should be based on National level productivity of the Company, as was agreed, to in the meeting held between the Director (HR) and the JAC, on 27.06.2014. The Staff Side demanded that the achievement in respect of mobile connections should be included, and CDMA connections should be dropped, from the Key Parameter Indicators (KPIs). This was accepted. Further the Staff Side demanded that the details regarding achievements of the Company, for the financial years of 2010-11, 2011-12 and 2012-13 should be provided, so that the targets for the coming years can be fixed. Management Side assured to furnish these inputs shortly. It was decided to hold the next meeting of the Committee on 27.01.2015. 

 

[09.12.2014]Com. Muralidharan Nair, former AGS, retired.

Com. Muralidharan Nair, former AGS of our Union retired on superannuation on 30.11.2014, after completing more than 40 years of meritorious service. As AGS of the Union, com. Muralidharan Nair has played a major role in formulating major policy decisions of the Union. An elaborate farewell meeting is being organised for him at Trivandrum on 18th December, 2014, which will be addressed by com. Kodiyeri Balakrishnan, former Home Minister of Kerala. CHQ wishes a long, healthy and active life for com. Muralidharan Nair.

 

[09.12.2014]Discussion with shri Anupam Srivastava, Director ( CM ), on expansion of BSNL's mobile networks.

Com.P.Abhimanyu, GS and com.M.C.Balakrishna, AGS, met shri Anupam Srivastava, Director (CM) yesterday the 08-12-2014, and expressed their concern over the slow pace of expansion of BSNL's mobile networks, as a result of which the Company is lagging behind in it's competition with the private operators. The Director (CM) told the leaders that under the phase 7 expansion, 9 million lines are already rolled out, and another 10 million line roll out is under process. He also assured that in the phase 8 expansion, which will start in 2015, importance will be given to data services. The leaders requested the Director (CM) that the Management should have a regular interaction with the representatives of the employees, regarding the  developmental activities of the Company, to which the Director (CM) responded positively

 

[09.12.2014]BSNLEU opposed the outsourcing of call centre services, related to Landline and Broadband connections.

Com.P.Abhimanyu, GS and com.M.C.Balakrishna, AGS, met shri N.K.Gupta, Director (CFA) yesterday the 08-12-2014, and expressed their strong protest for the outsourcing of call centre services, related to Landline and Broadband connections. The leaders also recorded their strong objection, for not consulting the Recognised Unions , before outsourcing these services. They also pointed out that 70 SR. TOAs  who had been manning these services, have become surplus in Chennai. A letter in this regard was handed over to the Director (CFA). BSNLEU will continue fight against such unwanted outsourcing of BSNL's services.

 

[09.12.2014]Smt.Yojna Das, Sr.GM (BFCI) is selected as Director (Finance).

BSNL's Director (Finance) post is lying vacant since November, 2013. The Public Enterprises Selection Board (PESB) conducted the selection yesterday the 08-12-2014,to fill up this post. 10 persons appeared in the selection. Smt.Yojna Das, who is presently SR. GM (BFCI) is selected for the post. She will take over as the next Director (Finance) of BSNL soon. BSNLEU heartily congratulates smt. Yojna Das.

 

[09.12.2014]BSNLEU protests BSNL's senior counsel's continuous absence in the JTO LICE case in Chennai High Court.

On 03-12-2014, BSNLEU strongly protested to the BSNL Management, about the non-cooperation of BSNL's senior counsel, in the Tamil Nadu JTO LICE case, being heard in the Chennai High Court.  BSNL's senior counsel did not appear the court to argue the case on 03-12-2014. Yesterday, again he did not appear the court to argue the case. Thus, the case is getting unnecessarily prolonged. Com.P.Abhimanyu, GS and com.M.C.Balakrishna, AGS, met shri R.K.Goyal, GM (Estt.) yesterday the 08.12.2014, and conveyed their strong displeasure over this .The GM (Estt.) assured to take up the issue with the CGM, Tamil Nadu circle. 

 

[09.12.2014]"Take concrete action to stop the damaging of BSNL's OFC and copper cables by outside agencies"- BSNLEU tells the Director (CFA).

Com.P.Abhimanyu, GS, and com. M.C. Balakrishna, AGS, in their meeting with the Director (CFA) today, demanded that BSNL should take stern action to stop BSNL’s OFC and copper cables from being damaged by the outside agencies like PWD, etc.  BSNL's OFC is being damaged on a large scale due to road widening projects, etc., as a result of which network failure happens on a big scale. Similarly, BSNL's copper cables are also being damaged extensively by various agencies. The Director (CFA) assured to take appropriate action.

 

[06.12.2014]Send district wise strike particulars to the CHQ by 15.12.2014.

The JAC has decided to make a detailed assessment of the one day strike, with district wise particulars, in the next meeting to be held on 20.12.2014. Hence, all the circle secretaries are requested to send a written report to the CHQ, with district wise particulars, by 15.12.2014. The particulars should include total number of Non-Executives in the SSA, number of employees joined the strike, number of employees went on leave and number of employees performed duty. Circle Secretaries are requested to treat this as most urgent. 

 

[05.12.2014]Forum decides to take up the 30% Superannuation benefits demand of the Direct Recruited employees.

Forum is taking up only issues connected with the revival of BSNL. Normally, Forum does not take up the economic demands of the employees. The one exception to this was the 78.2% IDA merger issue. Forum took it up in view of the gravity of the issue. Still Forum is trying to get 78.2% IDA merger settled for the pensioners. In today’s Forum meeting, com. P. Abhimanyu, GS, BSNLEU suggested that the “30% Superannuation benefits” issue of the Direct Recruited Employees should be taken up by the Forum, in view of the fact that BSNL is violating the Central Cabinet decisions, on the issue of pensionary benefits to the BSNL’s directly recruited employees. The demand of GS, BSNLEU was accepted by the Forum. Now, this issue will also be included in the charter of demands for the Indefinite Strike.

 

[05.12.2014]Organise Demands Day successfully on 11.12.2014.

It is the decision of the Forum of Unions and Associations to observe Demands Day on 11.12.2014, on the issue of revival of BSNL. As per the decision, Lunch hour demonstrations should be conducted, highlighting the demands of the Forum, contained in the notice for Indefinite Strike, for the revival of BSNL. CHQ calls upon the circle and district unions to effectively organize the Demands Day on 11.12.2014. 

 

[05.12.2014]Forum decides to collect one crore signature from public, in support of the revival of BSNL.

The Forum meeting held today the 05.12.2014 has taken the landmark decision to collect one crore signature from the public, in support of the revival of BSNL. Peoples support is very crucial for the revival of BSNL. The Forum has also decided to conduct a “Meet the Public” programme from 11.12.2014 onwards. The one crore signatures are to be collected during this “meet the public” program. As per the decision, each employee in BSNL has to collect at least 50 signatures from the public, to achieve the target of collecting one crore signature. Let us massively mobilize public support in favour of BSNL’s revival. These signatures will be submitted to the Prime Minister, on the day of the March to Parliament, to be held on 25.02.2015. Let us swing into action and collect one crore signature. 

 

[05.12.2014]Date of the Indefinite Strike changed.

The date of the Indefinite Strike, on the revival of BSNL, has been changed to 17.03.2015. The Forum meeting, held today the 05.12.2014, has taken this decision, with a view to make more time available for the preparations for the Indefinite Strike. According to the revised schedule, the March to Parliament program will be held on 25.02.2015, during the budget session of the Parliament. 

 

[05.12.2014]Forum decides to hold massive conventions in all circles.

The Forum meting held today the 05.12.2014, has decided to hold massive conventions in all Circles, during the months of January and February, to make the Indefinite Strike a historic success. All circle secretaries are requested to organize the conventions in coordination with other constituents of the Forum, as well as with the CHQ of BSNLEU.

The Forum of BSNL Unions and Associations is meeting today at New Delhi, to chalk out the campaign program to effectively organise the indefinite strike from 03.02.2014, called on the issue of revival of BSNL.

 

[05.12.2014]National protest day conducted with massive participation.

With a view to mobilise the Indian working class against the anti-worker and anti-people policies of the Narendra Modi government, the Central Trade Unions gave call to observe National Protest Day today the 05.12.2014. This programme is being organized massively throughout the country. As a part of this program, the Central Trade Unions conducted a massive dharna at Jantar Mantar in New Delhi today. Thousands of workers participated in this dharna and raised slogans against the pro-rich and anti-poor policies of the government. Leaders of all the eleven Central Trade Unions addressed the huge gathering. CHQ leaders and comrades of the Corporate Office participated in the dharna.<<views of the dharna>>

 

[04.12.2014]Justice V.R. Krishna Iyer passes away – BSNLEU pays respectful homage.

PTI has reported that justice V.R. Krishna Iyer, eminent jurist has passed away. He was popular for the many landmark judgements that he had given, which are having far-reaching implications in politics and the society as a whole. He was a great humanitarian. In 1952, he was elected to the Kerala Legislative Assembly; in 1957, he became a minister in the first Communist government in Kerala, serving until 1959. Having been the minister of law, power, prisons, irrigation and social welfare in the Government of Kerala, he was instrumental in bringing about many significant changes in these sectors. In 1973, he was sworn in as a Judge of the Supreme Court of India, he is the last but one Supreme Court judge to have previously served as a politician. He was conferred with Padma Vibhushan in the year 1999. Recently, his 100th birth day was celebrated. BSNLEU pays it’s respectful homage to justice V.R. Krishna Iyer.

 

[29.11.2014]NFTE circle secretary of ETP circle, wrote to the Management, demanding to cut the salary of the employees who participate in the one day strike.

NFTE circle secretary of ETP circle, had written to the CGM of ETP circle, demanding to apply the principle of "No pay for no work", against the employees who participate in the one day strike, held on 27.11.2014. Further, she had requested the CGM to keep all the offices open on the day of the strike, and also to provide "protection" for the "loyal workers" who come to work. The All India leadership of NFTE, being part of the JAC, has played a significant role in organising the united struggle successfully all over the country. But, one circle union of NFTE had asked the Management to impose wage cut on the employees. Further, it was this circle secretary of NFTE, who disrupted BSNLEU’s All India Conference at Kolkata, by mobilising goondas of the Trinamool Congress. Undoubtedly, this person is a shame for the trade union movement.<<view letter>> 

 

[29.11.2014]Observe National Protest Day programme on 5th December, 2014, as called on by the Central Trade Unions.

The National Convention of Workers, called on by all the eleven Central Trade Unions, at New Delhi, on 15th September, 2014, decided to observe a National Protest Day programme on 5th December, 2014 through massive joint demonstrations in all state capitals. The 7th All India Conference of BSNL Employees Union held at Kolkata from 6 – 9 September, 2014, resolved to extends it’s full support to the programme of action to reverse the anti-worker, anti-people policies of the government and also to protect the interest of the nation and the people. [28.11.2014]A historic strike – CHQ salutes all the comrades.

Yesterday’s one day strike has been a resounding success. The strike is near total in many circles. In most of the other circles, the strike is very successful. CHQ salutes the entire leaders and cadres who had toiled hard to make the strike a historic success. However, it is a matter of great regret that the strike has not taken place in Gujarat and Jammu & Kashmir circles. When the employees of all other circles go on strike, it is not proper on the part of the leaders and employees of these two circles that they did not join the strike. CHQ has not received any information about the strike from NTR, Telecom Factory (Mumbai) and Inspection Circles, despite sending reminder. 

 

[27.11.2014]The Non-Executives have created history.

It is heartening to note that the one day strike by the Non-Executives is a total success in most of the circles. In many places, not even a single Non-Executive employee has entered the office. The Non-Executives have created history. Circle Secretaries are requested to kindly send photos to the CHQ immediately, for uploading on website.

 

[27.11.2014]Historic Strike began, Red salutes to the comrades.

The Historic One Day Strike has began. The 1, 86,000 Non-Executives have shown to the Management that they cannot be befooled any more and taken for granted. This is only a warning signal to the incompetent BSNL Management. If they do not wake up, more serious actions will follow. JAC conveys it’s hearty congrats to all the leaders and comrades.

[26.11.2014]Conciliation with the RLC failed.

The Regional Labour Commissioner (Central) conducted a conciliation meeting between the JAC and BSNL Management today. No issue was settled in this conciliation, since the Management continued to be adamant. Thus, the conciliation ended without any result. The next date for conciliation is fixed as 05.01.2015.

 

[26.11.2014]Talks held with Management failed. Go ahead with the strike with full strength.

Talks were held between the JAC and the Management at 1700 hrs, yesterday the 25.11.2014. Neither the Director (HR), nor any Director of the Board was present in the talks. This is the seriousness that Management is having in respect of the strike of 1,86,000 Non-Executive employees. Not even a single issue was settled in the talks. Those who were present in the talks from the Management side, were very casual in respect of settlement of the problems. The JAC meeting, which was held after the talks, unanimously decided to go ahead with the strike. Circle and district unions are requested to organise the strike with full strength and make it 100% success. Meet each and every employee in the work spot and motivate them to participate in this historic struggle. 

 

[26.11.2014]Conciliation with the RLC is to take place today.

The Regional Labour Commissioner has invited both the JAC and the Management for conciliation today, at 1100 hrs. A miracle is not likely to happen, since the Management is very adamant. Outcome of the conciliation will be communicated immediately after it is over. Carry on with the preparations for the strike.

 

[26.11.2014]BSNLEU greets the newly elected All India office-bearers of SNATTA.

The All India Conference of SNATTA was held at Kolkata on 23.11.2014. Com. P. Abhimanyu, GS, addressed the open session and explained about the ways and means to overcome the ongoing crisis of BSNL. While explaining the steps taken by BSNLEU and the JAC to resolve the problems of the DRTTAs, the GS strongly pleaded them to join enmasse the one day strike by JAC to be held on 27.11.2014. BSNLEU greets com. R. Khanna, com. Anoop Mukherjee and com. Sunil Gautam, who are elected as President, General Secretary and Dy. General Secretary respectively.

 

[25.11.2014]Talks to be held between the JAC and the Management today.

Talks are being held between the JAC and the Management at 1700 hrs. today the 25.11.2014, on the 30 point charter of demands. CHQ wishes to inform that the strike will definitely take place, if Management does not come up with a settlement for the demands. Preparations for the strike should continue to go on with full tempo. 

 

[24.11.2014]Only two more days left for the historic strike.

Dear comrades, only two more days are left for the historic one day strike to be held on 27.11.2014. It is historic because, for the first time after the formation of BSNL, a united strike, consisting almost all the unions and associations of the Non-Executives, is taking place for the settlement of the most genuine problems of the Non-Executives. CHQ requests all the leaders and comrades to meet each and every employee of BSNL and make the strike a total success. 

 

[22.11.2014]Allotment of accommodation in K.G. Bose Bhawan at New Delhi.

Accommodation is being provided to our comrades in K.G. Bose Bhawan at New Delhi. The demand for providing accommodation is increasing fast. While decision is already taken to arrange more number of rooms, we have also to consider the request of maximum number of comrades. It is observed that at present requests being received for providing accommodation up to 10 days at a stretch. In view of the limited number of rooms available, it is informed that accommodation can be provided for three days only. Extension for more number of days will be done based on availability of vacant rooms. This will help us to provide accommodation to maximum number of comrades. Circle and District Secretaries are requested to keep this in mind, while forwarding requests to the CHQ. 

 

[18.11.2014]Decisions of the JAC meeting held at New Delhi on 18-11-2014.

A meeting of the National level JAC was held at New Delhi today the 18-11-2014. The meeting was presided over by Com . Chandeswar Singh, President of the JAC. Com.P.Abhimanyu, Convener, JAC, welcomed every one and briefed the house regarding the preparations done so far to conduct the strike effectively. The meeting reviewed the preparations being made in various circles in this regard. After detailed discussions, the following decisions are taken unanimously.

1)  Reports received from various circles are very encouraging and show that preparations are going on very seriously in all circles. JAC requests that the remaining days should also be utilised to make the strike 100% successful.

2)   The lunch hour demonstrations and gate meetings, to be held on 20-11-2014, should be organised massively, since it will help to make the strike successful.

3)  It was decided that the strike shall be a stay - out strike, and it will take place from 0000 hrs to 0000 hrs on 27-11-2014.

4)  Massive demonstrations should take place in front of all the offices on the day of the strike, ie., on 27-11-2014. This will take the message to the people about our strike.

5)  It is decided that the JAC should give appeal to all the associations of the Executives,  requesting them to extend cooperation and solidarity.  This appeal should be given at the All India, Circle and District levels.

 

[17.11.2014]Economic recovery: Corporates are disappointed.

Indian corporates and their media were painting a rosy picture before the Parliament elections, that the country’s economy will be revived if Narendra Modi becomes Prime Minister. But the Economic Times, the mouth piece of the corporates, has published a news today the 17.11.2014, that the initial euphoria, that arose after Narendra Modi took over as Prime Minister in May, has started to fade away. The ET has given an example that the sale of passenger vehicle this year will be 2 lakh lesser than the vehicles sold in 2012. This is happening despite the steep fall in the fuel price. Narendra Modi is also following the same Neo Liberal Policies followed by the Congress, and soon it is going to be proved that he has no solution for the economic problems of the country. 

 

[17.11.2014]Do not close down loss making / sick PSUs.

It is reliably learnt that the Narendra Modi government has taken steps for the closure of PSUs like Hindustan Photo Films, HMT Watches, Hindustan Cables, Thungabatra Steel, etc. These closure is being done under the pretext that these PSUs have become sick. It is also reported that the govt. has planned to close down another 15 loss making PSUs in the next round. We know how the profit making BSNL was converted into a loss making PSU. Thus, PSUs become loss making or sick only because of the anti-PSU policies of the government. Hence, the govt. should take appropriate steps to revive the loss making/sick PSUs, instead of closing them down. 

 

[17.11.2014]Hold circle and district level JACs tomorrow.

The National JAC, which met on 13.11.2014 at New Delhi, has directed that all circle and district level JACs should meet on 18.11.2014, for the purpose of effectively organising the one day strike that is to take place on 27.11.2014. Hence, CHQ requests all the circle and district secretaries of BSNLEU to ensure that the JAC meetings are conducted in all circles and districts.

 

[15.11.2014]Send membership particulars expeditiously to the CHQ.

CHQ has already requested the circle unions, to provide with district wise membership of BSNLEU, as well as all of other unions and associations. Some circles have sent the requisite particulars. But the details have not come from most of the circles.  Hence, CHQ requests the remaining circle secretaries also to immediately send the membership details to the CHQ.

 

[15.11.2014]Government may provide BSNL with Rs.11,000 crore loan, for  merger with MTNL.

The huge amount of loan that MTNL is having, is one of the reasons why the unions and associations in BSNL are opposing the proposed merger of BSNL and MTNL. Rs.14,600 crore is said to be MTNL's debt. A report that has come in the media says that the government is proposing to give a soft loan to the tune of Rs.11,000 crore to BSNL, to overcome this problem. Even if this report is correct, why BSNL should take over the burden of such a huge loan? Is this not tantamounts to transferring MTNL's loan burden to BSNL? Further, why BSNL should be burdened with the repayment of this loan and it's interest?

 

[15.11.2014]Air waves sharing and trading. 

In the name of scarcity of spectrum, spectrum sharing has become one agenda to DoT. The private telcos are now very much eager for their cost minimisation with an ulterior motive to make more profit. As such, now question has been raised about non availability of sufficient spectrum which causes low Broad band speed. One presentation from DoT reveals that Govt. is thinking about consolidation of telecom players which is one step towards felicitating sufficient spectrum to the private operators. The usual practice of giving benefit to the private telcos has become more predominant in the reign of the present BJP Govt. 

 

[14.11.2014]Forum decides to conduct massive campaign among employees and among the public, to make the indefinite strike successful.

Forum has already decided to go on an indefinite strike from 03.02.2015, demanding actions for the revival of BSNL. A meeting of the Forum took place at New Delhi yesterday the 13.11.2014 and chalked out campaign programme for effectively organising the indefinite strike. The meeting also decided to conduct a massive campaign among the public, and also to collect lakhs of signatures from them, in favour of revival of BSNL. The programme is as follows:-

[14.11.2014]BSNLEU pays it's richest tributes to Jawaharlal Nehru on his 125th birth anniversary.

Today is the 125th birth anniversary of Jawaharlal Nehru, the architect of modern India. Nehru was a great secularist and played a major role in making India a Secular and Democratic Republic. His vision has helped India to maintain it's unity in diversity till today. In contrast, Pakistan chose to identify itself with a particular relegion, and became an Islamic country. But relegion could not keep that country united. Within 25 years, it got devided and Bangladesh was born.  Nehru also gave birth to the Indian Public Sector. He envisioned that the Public Sector is the foundation for India’s self - reliance and economic independence. Today, both his concepts of secularism and Public Sector are under attack. RSS, which is the mother organisation of the ruling BJP, has openly declared that India is the country of the Hindus. The Narendra Modi government, in persuance of the Neo-Liberal Economic Policies, is determined to kill the Public Sector. While paying our richest tributes to Jawaharl Nehru on his 125th birth anniversary, let us resolve to defend secularism and the Public Sector.  

 

[14.11.2014]Where do the children go missing?

It is Children's Day today. This day is being celebrated on 14th November every year, which is also the birth anniversary of Jawaharl Nehru. Let us see how children are being taken care in this country. A shocking news has come in today's newspapers that 12,591 children have gone missing in the states of Bihar, Assam, Chhattisgarh and Madhya Pradesh, since 2011. Mind it, this figure relates only to four states. Then, one can imagine what will be the number of children who had gone missing from the remaining states. It is also true that in a good number of cases the police just don't care to register FIR. Recently, the Supreme Court summoned the Chief Secretary and the DGP of police of Bihar, and pulled them up for refusal of filing FIRs in Bihar, on missing children. From this, we can easily come to the conclusion that the number of missing children is abominably higher than the official figure. Now, where do these missing children actually go? On their own, these children do not go missing. The spine chilling fact is that, they are being kidnapped by criminal gangs and are being forced in to activities like prostitution, begging, drug trafficking, etc. Mafia gangs, having pan Indian networks, are involved in these horrifying crimes. It is sickening to note that the government machinery has totally and miserably failed all these years, in curtailing these mafia and to provide safety to children.

 

[14.11.2014]Sports Board meeting to be held on 10.12.2014.

BSNLEU has long been demanding that the meeting of the Sports Board should be held without further delay. Management has now decided that the meeting would take place on 10.12.2014.

 

[13.11.2014]BSNLEU demands Rs.200 SIM card to the employees working in MTNL areas.

BSNLEU is insisting that the Rs.200/- SIM card facility should be extended to the BSNL employees posted in MTNL areas also. Similarly, the Union is demanding that calls should also be permitted to other networks. Com. P. Abhimanyu, GS, met shri A.K. Singhal, GM (Admn.), yesterday the 12.11.2014 and had detailed discussion. The GM (Admn.) has assured to do the needful.

 

[13.11.2014]Meeting with the GM (Estt.) in BSNL CO.

Com. P. Abhimanyu, GS, met shri R.K. Goyal, yesterday the 12.11.2014 and discussed the following issues. 

 

(i)         Wage loss of the employees appointed on or after 01.01.2007.

The GM (Estt.) told that the proposal for one additional increment has been approved by the Management Committee. (In the National Council meeting held on 25.09.2014, the Staff Side has categorically told that one increment is not enough and that they would continue to press for 30% fitment.) 

 

(ii)         CGA cases of Andhra Pradesh circle.

The General Secretary insisted that Group ‘C’ appointment should be given to the candidates who had already acquired graduation. The GM (Estt.) assured that the issue would be discussed with the CMD. 

 

(iii)       Settlement of victimisations in Varanasi.

The GM (Estt.) replied that the issue is already taken up with CGM, UP (East) and assured to settle soon. 

 

(iv)       Declaration of JTO LICE results in Gujarat circle.

CHQ has already demanded that the JTO LICE results, withheld in Gujarat circle due to reason connected with educational qualification, should be released. The GM (Estt.) replied that the issue is already taken up with the CGM, Gujarat. 

 

[13.11.2014]JAC meeting has decided to intensify the mobilisation for the One Day Strike on 27.11.2014.

A meeting of the JAC was held today the 13.11.2014 at New Delhi. Com. Islam Ahmed presided. Com. P. Abhimanyu, Convener welcomed all and briefed on the preparations made so far. The following decisions are taken. 

i)        The circle and district JACs should take every possible step to completely mobilise the Non-Executives in the strike. 

ii)      With a view to make the planning effective, the JAC calls upon that all the circle and district JACs throughout the country shall hold their meetings on 18.11.2014 and shall discuss about the manners in which effective mobilisation is to be made, to make the strike a total success. The JAC also calls upon the conveners of the circle and district JACs to ensure the participation of the entire constituents of the JACs, especially smaller organisations. 

iii)    Massive lunch-hour demonstrations, as well as gate meetings are to be organised throughout the country on 20.11.2014, to gear up the mobilisation for the strike. 

All circle and district secretaries are requested to fully implement the decision.

 

[13.11.2014]Declaration of JTO LICE results in Tamil Nadu circle.

Results of the JTO LICE exam, conducted last year, has so far not been declared in Tamil Nadu Circle due to court case. There is a strong feeling among the affected employees that the Management has let them down. BSNLEU has discussed this issue a number of times with the concerned authorities in the Corporate Office. Again this issue was discussed by com. P. Abhimanyu, GS, with shri R.K. Goyal, GM (Estt.), yesterday the 12.11.2014. The General Secretary expressed his unhappiness strongly in this regard. The GM (Estt.) gave the following briefing on the action taken. 

 

(i)   Corporate Office has already instructed the GM (Admn.) in the CGM Office, Tamil Nadu circle to file the necessary miscellaneous petition in the Court to expedite the settlement. 

 

(ii)  The Corporate Office has also instructed the GM (Admn.), Tamil Nadu to engage additional counsels, for effectively arguing the case. 

 

BSNLEU assures that it will persue the case further with all seriousness.

 

 

[13.11.2014]Works Committees: What required is action and not letters alone.

Forum and BSNLEU are continuously focusing that the Works Committees remain only on paper. It is functioning only in a few places. Perhaps, the SSA level Management does not want to conduct the meetings of the Works Committees, due to the fear that they may be faced with embarrassing questions connected with the failing quality of services. This issue was effectively focused once again in the seminar conducted on 08.11.2014, in the All India Conference of BSNLEU, which was attended by two Directors of the BSNL Board. May be due to this, Corporate Office has issued one more “run of the mill” letter on 11.11.2014, to all the CGMs. What required is action and not only letters.

[12.11.2014]Museum on Telegraph Services

BSNLEU and the Forum of BSNL Unions / Associations had strongly opposed the closure of Telegraph Services, but BSNL Management did not agree and closed the same on 15th July, 2013. The Forum later asked the Management vide it’s letter dated 02.05.2014 to establish a “Museum on Telegraph Services” with a brief history of Telegraph Services as also the various equipments used during its existence. 

 

Now the BSNL Corporate Office vide letter No.11-2/2014/T-I dated 29.10.2014 has intimated that such a “Museum on Telegraph Services” has been set up in Kolkata (West Bengal Circle). We express our appreciation for accepting our request and opening the Museum.<<Letter of BSNL>>

 

 

[11.11.2014]Enough Evidence against Kumar Mangalam Birla and P.C. Parakh, former Coal Secretary.

The Supreme Court appointed Special public Prosecutor R.S. Cheema, has told the CBI special court, that these is prima facie evidence to proceed against industrialist Kumar Mangalam Birla and former Coal Secretary P.C. Parakh, in coal block allocation scam. It may be recollected that, the CBI filed FIR, against Kumar Mangalam Birla and P.C. Parakh in October last year. Immediately, all the corporates of India and their media cried foul. They certified that Kumar Mangalam Birla was a clean-handed person. Similarly, the former CAG Vinod Rai certified that P.C. Parakh was a man of integrity. Later on, the CBI closed down those FIRs. But now, the Supreme court appointed Special Public Prosecutor, as well as the Lawyers representing the CBI, have said that there are enough evidence to proceed against both these persons.

 

[11.11.2014]Consultation on holding online exams.

Management has proposed to hold all Departmental exams, as well as exams for direct recruitments, through online hereafter. A consultation with unions and associations was conducted today by the GM (Recruitment), BSNL CO.  Com. P. Abhimanyu, GS, represented BSNLEU in the meeting. He strongly opposed the proposal of the management to hold online exams for Telecom Mechanic LDCE, TTA LDCE and UDC LDCE. As regards JTO LICE and JAO LICE, he said that the view of the Union will be conveyed within two days. Further, Management wanted to collect Rs.300/= as fees from the Non- Executives for appearing online exam. They also want to fix age limit as 50 (for OC) and 55 (for SC/ST). Both these proposals are also strongly opposed by GS, BSNLEU. Circle Secretaries and CHQ office-bearers are requested to send their views immediately regarding online exams for JTO LICE and JAO LICE.

Massive scams took place during the rule of the UPA, like the 2G, Coal Gate etc. The BJP took full advantage of this scams in the Parliamentary election campaign. The BJP said that it would end corruption if it comes to power. Narendra Modi even said that he would form a fast track court to punish the guilty politicians. But those words are gone with the election campaign, it seems. It is reported in the media that the new minister, Shri Y.S. Chowdhury, who joined Narendra Modi’s cabinet a few days back has defaulted repayment of Rs.317.6 crore to the Central Bank of India. Is this the way the BJP and Narendra Modi are going to fight corruption?

BSNLEU has been insisting that BSNL Management should sanction Pay Advance, equivalent to 3 months' pay,to the flood affected employees of Kashmir. In connection with the 7th All India Conference, an impressive rally and a massive public meeting were held on the first day of the Conference, i.e., on 06.11.2014. Com. Tapas Kumar Ghosh, General Secretary, BSNL Casual and Contract Workers Federation addressed the 7th All India Conference on the third day. While thanking BSNLEU for the helping hand that it is extending in taking up the issues of the casual and contract workers, com. Tapas also requested all the circle secretaries to ensure forming the BSNLCCWF in the remaining circles also. Amidst big applause, he announced the decision of the BSNLCCWF to go on One Day strike on 27.11.2014, demanding settlement of the problems of the casual and contract workers.

[10.11.2014]Com.V.A.N.Namboodiri relinquished the post of President, BSNLEU.

Com. V.A.N. Namboodiri, the chief architect of BSNLEU, who has been holding the post of the President of the Union since 2010, relinquished it in the 7th All India Conference held at Kolkata, paving way for a younger comrade to take over that responsibility. Under the stewardship of com. V.A.N. Namboodiri, BSNL has been saved from the onslaughts of the government, like unbundling, disinvestment, VRS, etc. Also under his able leadership, the financial status of the BSNL employees improved many fold, through an excellent wage revision, better promotional avenues, etc. Throughout his trade union life, com. V.A.N. Namboodiri has undergone immense sacrifices, for the wellbeing of the workers. The 7th All India Conference has elected him as the Patron of the Union. The new team of office-bearers will carry forward the unfinished tasks of com. V.A.N. Namboodiri.

In the inaugural session of the 7th All India Conference, a book containing the writings of com. Moni Bose was released. The book was brought out by the Coordination Committee of BSNL circle Unions/Associations, West Bengal circle. It also contains the write ups by com. V.A.N. Namboodiri, President and com. P. Abhimanyu, General Secretary, about com. Moni Bose. Com. V.A.N. Namboodiri released the book and the first copy was received by com. Jyotsana Bose, wife of com. Moni Bose.CHQ appreciates the efforts taken by the Coordination Committee.

[10.11.2014]A massive seminar, on the revival of BSNL was held in the All India Conference of BSNLEU on 08.11.2014. Top Management of the Company as well as the prominent leaders of the BSNL trade union movement participated in it.  The gathering in the seminar was so massive, that it surprised all the guests. Shri A.N. Rai, CMD BSNL could not participate, since he had gone to South Korea. Shri N.K. Gupta, Director (CFA) and shri Anupam Srivastava, Director (CM) represented the Corporate Management. Com. [10.11.2014]The upbeat 7th All India Conference of BSNLEU concluded with a fitting finale.

The 7th All India Conference of BSNL Employees Union ended yesterday the 9th November, with a fitting finale. The delegates' session came to an end at around 1600 hrs. Totally, 87 delegates participated in the debate, that took place on the report submitted by the General Secretary. In the end, com. P. Abhimanyu delivered the summing up speech, replying elaborately to the issues raised by the delegates. Thereafter, the report was adopted unanimously. The audited accounts were also adopted unanimously. A number of resolutions were passed on various issues. The amendments to the Union Constitution were also adopted unanimously. Finally, unanimous election of office bearers took place. Com.V.A.N.Namboodiri is elected as the Patron of the Union. Key office-bearers of the Union are as follows. Com. Balbir Singh (Punjab) is the President, com. P. Abhimanyu is the General Secretary, com  Swapan Chakraborty (NE-1 circle) is the Deputy General Secretary and com. Saibal Sengupta (Kolkata) is the Treasurer. The entire proceedings of the Conference has given a new tempo to the Organisation. The entire delegates and observers have left the Conference venue, filled with enthusiasm as well as full hope for a bright future. More reports on the Conference will follow.

 

[08.11.2014]A lively women's convention conducted in the 7th All India Conference of BSNLEU.

A lively women's convention was conducted in the 7th All India Conference of BSNLEU on 07.11-2014. Hundreds of women comrades attended the convention, apart from the male delegates who were attending the Conference. The Convention was presided over by a 3 member presedium, consisting of com. P. Indira (Tamil Nadu), com. Bhagyalaksmi (Kerala) and com.Banani Chattopadyay (West Bengal). Presidential address was delivered by all the 3 members of the Presedium. Com. Jagmati Sangwan, General Secretary, All India Democratic Women’s Association (AIDWA) who came to address the Convention, was cheered and warmly welcomed by the entire house. Com. D. Shylla (NE 2), com. Sushmita Roy (West Bengal), com. Jothilakshmi (Kerala), com. Rathnambal (Andaman), com. Rani Beena Prasad (Chennai), com. Sandiya (Pune), com. Sulochana Basu (Kolkata) and com. Maya Verma (UP-East) participated in the deliberations. Thereafter, com.Jagmati Sangwan, GS, AIDWA, delivered a sparkling speech, in which she elaborated the problems being faced by the working women at home and in work places, especially in this era of Globalisation. She severely criticised the atrocities being heaped on women throughout the country, especially in the state of West Bengal, and called upon the democratic forces to fight against them. Com. Jagmati also lambasted the communal forces for creating the bogey of "Love Jihad", which in essence curtails women's right, to their choice of marriage. Finally, Com. P. Abhimanyu, GS, addressed the convention and stressed the necessity to form working women's coordination committees in all circles. He also assured to take up the issues of the women employees, focussed in the convention,with the Management. The Convention came to an end with com. [08.11.2014]General Secretary's Report on Activities presented in the 7th All India Conference.

The delegates session of the 7th All India Conference started yesterday the 07-11-2014. Soon after the session started,the agenda of the Conference was unanimously approved by the house. Thereafter, com.V.A.N.Namboodiri, President, delivered his presidential address. On completion of his address, the President requested the General Secretary to present the report on activities to the house. Com.P.Abhimanyu, General Secretary, addressed the house, presenting the salient points contained in the report. He dwelt at length on the struggles conducted by the Union in the murder case of com.Sukendar Pal Singh, introduction of the New Recognition Rules, victory achieved in the 6th Membership Verification, revival of BSNL, struggles conducted by the United Forum on the demands of the Non-Executives,  settlement of the 78.2% IDA merger, formation of the JAC and the calls for united struggles, circle level conventions on Neo Liberal Policies etc.,  trade union class conducted by the K.G.Bose Memorial and Educational Trust,  ITS absorption issue,  management of the K.G.Bose Memorial and Educational Trust, issues of the casual and contract workers and strengthening of the BSNLCCWF, issues of the pensioners and strengthening of the AIBDPA, merger of BSNL and MTNL and the retrograde recommendations of the Deloittee Committee. Com. K. G . Jayaraj, General Secretary, AIBDPA, addressed the session and greeted the Conference. He underscored the necessity for close cooperation between BSNLEU and AIBDPA, for the settlement of the issues of the retired employees.  In the post lunch session, the delegates started deliberating on the report presented by the General Secretary.<<view photos>>

 

[07.11.2014]7th All India Conference of BSNLEU started in Kolkata.

The 7th All India Conference of BSNLEU started enthusiastically in Panchvati Holiday Resorts at Howra,  Kolkata, yesterday the 06-11-2014. The Conference started with flag hoisting. National Flag was hoisted by com. V.A.N . Namboodiri, President. The Red Flag of BSNLEU was hoisted by Com. P. Abhimanyu, General Secretary. Floral tributes were paid at the martyr’s column. Revolutionary welcome songs were sung by the cultural troupe of the Union. The Inaugural session was presided over by com. V.A.N. Namboodiri, President. A minute's silence was observed to pay homage to the martyrs. Com. Sisir Bhattacharji, President, Reception Committee,  welcomed every one. Amidst applause, Com. A. K. Padmanabhan, President, CITU, inaugurated the Conference. Com. P. Abhimanyu, GS, com. Raj Bahadur Rawal, President, Telecom Employees of Nepal (TEAN),  com. M. Krishnan, SG, Confederation, com. V. Ramesh, General Secretary, AIIEA, and com. Saibal Sengupta, Joint Convener, Reception Committee, addressed the Conference.  A book, containing writings on com. Moni Bose, written by various leaders was released in the Conference. A massive rally took place after lunch, which culminated into a massive public meeting.<<view photos>>

 

[05.11.2014]CEC meeting of BSNL Employees Union started at Kolkata.

The 7th All India Conference of BSNLEU is starting in the Historic city of Kolkata tomorrow the 06-11-2014. As a prelude to this Conference, the Central Executive Committee meeting of the Union has started at Kolkata today. The meeting started sharp at 10:00 hrs, which is being presided over by com.V.A.N. Namboodiri, President of the Union. Com. Animesh Mitra, Joint General Secretary, Reception Committee and com. P . Abhimanyu, GS, welcomed all the CEC members. The meeting stood in silence for a minute, and paid homage to the leaders who have passed away, since the last All India Conference. Com . V.A.N . [01.11.2014]Coal India Ltd. (CIL) unions to go on strike.

The trade unions of Coal India Ltd. (CIL) are going on a one day strike on 24.11.2014, opposing disinvestment, as well as the decision of the government to allow private companies into commercial coal mining. The Narendra Modi government has already taken a decision to sell 10% shares of the CIL, through which the government expects to get Rs.23,600 crore. Further, the government has also passed an ordinance to allot coal blocks to private companies through e-auctioning. All these steps are nothing, but privatising CIL. Against these, the unions in CIL have decided to go on strike. BSNLEU congratulates the CIL unions. 

 

[01.11.2014]Warren Anderson and the champion of human rights.

Warren Anderson, the Chief of the Union Carbide has died. The accident that took place on 3rd December, 1984, in the Union Carbide plant in Bhopal, killed 10,000 people. More than 5 lakh people were injured. Most of these people subsequently died due to lung cancer, liver disease, kidney failure, etc. However, even when such a mass killing had taken place, Warren Anderson was able to get bail immediately after this disaster and left India and went back to US. He never returned, when Indian court summoned him. Thus, a person responsible for such a mass murder was able to escape even without the slightest punishment. Indian government could not even touch him. This is because, he had the protection of the US government. It is a shame that the US government protected this butcher. And still, the US government calls itself as the champion of human rights.

[29.10.2014]Implementation of Deloittee Committee's recommendation, put on hold in Maharashtra circle.

Consequent upon the severe protest launched by the unions and associations of Maharashtra circle, against the decision of the Management to implement Area Offices, as recommended by the Deloittee Committee, the CGM, Maharashtra has written to the Corporate Office, asking to keep the decision under abeyance. The CGM has also written to the unions and associations in Maharashtra circle to give their views in writing. Further, the CGM is also calling a meeting of the unions and associations shortly, to discuss this issue. 

 

[29.10.2014]Forum decides to launch indefinite strike in February, 2015, on the issue of revival of BSNL.

A meeting of the Forum was held New Delhi today the 28-10-2014. Com.Islam Ahmed, presided over the meeting. Com.V.A.N.Namboodiri, Convener, welcomed all. The meeting expressed it’s serious concern over the deteriorating condition of BSNL'S financial position. Shri Ravi Shankar Prasad, the new Minister of Telecommunications, assured of providing necessary infrastructure support for BSNL. But, nothing has come. Instead, attacks like merger of BSNL and MTNL, implementation of the retrograde recommendations of the Deloittee Committee, formation of a separate tower company, etc., are coming one after another. Hence, today's Forum meeting decided that it is a "do or die" situation for us. In one voice, today's meeting decided to launch an indefinite strike from3rd February, 2015. The meeting also decided to launch countrywide programme like signature campaign, propaganda among the public, meeting the MPs, etc are to be carried out in a massive scale, prior to the strike.  Core Committee of the Forum will meet on 12-11-2014 and the Forum will again meet on 13-11-2014, to finalise the charter of demands, strike notice, etc. CHQ calls upon the circle and district unions to ensure that this struggle becomes a historic success.<<<view details>>>

The circle conference of Chhattisgarh circle started at Durg today, the 27.10.2014. The Union Red Flag was hoisted by com. P.Abhimanyu,GS. A seminar on revitalisation of BSNL followed this. Com.S.C.Bhattacharya,CS, welcomed everyone. The Seminar was addressed by com.P.Abhimanyu,GS, com.Dharmaraj Mahapatra, secretary, CITU, shri K.S.Madanpuri, GM, Durg, and many others. After lunch, the delegates session started and is going on.

 

[27.10.2014]Inordinate delay in releasing minutes of the National Council meeting.

The last National Council meeting was held on 25-09-2014. Even after the lapse of one month, the Corporate Office has not released the minutes. Com.P.Abhimanyu, Secretary, Staff Side, has sought the intervention of the CMD, for getting the minutes released without further delay.

 

[25.10.2014]Will BSNL management learn lessons from the Infosys CEO?

Vishal Sikka, who has taken over as the CEO of the software giant Infosys in August, is engaged in a number of team building exercises, for revitalising the company. We feel that the BSNL Management should learn some lessons of management from the Infosys CEO. The most important step taken by Sikka is, engaging with the employees intensely, through emails. He has even allocated a separate budget for employee engagement, to sharpen focus on team - building efforts. Contrary to this, the BSNL management never wants to discuss matters related to the development of the Company, with the trade unions, even though the BSNL trade unions are known for their steadfast struggles for strengthening the Company. Trade unions are the representatives of the employees in BSNL. It is very unfortunate that even on very important issues, like the implementation of the decisions of the Deloittee Committee, the Management does not want to take the trade unions into confidence. Secondly, Sikka is giving much importance to re-training and re-skilling the employees, instead of hiring new employees. In BSNL, requirement is there for fresh recruitment of employees. At the same time what about re-training the existing work force? Management has totally forgotten about it. All that BSNL management is doing for the revival of the Company is, engaging and re-engaging consultants, spending huge money.

[25.10.2014]Asian Infrastructure Investment Bank formed.

21 Asian countries, including India and China, have joined together and have formed the Asian Infrastructure Investment Bank (AIIB). The Memorandum of Understanding (MoU) for this was signed on 24.10.2014 at Beijing by the representatives of the 21 countries. The United States is unhappy about the formation of the AIIB, since this will reduce the dependence of member countries of AIIB on World Bank. The World Bank is dictating terms to the third world countries, at the behest of multi national companies. The US has stated that the formation of the AIIB is ambiguous in nature and lacks transparency. We can understand the unhappiness of the US.

[25.10.2014]Thousands join protest actions in Spain, against austerity measures.

Thousands of students, lecturers and parents participated in the countrywide protest actions, that took part in Spain yesterday the 24.10.2014. They protested against the austerity measures, increase in university fees as well as other changes being made in the education system. The European governments are still reeling under the economic crisis that started in 2008. However, they are spending billions of dollars to bail out the corporates and are shifting the burdens of the crisis, on the working people, in the name of austerity measures.

[25.10.2014]De-nationalisation of the Coal mines.

The Narendra Modi government has issued an ordinance on 20.10.2014, to allocate coal blocks to private companies through “e-auctions”. It may be recollected that the Supreme Court had cancelled the 214 coal blocks, allocated by the UPA-II government, showing favouritism to private companies. However, the decision of the Narendra Modi govt. to reallocate this coal blocks to private companies through e-auctioning is nothing but de-nationalisation of the coal mines, which were nationalised in 1973, through the “Coal Nationalisation Act of 1973”. Under this circumstance a strong demand is being raised, even within the Coal Ministry, that the coal blocks should be allocated to the State government owned mining companies and State owned captive users.

[25.10.2014]Meeting of Forum with Secretary, DOT on Revival of BSNL and on 78.2% IDA Fixation for Pensioners

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions and Associations, met Secretary DOT, Sri Rakesh Garg today and discussed about the Revival of BSNL and connected matters. Com. Namboodiri pointed out the need for urgent financial assistance to BSNL from the government so that it can purchase equipment, develop and expand the services. He stated that it was because of the equipment crunch from 2006 onward, due to the cancellation of the 45 million mobile tender, that BSNL started down sliding. He requested that the refund of spectrum charges coming to more than Rs. 6,000 crores and also the USOF allotment of Rs. 1,250 crores in lieu of ADC may be paid at the earliest. Secretary DOT stated that the government will certainly help BSNL for its revival and the issues stated will be taken care of. At the same time, he mentioned that there are several complaints about the services to the public, which have to be improved a lot. He mentioned his own experience while in UP as also in Delhi. He appreciated the workers of Kerala for better service and profit. Com. Namboodiri explained in brief about the action and propaganda being made among the workers by the Forum for improving the services through which the services are improving. 

 

Com. Namboodiri placed before the Secretary DOT about the hardship of the BSNL pensioners due to delay on settlement of the 78.2% IDA fixation for pre-2007 as also post-2007 pensioners. He requested that the Cabinet Note as required by the Department of Expenditure be prepared early and submitted to the cabinet for taking a decision. Secretary agreed to look in to the matter and expedite the same. Com. Namboodiri thanked the Secretary DOT for the meeting and requested that such meetings may be granted in future also.

 

[25.10.2014]FORUM Meets CMD BSNL on 24-10-2014

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions and Associations met Shri A.N.Rai, CMD BSNL and discussed about the Revival of BSNL and connected matters. He asked the CMD not to implement the M/s Deloittee Committee recommendations with out discussing with the Forum and unions/associations. He also requested to keep in abeyance the orders issued for implementing the concept of SSAs in Maharashtra. CMD assured that a meeting with the Forum will be held shortly to discuss the issues in detail. Com.Namboodiri pointed out the non-implementation of labour laws with regard to the casual and contract workers and requested to ensure their implementation. Com.Namboodiri requested for grant of liberal assistance to the employees of Jammu and Kashmir who have lost all in the recent drastic flood. CMD assured that whatever assistance is given by the state government to its employees will be given to the BSNL employees by the management.

One of the important tasks that the forthcoming All India Conference will undertake will be, to assess the strength of BSNLEU in various circles and also to decide ways and means to strengthen the same. Hence, Circle Secretaries are requested to come to the AIC with the district wise details of BSNLEU’s paid members and also the paid members of other unions and associations. Circle Secretaries are requested to collect these informations well in advance from the District Secretaries, and to come to the AIC with the details.

83 per cent of the winners in the Haryana assembly election are crorepatis. 75 of the total 90 newly elected MLAs are crorepatis. BJP is leading this list. BJP's Faridabad MLA is the richest of all the MLAs with Rs.106 crore asset worth. 40 out of the 47 BJP MLAs are crorepatis. Similarly, 14 out of the 15 MLAs of the Congress and 13 INLD MLAs are crorepatis. Average asset value of the BJP MLAs is Rs.10.50 crore. Average asset value of the Congress MLAs is Rs.12.45 crore. Average asset value of the INLD MLAs is Rs.13.01 crore. Let us hope that all these crorepatis will work in the interest of the poor of this country.

 

[21.10.2014]Lufthansa pilots on strike.

German airlines giant, Lufthansa had to cancel 1,450 flights last Sunday, as the pilots of the airlines are on strike, as per the call of the Pilots Union of Lufthansa. The strike is to oppose "an early retirement scheme" to be implemented by the Company.  It is reported that this is the eighth strike in this year, by the Lufthansa pilots. It is also reported that millions of Germans were stranded last week, due to the strike of train drivers. Germany is the strongest economy in Europe. However, the rulers want to transfer the burdens of the economic crisis on the shoulders of the working class. Hence the struggle.

 

[21.10.2014]Trade Unions oppose implementation of the recommendation of Deloittee Committee in Maharashtra circle.

BSNL Corporate Office has issued letter to introduce Area Offices in Maharashtra circle,  based on the recommendation of the Deloittee Committee. A meeting of the Forum, Maharashtra circle, was held yesterday the 20-10-2014, at Mumbai. It was participated by all the major organisations of Forum. The meeting unanimously decided to stop implementation of Area Offices in Maharashtra circle. Later on, they met the CGM and expressed their protest. The CGM has assured that Area Offices will not be implemented in Maharashtra circle. Com.N.K.Nalawade, circle secretary,  BSNLEU, Maharashtra, as well as Convener of Forum, Maharashtra, has informed this to the CHQ.

 

[20.10.2014]Deregulation of diesel price.

The Narendra Modi government has decided to decontrol diesel price from 1st November, 2014.  Simultaneously, it has also cunningly reduced the price of diesel by Rs.3.37 per liter. This has given a wrong message to the people that the price of diesel has come down due to the decontrolling. It is not correct. The price of diesel has come down, since the price of crude oil has considerably come down in the international market. As a result of the deregulation of diesel price, hereafter the price of diesel will not be decided by the government, but will be decided by the market. Normally, the price of crude oil keeps on increasing in the international market. Hence, the price of diesel will also keep on increasing. This will result in an all round increase in the prices of all essential commodities. By  ways of deregulation of diesel price, hereafter government need not give subsidy for diesel and it will save Rs.1,40,000 crore annually. Thus, the main intention of the govt. is to withdraw the subsidy being given, to keep the diesel price under control. Now this money will be given as subsidy to the capitalists. BSNLEU strongly opposes the decision of the govt. to deregulate the price of diesel.

The Reception Committee of the 7th All India Conference has decided, that the rally and Open Session will take place on 06-11-2014. One rally will start from the venue of the AIC, i.e., Telecom Factory,  Alipore.  Another rally will start from R.N.Mukherjee road, Dalhousie.  Both the rallies will meet at Rani Rashmoni avenue, Esplanade, where the Open Session will take place.

The Reception Committee meeting of the 7th All India Conference was held in the CTO Telecom Institute hall at Kolkata. The meeting was presided over by com.Sisir Bhattacharji, President of the Reception Committee. Com.A.K Bhattacharji, Patron of the Reception Committee was present. [18.10.2014]Joint struggle in Maharashtra circle, to stall the implementation of Deloittee Committee's recommendations.

BSNL Corporate Office has taken arbitrary decision to implement the recommendations of the Deloittee Committee in Maharashtra circle. Neither the unions and associations at the All India level, nor at the circle level, are consulted in this regard. BSNLEU, Maharashtra circle union, has already written to the CGM, Maharashtra, expressing it's strong protest. It has also demanded to keep the implementation under abeyance, pending consultation with the unions. Further, the unions and associations of Maharashtra circle are meeting at Mumbai on 20-10-2014, to chalk out agitational programme, to stall the implementation of the Deloittee Committee's recommendations.

 

[18.10.2014]Shri N.Chandrababu Naidu, Chief Minister, Andhra Pradesh, appreciated BSNL, for the excellent service rendered by it, in the flood hit areas.

Vishakapatnam and it's surrounding areas were severely damaged, when the cyclone Hud Hud hit coastal Andhra Pradesh. From the media we were able know the extent of damage caused by the cyclone. Services like telecommunications, electricity etc. were damaged in a massive scale. However, BSNL, Andhra Pradesh, plunged into action, and telecom services were restored very quickly, and also much ahead of other private telecom operators. This helped the government authorities in a big way, to carry out relief and rehabilitation works. BSNL was appreciated by all, including the media. More importantly, shri N.Chandrababu Naidu, Chief Minister, spoke to shri V.Srinivasan, CGM, AP, personally and conveyed his appreciation. This is a matter of pride for the entire BSNL family. [17.10.2014]BSNLEU severely condemns the decision of the Management to implement the recommendation of Deloittee Committee in Maharashtra.

The BSNL Management has taken decision to implement the recommendation of the Deloittee Committee, to convert the SSAs into Area Offices. Of course, it is stated in the letter that this recommendation is being implemented on pilot basis. It is most condemnable that the Management has taken this decision without making any consultation with the Unions. The number of telephone subscribers in India has increased from 946.4 million in July, 2014 to 951.84 million in August, 2014, according to the statement of TRAI. In this, share of the private telecom operators has crossed 90%. The market share of BSNL and MTNL put together comes to 9.84%. However, both the PSUs dominate the landline segment, with 76.41% market share. 

 

[17.10.2014]BSNL is the first to restore services in the Hud Hud cyclone hit region.

“After severely hit by the Hud Hud cyclone in the north coastal Andhra Pradesh, telecom companies are restoring their services in phases. While the Public Sector BSNL was the first to restore the services, Airtel and Vodafone have said that they are able to revive the services in some parts.”

[16.10.2014]Hindu Muslim unity and inter-marriage.

Communal forces are active, dividing the people of the country, in the name of religion. A “Hindu-Muslim” divide is being created by communal forces, for political gains. Such a communal divide leads to violence and blood-shed. It divides the working masses and weakens the working class unity irreparably. “Love Jihad” is an issue taken up by the communal forces, in their agenda to divide the people. Saif Ali Khan, a noted film artiste has written an article on this issue, in the Indian Express dated 15.10.2014. [15.10.2014]BSNL suffered a loss of Rs.400 crore in the Kashmir floods.

BSNL has suffered a loss of Rs.400 crore in the recent Kashmir floods. This is disclosed by Shri D.K. Agarwal, GMTD, Kashmir. He has stated the 95 landline exchanges out of 99 exchanges have since been restored. As regards mobile service, the GMTD stated that out of 477 BTS in Kashmir, currently 340 BTS are operational.

The BSNLCCWF conducted a powerful March to the Corporate Office today the 15.10.2014. Casual and Contract Workers participated in large numbers who had come from various circles. The programme started at the Eastern Court, with a demonstration and meeting. Com. V.A.N. Namboodiri, President, BSNLCCWF, presided over it. Com. A.K. Padmanabhan, President, CITU delivered the inaugural address. The meeting was addressed by Com. V.A.N. Namboodiri, President, com. P. Abhimanyu, GS, BSNLEU, com. Tapas Ghosh, SG, BSNLCCWF and com. Animesh Mitra, Dy.GS, BSNLEU. Thereafter, the March to Corporate Office started. On reaching Corporate Office, an effective demonstration took place. A memorandum on the burning problems of the Casual and Contract Workers was presented to Shri A.N. Rai, CMD BSNL, by a delegation consisting of com. V.A.N. Namboodiri, President, com. P. The 4th All India Conference of NFTE BSNL was held at Jabalpur from 10th to 12th October, 2014. Com. Islam Ahmed and com. Chandeswar Singh have been reelected as the President and General Secretary, respectively. Com. A. Rajmouli has been elected as the new treasurer. BSNLEU heartily congratulates all the office-bearers. 

 

[14.10.2014]Parliamentary Committee on reservation for OBCs held at Chennai.

The Parliamentary Committee on reservation for OBCs was held at Chennai yesterday the 13.10.2014. Parliament members of the Committee as well as top officers from BSNL Corporate Office attended the meeting. A review is learnt to have been made in the meeting, as to whether the mandatory reservation quota for OBC is being implemented in BSNL. 

 

[14.10.2014]Financial Assistance to the flood affected employees of J&K Circle.

The Staff Side, National Council has already demanded payment of 3 months salary as pay advance to the flood affected employees of J&K circle. BSNLEU has demanded that financial assistance of Rs.7,000/- each from Welfare Board should be paid to the J&K employees. Com.P.Abhimanyu, GS, met the CMD on 08.10.2014 and urged to make the payment expeditiously. Com. Swapan Chakraborty, AGS, met the GM (Estt.) and the GM (Admn.), today the 14.10.2014 and insisted early payment of the above mentioned relief.

 

[14.10.2014]Tamil Nadu circle conference decides to conduct a massive convention on communal harmony.

Serious deliberations have taken place in the 3 day conference of Tamil Nadu circle union, that concluded on 13th October. It has taken important decisions to strengthen the Union as well as the BSNL in the circle. A significant decision in this direction is to conduct seminars in all SSAs, to improve the viability of BSNL, by concretely discussing the challenges being faced at the SSA level. The conference has also decided to take concrete steps to effectively organise the forthcoming one day strike, to be held on 27.11.2014, as per the call of the JAC. Another important issue that was  seriously discussed, is the threat being posed by the communal forces, to the unity of the working class. So, the Conference has decided to organise a massive convention on communal harmony, in January 2015. The Madurai district union has accepted to host the seminar.

The 3 day conference of Tamil Nadu circle union is going on at Trichy. Today is the last day. An amount of Rs. 1 lakh is donated by the Tamil Nadu circle union, to the CHQ today. [11.10.2014]BSNLEU heartily congratulates Kailash Satyarthi and Yousafzai Malalaa for jointly winning Nobel prize for peace.
This year's Nobel Prize for peace is awarded to India's Kailash Satyarthi and Pakistan's Yousafzai Malalaa. It is a great news that both the winners belong to the Indian sub continent. Both of them will share the prize money of £ 6,99,000.


Kailash Satyarthi belongs to Madhya Pradesh.  He is a children's rights activist.  His NGO is fighting against child labour and trafficking of children. He is the second Indian to receive the Nobel Prize for peace, after Mother Teresa.


Yousafzai Malalaa is a 17 year old Pakistani girl, and was living in Pakistan's Swat Valley. She defied the ban imposed by the Taliban, that girls should not go to school. As a result, she was shot at the head by the Taliban. However, she escaped that attack and is presently studying in the UK. She symbolises girls' right to education.

[11.10.2014]7th Tamil Nadu circle conference of BSNLEU started at Trichy.
The 7th circle conference of Tamil Nadu circle started enthusiastically at Trichy today, the 11.10.2014. More than 1100 delegates and observers participated the Inaugural Session of the Conference. The National Flag was hoisted by com.M.Narayanasamy, ACS, and the Union Red Flag was hoisted by com.C.Palanichamy, ACS. The Conference is being presided over by com.K.Marimuthu, circle president. Com.Balachander, Chairman, Reception Committee and com.Aslam Basha, General Secretary, Reception Committee welcomed everyone. Com.P.Abhimanyu, GS, inaugurated the Conference. Com.P.Sampath, President, Tamil Nadu Untouchability Eradication Front and com.S.Chellappa, circle secretary, also addressed the Inaugural Session. [08.10.2014]JAC served strike notice on CMD BSNL, to go on One Day strike on 27.11.2014.

As per the decision taken in yesterday’s JAC meeting, the leaders of the JAC served the strike notice on CMD BSNL today the 08.10.2014. Since the CMD was not available in the office, the notice was delivered in his office. All the major Unions and Associations of the Non-Executives have signed this strike notice. Some organizations could not reach Delhi to sign the strike notice. However, they will also be serving the strike notice separately.<<view strike notice>>

 

[07.10.2014]All India Centre meeting of BSNLEU held.

A meeting of the All India Centre of BSNLEU was held today the 07.10.2014. The meeting reviewed the preparations being made for conducting the 7th All India Conference at Kolkata. The meeting reiterated the decisions of the CEC meeting held at Rajkot and the Central Secretariat meeting held at New Delhi, to admit only elected delegates and permitted observers in the forthcoming All India Conference.

A meeting of the JAC took place at New Delhi today the 07.10.2014. It was presided over by Com. Chandeswar Singh, President, JAC. Com. P. Abhimanyu, Convener, JAC, welcomed everyone and initiated the discussion. The meeting reviewed the dharna held on 23.09.2014 and the 2 hour walkout conducted on 30.09.2014, and congratulated the entire Non-Executives, as well as the leaders, for making both the struggles successful. The meeting expressed its extreme unhappiness over the adamant and negative attitude of the BSNL Management towards settlement of the genuine demands. The meeting decided to give call for One Day strike on 27.11.2014. The strike notice will be served on CMD BSNL tomorrow the 08.10.2014.

It is informed by com.Balbir Singh, CS, Punjab, that the Circle Executive Committee meeting of Punjab, that was held recently, has decided to donate Rs.1 lakh to the Reception Committee of the 7th All India Conference, to be held at Kolkata. CHQ heartily congratulates the Punjab circle union.

The Reception Committee of the 7th All India Conference, to be held at Kolkata, has decided to release a souvenir at the time of the Conference.  Tariff coupons, for collection of the advertisements, have already been distributed to all the circle unions. CHQ requests all the circle unions to extend their helping hand to the Reception Committee, by collection of advertisements. After collection of the advertisements, the same may be sent to the Reception Committee promptly.

 

[04.10.2014]Crucial meeting of the JAC to be held on 07-10-2014

The next meeting of the Joint Action Committee of the Unions and Associations of the Non-Executives (JAC), will take place at New Delhi on 07-10-2014. The meeting will review the dharna programme conducted on 23-09-2014, as well as the 2 hour walk out that took place on 30.09.2014. The earlier meeting of the JAC, that was held on 05.09.2014, had already decided that a one day strike would be organised in the month of November, if there is no improvement in the settlement of the issues. Hence, the JAC meeting, that is to be held on 07.10.2014 is a crucial one.

 

[03.10.2014]It is International Day of Action today.

International Day of Action is being observed all over the world, as per the call of the World Federation of Trade Unions (WFTU), highlighting one of the most burning issues being faced by mankind,  viz., unemployment. Endorsing the call of the WFTU,  the BSNLEU has called on the circle and district unions to observe International Day of Action,  by conducting special meetings at Circle and district levels. In such of those Places where the Central Trade Unions organise this programme, our comrades shall join them in large numbers. Circle and district unions are requested to effectively organise the programme and send reports and photos to the CHQ.

[01.10.2014]Meeting with CMD BSNL

Com. P. Abhimanyu, GS, met Shri A.N. Rai, CMD BSNL, today the 01.10.2014 and discussed the following issues. 

 

(1)   The GS sought the immediate intervention of the CMD BSNL, in the victimizations being caused to the members of BSNLEU in Varanasi District, of UP (East) Circle, for participation in trade union action. He pointed out that DCRG and pension commutation of retirees are being with held and promotion is denied to the officials who have passed TTA exam and completed training. The CMD assured to make necessary intervention.

 

(2)   The GS pointed out that payment of three months salary advance to the flood affected employees of Kashmir, as was assured in the National Council meeting held on 25.09.2014, has not yet been made. Further the GS also demanded that welfare grant of Rs.7,000/- should also be paid to the flood affected employees of the Kashmir. (This is as per the decision of the latest meeting of the Welfare Board.) 

 

[30.09.2014]Successful walk out in BSNL Corporate Office.

The call for two hour walk out received a very good response in the BSNL Corporate Office also. The CHQ, as well as the circle office bearers of BSNLEU and NFTE, did very good campaign for the walk out. [30.09.2014]Two hours walk-out: a tremendous success.

The call of the JAC, for a two hour walk-out today, got a overwhelming support from the Non-Executives. The walk-out has become a resounding success throughout the country. Reports have come from Andaman & Nicobar, Tamil Nadu, Karnataka, Assam, Chennai, Rajasthan, UP (West), Madhya Pradesh, Chhattisgarh, Kolkata, West Bengal, Kerala and Odisha circles, where almost the entire Non-Executives have participated in the walk-out. The pattern is the same in other circles also. CHQ salutes all the circle and district unions for this performance.<<view photos>>

 

[29.09.2014]Organise 2 hour walk out successfully tomorrow.

As per the call of the JAC, a 2 hour walk out by the Non-Executives of BSNL will take place tomorrow the 30.09.2014, between 1100 hrs and 1300 hrs. CHQ calls upon the circle and district unions to take the last minute efforts, to make the walk-out a grand success. During the walk-out, effective demonstrations may also be organized. Reports and photos may be sent to the CHQ promptly.

The day long dharna by the JAC, held on 23.09.2014, has become a resounding success. However, the Management continues to turn a “deaf-ear” towards our genuine demands. Under this circumstance, we are left with no other option, but to intensify our struggle. Circle and district secretaries are requested to contact other constituents of the JAC and make all out efforts to make the 2 hour walk-out 100% success.

 

[29.09.2014]Meeting with the Parliamentary Standing Committee on labour.

The Parliamentary Standing Committee on Labour, met the delegation of BSNL Casual Contract Workers Federation (BSNLCCWF) today the 29.09.2014. The meeting took place in the Parliament building. Com. V.A.N. Namboodiri, President, com. P. Abhimanyu, Vice-President, com. Tapas Ghosh, SG and com. Animesh Mitra, Vice-President participated in the delegation. They discussed the issues of non-payment of minimum wage, gratuity, Non-implementation of EPF, ESI schemes of the casual and contract workers, with the Standing Committee. The Standing Committee also met the officers DoT and BSNL including the CMD BSNL. 

 

[27.09.2014]Woman social activist hanged in full public view by ISIS.

Sameera Salih Ali al-Nuaimy was an Iraqi woman and an advocate by profession. She was a crusader for women rights, and human rights. The ISIS which has captured Mosul, the second biggest city of Iraq, arrested Nuaimy and accused that she was functioning against the principles of Islam. She was tried in the court of ISIS, which sentenced her to death. On 22nd September, Nuaimy was hanged to death in full public view. There is no place for human rights or civil rights in the rule of religious fundamentalists. The United Nations has stated that, “educated, professional women seem to be particularly at risk in regions captured by the ISIS.” 

 

[27.09.2014]Western Powers are responsible for the crisis in the Middle-East.

The democratic forces through out the world are worried about the extraordinary situation prevailing in the Middle-East countries like Iraq, Afghanistan, Syria etc., where the ISIS and other terrorist groups have unleashed a reign of terror, in the name of Islam. Nicholas Maduro, the President of Venezuela, who addressed the ongoing 69th General Council meeting of the United Nations, has accused that the US and other Western Powers are fully responsible for this situation. He stated that it was the US and Western Powers which provided arms, money, training etc., to various terrorist outfits in the past, to topple the progressive/anti-American governments in this region. 

 

[27.09.2014]Multi National Companies are happy with Modi sarkar. Rating agency, ‘Standards and Poors’ gives good conduct certificate.

The Multi-national companies are really happy with the measures being taken by the Narendra Modi govt. Within 4 months of it’s coming to power, the Modi govt. has given big concessions to foreign capital. Decisions are taken by the govt. to increase FDI up to 49% in Insurance, to allow FDI in railways, defence, to curtail subsidies being given to the poor, to curtail the rights of workers by amending labour laws, etc., etc. Earlier, the Standards & Poors had given “Negative” rating, when the UPA-II govt. was in power.

 

[26.09.2014]Joint platforms like JAC and Forum are very relevant.

In the 31st National Council meeting, held on 25.09.2014, the GM (SR), questioned the necessity of having joint platforms like JAC and Forum. His view is that, when Recognised Unions are there, there is no need for any JAC or Forum. In fact, it is his firm opinion that Management should not negotiate with the JAC and the Forum. Com. P. Abhimanyu, Secretary, Staff Side gave a fitting reply for this. He told that when Shri A. Raja was the Telecom Minister, he cancelled BSNL’s 45 million line GSM tender. When BSNL Management was in a helpless position, it was the Forum which went on one day strike on 11.07.2007, as a result of which BSNL got 23 million lines. Further, he told that it was the Forum, which went on 3 days strike in December 2010, opposing the cancellation of the 93 million line tender. It is the Forum which is struggling to get refund of BWA spectrum charges to BSNL, calculation of it’s pension contribution on basic pay, adequate compensation for BSNL’s rural land line telephony, said com. P. Abhimanyu. Finally, he emphatically told that it is only because of the struggles of all the Unions and Associations, which is being spear headed by the Forum, that BSNL is still surviving.

 

[26.09.2014]CHQ gets one time relaxation to appear proficiency test – case of Shri M.K. Gamit, Valsad, Gujarat.

CHQ took up the issue of granting one time relaxation for shri M.K. Gamit, Sr.TOA, Valsad SSA, Gujarat, for appearing the mandatory proficiency test. Considering the fact that shri M.K. Gamit is a Compassionate Ground Appointee, belonging to ST Community, CHQ took special efforts and got the issue settled. CHQ is happy that it is able to help a person belonging to the most oppressed section of the society. CHQ expresses it’s gratitude to shri R.K. Goyal, GM (Estt.) for settling the case. [26.09.2014]TRAI: More loyal than the King?

The TRAI has questioned the government, why private companies are not involved in implementing the Rs.21,000 crore NOFN project. The government has entrusted the job of laying optic fibre for the NOFN project to 3 PSUs, viz., BSNL, Power Grid Corporation and the RailTel. In August last, Rahul Khullar, TRAI chairman, had asked the government why private companies are not involved in the project. Now, TRAI has released a consultation paper, wherein it has invited suggestions of involving private companies to speed up NOFN. This clearly shows the bias of the TRAI, in favour of the private companies. In the past also the TRAI has taken a series of pro-private decisions and against BSNL. When a person with pro-private bias like Rahul Khullar is the Chairman, how can we expect that the decisions of TRAI will be fair and just

 

[25.09.2014]31st National Council meeting held. 

The 31st National Council meeting is held today, the 25.09.2014. Shri A.N. Rai, Director (HR), presided over the meeting. The meeting paid homage to the victims of the unprecedented floods that took place in Kashmir, by observing a minute’s silence. Various issues were discussed in the meeting, a gist of which will be placed in the CHQ website tomorrow. 

 

[25.09.2014]3 months’ salary advance to be paid to the flood affected BSNL employees of Kashmir. 

In the National Council meeting held today, the Staff Side members strongly demanded that 3 months’ salary should be paid to the flood affected employees of Kashmir, as pay advance, to tide over the hardships caused by the recent floods. The Director (HR) accepted the demand and assured that the advance would be paid immediately. 

 

[25.09.2014]SR Branch letter, banning demonstrations, dharnas, etc., in BSNL is kept under abeyance. 

On 18.09.2014, the SR Branch of Corporate Office issued a gag order, banning peaceful trade union actions in BSNL, such as demonstrations dharnas, etc. The Staff Side vehemently opposed this order in the National Council meeting held today, and demanded it’s immediate withdrawal. In the face of stiff resistance from the Staff Side members, the Director (HR) instructed that the said order should be kept under abeyance. BSNLEU expresses it’s sincere thanks to Shri A.N. Rai, Director (HR) for keeping the order under abeyance. 

 

[25.09.2014]National Council Staff Side members demand the Director (HR) to restore normalcy in Kerala Circle. 

The Staff Side members of the National Council drew the attention of the Director (HR) to the ongoing indefinite fast by the SNEA leaders, and also expressed their serious concern over the abnormal situation created due to the adamant vindictive attitude of the CGM, Kerala. They demanded that the CMD should immediately intervene to stop the situation from deteriorating further. 

 

[25.09.2014]BSNLEU congratulates the Indian scientists for their marvelous feat.

“Mangalyaan”, the Indian space craft sent to probe Mars, has successfully entered into the orbit of that planet yesterday, after traveling 65 crore kilometers. Thus, India has become the first country, to achieve this feat, on it’s first attempt. This is a moment of pride for the entire Indians. BSNLEU heartily congratulates the ISRO and it’s scientists for this marvelous feat.

As a prelude to the National Council meeting to be held tomorrow the 25.09.2014, a meeting of the Staff Side, National Council, was held at New Delhi, today the 24.09.2014. Members of the Staff Side participated in the meeting and made a thorough discussion of the items to be discussed with the Management in tomorrow’s National Council meeting.

BSNL Casual Contract Workers Federation (BSNL CCWF), has called upon to hold rallies to CGM offices tomorrow the 25.09.2014. The Central Secretariat meeting of BSNLEU held on 20.07.2014 at New Delhi has endorsed this call and has called upon the circle and district unions of BSNLEU to mobilise the regular employees massively in this march. As per the call of the JAC, an impressive dharna was organized at Bharat Sanchar Bhawan (Corporate Office). The UP (West) Circle Union and the Haryana circle union of BSNLEU, had mobilised a large number of comrades for the dharna. Com. C. [23.09.2014]JAC leaders met the CMD and demanded immediate intervention to restore normalcy in Kerala circle.

The leaders of the JAC of the Non-Executives met Shri A.N. Rai, CMD BSNL and Shri N.K. Gupta, Director (CFA) and discussed about the deteriorating situation in Kerala circle. The leaders pointed out that due to the adamant and arrogant attitude of the CGM, Kerala, an abnormal situation has arisen, as a result of which services are deteriorating day by day. [20.09.2014]The two day circle conference of BSNLEU, Karnataka, ended with unanimous elections.

The two day circle conference of BSNLEU, Karnataka, came to an end today, with unanimous election of office bearers. Com.B.P.Narayan, com.C.K.Gundanna and com.J.V.Keshav were unanimously reelected as President, Circle Secretary and Treasurer, respectively. Earlier in the day, shri R.K.Mishra, CGM, Karnataka, addressed the Conference and spoke in detail on the steps  being taken to make BSNL profitable in Karnataka. CHQ heartily congratulates the unanimously elected circle office bearers of Karnataka.

 

[20.09.2014]CBI to probe the role of P.Chidambaram in the Aircel-Maxis case. 

The CBI has said in its charge sheet that it is investigating the “circumstances” of the FIPB (Foreign Investment Promotion Board) approval granted by then Finance Minister P Chidambaram in connection with the Aircel- Maxis deal. The charge sheet filed before the special court said the CBI is probing the “circumstances” of Chidambaram’s approval to Maxis subsidiary Global Communication Services Holdings Ltd for investing $800 million in Aircel Ltd in 2006. The CBI is also investigating all other “related issues” with regard to the FIPB approval, it said. The CBI said the Cabinet Committee on Economic Affairs (CCEA) was the “competent” authority to grant approval for the $800 million foreign investment — which was not obtained — and the Finance Minister was “competent” to grant approval for investments up to Rs.600 crore only.

[19.09.2014]Corporate Office letter, regarding the eligibility of TTAs, Drivers and LDCs, for promotion under NEPP, is not acceptable to BSNLEU.

BSNLEU has been demanding for a long time that the pay scale upgradations of TTA and Drivers, as well as the conversion from LDC to TOA, should not be treated as promotion under NEPP, and that they should be given 1st promotion on completion of 4 years. The JAC has also included this issue in it's 30 point charter of demands. On this issue, Corporate Office has issued a letter, on 17-09-2014, stating that the TTAs, drivers and the LDCs will be granted promotion as per NEPP, on completion of 4 years, provided they forego the pay scale upgradations/conversion,  that they have already been given. This letter is not acceptable to us. Without putting such a conditionality, the TTAs, Drivers and LDCs should be given 1st promotion under completion of 4 years under NEPP. We will get this issue settled through struggle.

Shri R.C.Bhattacharya, elder brother of com.S.C.Bhattacharya, CHQ Treasurer, passed away today at Raipur,  due to a massive heart attack. Shri R.C.Bhattacharya was 70 years old and has been ailing for sometime. CHQ conveys it’s heartfelt condolences to com.S.C.Bhattacharya, as well as to the other members of his family.

 

[18.09.2014]Observe International Day of Action on 3rd October, 2014.

The World Federation of Trade Unions (WFTU) observes 3rd October of every year, as the International Day of Action. Issues related to the wellbeing of the working class, are being highlighted on this day. The WFTU has decided that UNEMPLOYMENT shall be the subject of the International Day of Action to be observed in 2014. Unemployment is a serious social problem, being faced by the working class. BSNLEU is an affiliate of the WFTU. Hence, the All India Centre meeting, held on 13-09-2014, has decided that the circle and district unions of BSNLEU should observe this day very effectively, by holding special meetings in all districts, as well as at circle levels. It is also decided that if the programme is organised by the Central Trade Unions in a district, our comrades shall participate in it. CHQ calls upon all the district and circle unions to observe International Day of Action very effectively and send reports to the CHQ.

 

[18.09.2014]Admission of delegates and observers in the 7th All India Conference, to be held at Kolkata.

CHQ has already intimated all the district unions, about their eligibility for delegates and observers, based on the remittance of quota, for admission in the 7th All India Conference to be held at Kolkata. Some district unions have written to the CHQ, requesting to allot more number of observers for their district. Some district unions have even sent their list of delegates and observers, which is many times more than the observers allotted by the CHQ. In this regard CHQ wishes to make it very clear that only the number of delegates and observers, as has already been allotted by the CHQ, will be admitted in the All India Conference this time. More number of observers will not be admitted in the Conference. This is the decision taken in the CEC meeting held at Rajkot. All the district unions have to respect and implement this decision of the CEC.

 

[18.09.2014]Implement the dharna programme on 23-09-2014 successfully.

The JAC of the unions and associations of the Non - executives has called upon the employees to conduct massive dharnas on 23-09-2014, demanding the immediate settlement of the 30 point charter of demands. The JAC has already printed posters in English and Hindi and has already dispatched them to the districts. Only a few more days are left for the programme.  Hence, CHQ requests all the circle and district unions to immediately start making the Mobilisation, so that the programme is conducted very effectively.

[17.09.2014]BSNL excels in the flood ravaged J&K.

The Press Trust of India (PTI) has reported today that BSNL stands in the fore front, in the flood ravaged J&K, in restoring telecommunication services. The agency reports that as on 15.09.2014, BSNL had restored up to 85% of the service. Out of it’s total 1173 Base Transceiver Stations (BTS) in the state, BSNL restored 934 BTSs as on 15th itself. BSNLEU heartily congratulates the BSNL employees and officers, as well as the Management, for this excellent performance.

 

[17.09.2014]BSNL cannot be closed down “just like that”

News has appeared in a section of the media that the Cabinet Secretary, shri Ajit Seth convened a meeting of some top officers to consider the closing down of loss making Pubic Sector Companies, including BSNL, MTNL and Air India. CHQ wants to make two points clear in this regard.

 

1. We have long been telling that the ultimate aim of the govt. is to privatise / close down BSNL. Only with this target in mind, the govt. has continuously taken steps to weaken BSNL.

 

2. The entire trade unions of the country are up in arms against the government’s move to sell  the PSUs. In the All India Convention of Central Trade Unions, held at New Delhi on 15.09.2014, even BMS, which is close to BJP, has declared that it will join the united struggle to defeat privatization of PSUs. So, it is not easy for the govt. to sell / close down BSNL “just like that”. The united trade union movement will defeat the game plan of the govt.  Comrades need not panic.

Kolkata Telephones circle of BSNLEU conducted an impressive seminar on 16-09-2014, on the issue of revival of BSNL. The seminar, which was conducted in the premises of the Telecom Factory at Alipur, was presided over by com. Ash Mohammed Khan, circle president, BSNLEU, Kolkata Telephones. A large number of comrades attended the meeting. Com. Saibal Sengupta, circle secretary, welcomed every one and initiated the discussion on the subject. The seminar was addressed by Com. P. Abhimanyu, GS, shri K. K. Sapra, CGM, Kolkata Telephones, com. Animesh Mitral, Dy.GS, shri Amit Bhattacharya, PGM, Kolkata Telephones and leaders of SNEA, AIBSNLEA, BSNLCCWF, NFTE, SEWA BSNL, etc., addressed the seminar. Com.P.Abhimanyu, GS, while addressing the seminar explained how the anti-PSU policies of the government, scuttling of BSNL's equipment procurement by vested interests, and the inefficient Management have contributed to the present precarious financial condition of the Company. He called upon the employees to stoutly resist the attempts of the government to make BSNL irrelevant and also to urgently and radically improve their work culture. [17.09.2014]BSNLEU and the TNTCWU score a magnificent victory in Tamil Nadu Nadu circle.

 

BSNLEU, Tamil Nadu circle union and the Tamil Nadu Telecom Contract Workers Union (TNTCWU) scored a big success yesterday the 16-09-2014. The leaders of  BSNLEU and TNTCWU started an indefinite fast at the Tamil Nadu CGM's office on 15-09-2014, demanding the immediate reengagement of the 140 contract workers who have been removed from work in the Vellore SSA of Tamil Nadu. On 16- 09-2014, both the Unions conducted a massive dharna at the GGM's office, by mobilising more than 1500 regular employees and contract workers from all over the circle. Simultaneously, the contract workers throughout the circle went on strike.

 

For the past two months the CGM, Tamil Nadu circle had been maintaining a stiff position that he would not discuss the issues of contract workers with the BSNLEU. However, as a result of this struggle, he was compelled to invite the leaders of BSNLEU and the TNTCWU for negotiation. In the negotiation an agreement is reached. According to this, 85 contract workers would immediately be taken back for work. The remaining workers would also be taken for work expeditiously, in a phased manner. This struggle is a classic example for the unity of the regular employees and the contract worker. CHQ heartily congratulates both the BSNLEU and the TNTCWU, as well as the entire comrades of Tamil Nadu circle, for the magnificent victory. <<view photos>>

Com.P.Abhimanyu, GS and com.Swapan Chakraborty, AGS, met shri R.K.Goyal, GM (Estt) yesterday the 15-09-2014 and discussed the issues of Compassionate Ground Appointments, date of implementation of the EPF, allowing casual labourers to appear Telecom Mechanic LDCE and other issues. The GM (Estt.) assured that the needful would be done.

BSNLEU, Tamil Nadu circle and Tamil Nadu Telecom Contract Workers Union (TNTCWU) are conducting a massive dharna at the office of the CGM, Tamil Nadu circle. More than 1500 workers, who have come from all the districts of Tamil Nadu, are participating in the struggle. Contract workers are on strike in the circle. The struggle has been launched, demanding reengagement of the 140 contract workers who have been removed from work. CHQ has demanded the CMD BSNL to immediately take back the retrenched workers. CHQ salutes the BSNLEU, Tamil Nadu circle union and the TNTCWU for conducting this militant struggle.

Com.P.Abhimanyu, GS and com . Swapan Chakraborty, AGS, met shri Ramchand, GM (CIT)  and discussed about the redressal of the problems being faced by the employees of Telecom Stores Circle,  due to the implementation of ERP. The 6th circle conference of Haryana circle was successfully held at Bhiwani on 14.09.2014. The Conference started with the hoisting of the Union flag by com .V.A.N. Namboodiri, President. The Open Session was held in the morning. It was addressed by Com. P. Abhimanyu, GS, Com. V.A.N. Namboodiri, President and shri S.P. Tripati, GM, Rohtak. The delegates session was held in the afternoon. Com. M.S. Kadian, CS, Presented the report on activities. A good number of comrades participated in the discussion. Thereafter, com. P. Abhimanyu, GS, spoke, explaining the various issues being taken at the All India Level and also about the struggle call by the JAC. The report and the accounts were passed unanimously. [15.09.2014]National Convention of Workers held at New Delhi.

A National Convention of Workers, organized by the Central Trade Unions was held at New Delhi today the 15.09.2014. The Convention was held in the Constitution Club and was jointly presided over by all the National Presidents of the Central Trade Unions. Apart from the representatives of the Central TUs, representatives of the federations of various industries also attended. From BSNLEU Com. V.A.N Namboodiri, President, Com. P. Abhimanyu, GS, and com. Swapan Chakraborty, AGS attended the convention. It was addressed by com. Tapan Sen, GS, CITU, com. Gurudas Dasgupta, GS, AITUC, com. Brajesh Upadhyay, GS, BMS, Dr. Sanjiva Reddy, President, INTUC and many others. The Convention passed a declaration and has decided to conduct the following programme of action.

 

1. State level joint conventions in September and October. Wherever possible district and industry level joint conventions may be organised.

2. National Protest Day to be observed on 05.12.2014, on which massive demonstrations are to be held. Demonstration at Delhi will be held with workers from states nearer to Delhi. <<view photos>>

 

 

[13.09.2014]Productivity Linked Incentive (PLI) – our demand is justified

The demand of the JAC on the issue of PLI is very justified. For the past so many years Management has been denying PLI to the BSNL employees on the plea that the Company is not earning profit. We had shown to the Management, the DPE guidelines, wherein it is categorically stated that PLI is not linked with the profit of a PSU. In the talks held between the JAC and the Management on 27.06.2014, the JAC demanded that PLI should not be linked with profit, as per the DPE guidelines. It was accepted by the Management. According to the decision taken in that meeting, the Joint Committee on PLI is in the process of finalising the “New PLI formula”, based on the productivity of the Company. However, it will take a few more months to finalise the same. Under these circumstances, the JAC has raised the demand that one month’s pay should be paid as Adhoc PLI, before Pooja, pending finalisation of the New PLI formula. Com. P. Abhimanyu, GS, BSNLEU, as well as the Convener of the JAC, has met the CMD twice and has demanded payment of adhoc PLI. If this justified demand is rejected, then the employees will be left with no other option, but to go on struggle.

 

[13.09.2014] BSNL employees are left with no other option, but to hit back.

The next few months are going to be a period of serious struggles in BSNL. The genuine demands of the Non-Executives, including PLI are being rejected by the Management. The E-1 pay scale and the Revised Recruitment Rules of the JTO, are already approved by the Management Committee. However, the BSNL Board of Directors refuses to give approval to both these issues, on the plea that the Company is running in loss. This attitude of the Board of Directors cannot be accepted. On one side the Management and the govt. are doing nothing to revive the financial condition of the Company. The suggestions given by the Forum, in this respect, are thrown into the dustbin. On the other side, the Deloittee Committee’s recommendations and the move to merge BSNL & MTNL are threatening the very future of the employees and the Company. Under these circumstances, the employees of BSNL are left with no other option but to hit back. Yes comrades, we have to hit back strongly.

 

[13.09.2014]Struggles beckon us! Let us march ahead!! 

The JAC of the Non-Executives has given call for dharna on 23.09.2014, two hours walk out on 30.09.2014 and one day strike in the month of November. These struggles have become inevitable because our justified demands have been rejected. The Forum has decided to give call for indefinite strike against the merger of BSNL & MTNL, recommendations of the Deloittee Committee as well as demanding concrete steps for the revival of BSNL. The date of this strike will be finalised in the next meeting of the Forum, which is meeting shortly. In short, the next few months are going to be a period of struggles and turbulence in BSNL. We are left with no other option, but to hit back. CHQ requests all the Circle and District Secretaries are requested to get fully prepared to meet the situation. They are requested to take the initiative to strengthen the unity of the Non-Executives, as well as the entire employees of BSNL. JAC and Forum should immediately be formed in whichever district and circle where they are not formed. Without unity we cannot save BSNL and also cannot win over our justified demands. Yes comrades. Struggles beckon us! Let us march ahead!! 

 

[12.09.2014]Staff Side members express protest, in the meeting of the Sub-Committee formed to discuss “interse-seniority” issue, connected with the merger of BSNL & MTNL.  

A meeting of the Sub-Committee, formed to discuss the “interse-seniority” issue, connected with the merger of BSNL & MTNL, was held today. As per the decision taken in the meeting of the Forum, the Staff Side members informed the Management that they would not discuss the interse-seniority issue, unless and otherwise the other major issues like the financial liability and disinvestment issues of MTNL are first discussed and sorted out. Com. P. Abhimanyu, GS, BSNLEU, explained this decision in detail, before the BSNL & MTNL officers. Other representatives of the unions and associations also took the same stand and demanded that govt. should first discuss the major issues connected with the merger. Hence, no discussion on the interse-seniority issue took place today. Finally, the Management Side said that the Staff Side views can be given in writing, which would be forwarded to the govt.  

 

[12.09.2014]Forum meeting decides that one day basic pay of the employees will be donated as relief to the flood affected people of Jammu & Kashmir.  

The Forum meeting that was held today the 12.09.2014, has taken the decision that a proposal shall be given to the Management, that an amount equivalent to one day’s basic pay shall be deducted from the salary of the employees, and the same shall be donated as relief to the people of Jammu & Kashmir who are very badly affected by floods. Since the people of J&K are facing a natural calamity that has not taken place during the past 100 years, all employees are requested to co-operate and agree to donate one day’s basic pay.

Com. P. Abhimnayu, GS and com. M.C. Balakrishna, Org. Secretary (CHQ), met shri R.K. Goyal, GM (Estt.), and discussed the following issues. 

(1) Casual labourers working in BSNL, with the requisite qualification should be allowed to appear the Telecom Mechanic LDCE. 

(2) Date of implementation of EPF, in respect of casual labourers in BSNL, should be compulsorily from 01.10.2000, and not from any later date. 

(3) The pay scale upgradations of the TTA and Driver cadres, from 01.10.2000, should not be treated as the first upgradation under NEPP and they should be given first upgradation w.e.f. 2004.

 

[11.09.2014]Jammu & Kashmir limping back to normalcy.

Jammu & Kashmir, which is devastated by unprecedented floods, is limping back to normalcy. The floods have started to recede. Relief and rescue operations are being carried out by the armed forces in full swing. After many days, early this morning, the General Secretary was able to contact com. Bashir Ahmed Khan, District Secretary, Srinagar. He told that the floods have started receding, however, the fate of employees are not known, as communication continues to remain paralysed. Still, the circle secretary, com. Nisar Ahmed could not be contacted. BSNLEU, while assuring the Management of all cooperation, has demanded immediate financial relief to the BSNL employees of J&K circle.

 

[11.09.2014]Uninor to become a 100% multi national company.

Uninor, which is operating in 7 circles with 30 million subscribers, is all set to become a 100% multi national company. Norwegian multi national company, Telenor, is have 74% stake in Uninor. The remaining 26% is being held by Lakshdeep Investments. Telenor has clinched a Rs.7.8 billion deal to purchase the 26% stake from it’s partner. It has already got the approval of the Foreign Investment Promotion Board (FIPB). 

 

[11.09.2014]Narendra Modi govt.’s big step to kill the Public Sector.

The Narendra Modi government has taken a drastic decision on 10.09.2014 to kill the Indian Public Sector. The govt. has taken decision to disinvest the shares in three PSUs for a whopping Rs.45,000 crore. The three PSUs are Coal India Ltd. (CIL), ONGC and National Hydroelectric Power Corporation (NHPC). In CIL, the govt. has decided to sell 10% stake, while the figure is 11.3% in NHPC and 5% in ONGC. In addition to this, the govt. has already decided to sell 10% stake in the SAIL. Undoubtedly the BJP govt. ruling at the Centre is also following the same Neo-Liberal Policy, which was followed by the previous Congress led UPA govt. Let the working class muster strength and launch serious struggles to safeguard the Public Sector.

The Circle Conference of the Corporate Office circle branch was held today the 10.09.2014. Com. Rajiv Kumar Singh, presided over the meeting. Com. Kamal Dev Sah, Circle Secretary, welcomed all and placed his report. The members participated in the discussion and raised the issues of the Corporate Office employees. Com. P. Abhimanyu, GS, addressed the conference. He appreciated the efforts being taken by the Corporate Office Circle Union for increasing union membership. He explained the audience about the present condition of the Company, for which the pro-private policies of the govt., as well as inefficiency of the Management are responsible. The efforts being taken by the JAC to resolve the problems of the Non-Executives, was also explained. Finally, election of office-bearers took place. The list of office-bearers with Com. Pratap Singh Bist, LDC, com. Kamal Dev Sah, LDC and com. Sunil Kumar, LDC were unanimously elected as the President, Circle Secretary and Treasurer respectively. [09.09.2014]The 6th Joint Circle Conference of Assam, NE1 and NE2 culminated in a massive rally and open session.
The 6th Joint Circle Conference of Assam, NE1 and NE2 circles, that started on 06-09-2014, and was going on for the last three days, came to an end with a colourful  rally and an open session. Hundreds of employees enthusiastically participated in the procession. At the end an impressive open session was held in the Rabindra Nath Tagore Centenary Memorial Hall. It was addressed by Com. Manik Sarkar, Hon’ble Chief Minister of Tripura, Com. P. Abhimanyu, GS, BSNLEU and shri D.P. Singh, CGM, NE-1 Circle. The Hon’ble Chief Minister and the General Secretary criticised the Neo-Liberal Policies and insisted for strengthening of the struggles against those policies. Unprecedented flood has crippled life in Kashmir. The Capital Srinagar itself is stated to be badly affected. This is said to be the worst ever flood, seen after Independence. So far, 175 people are reported killed in flood and landslides. However, it is feared that more number of people might have been killed in landslides in isolated and far flung areas. The Army has deployed 23,000 personnel, who have so far rescued more than 23,000 people. Telecommunication services are totally disrupted and we are not able to contact our comrades. In this hour of crisis, we pledge our whole hearted support and solidarity to our brothers and sisters who are facing the fury of  nature in Kashmir. CHQ has issued notification to hold a meeting of the Central Secretariat at New Delhi on 20.07.2014. Central Secretariat is a constitutional body of BSNLEU, duly approved by the Registrar of Trade Unions. Further, the same SR Branch had issued letter for the grant of special casual leave, for the Central Secretariat meeting, held on 26.08.2013. Hence, it is ridiculous that the SR Branch has decided to deny special casual leave for the participants of the meeting to be held on 20.07.2014. This denial, only reveals the anti-BSNLEU attitude of the GM (SR). BSNLEU will appropriately handle this problem.<<view letter>>

[06.09.2014]JAC takes decision to go on strike.

A meeting of the JAC was held yesterday the 05.09.2014. Com. C. Singh, President, JAC, presided over the meeting. Com. P. Abhimanyu, Convener, JAC welcomed every one and briefed on the Demands Day programme that have taken place and the status of the various issues. He told that even issues like E-1 pay scale and new RR of the JTO are lying pending, since the Board of Directors has not approved them. Thereafter, detailed discussion took place on the agenda. Representatives of BSNLEU, NFTE, BSNL MS, TEPU, SNATTA, BTEU, FNTOBEA, BTU and BSNL WRU took part in the discussion. The following decisions were taken unanimously:- 

 

(i)   The meeting expressed it’s extreme displeasure and resentment since no improvement has taken place on any of the issues on which discussion took place between the JAC and the Management on 27.6.2014. 

(ii)  In order to intensify the struggle, a one day dharna is to be conducted at the Corporate Office, circles and SSAs on 23.09.2014. 

(iii) Two hour walk out is to be conducted on 30.09.2014 from 1100 hrs to 1300 hrs. 

(iv) One day strike will take place in November, the date of which will be decided in the next JAC meeting to be held on 04.10.2014.

 

[04.09.2014]Meeting with GM (Estt.).

Com. P. Abhimanyu, GS, held discussion with Shri R.K. Goyal, GM (Estt.) today the 04.09.2014, during which he reminded many issues that have already been discussed on earlier occasions, such as problems connected with NEPP, fixation of pay after 01.10.2000, Compassionate Ground Appointments, Telecom Mechanic promotion to the officials who have already been qualified and completed training, Allowing casual labourers to appear the Telecom Mechanic LICE, and also the gratuity and EPF issues of the casual labourers. The GM (Estt.) assured that action is being taken on most of the issues.

 

[04.09.2014]DoT moving on fast track on the issue of merger of BSNL and MTNL.

It is widely reported in the media, that the DoT is moving fast on the issue of merger of BSNL and MTNL. As per reports, the DoT has fixed June, 2015 as the deadline for the merger, for which it will move a Cabinet Note in April, 2015. However, the DoT wants to hold discussion with the Unions and Associations on this matter only in March, 2015. From the above time schedule it is clear that by the time the DoT holds talk with the unions, the merger of BSNL and MTNL would have become a fait accompli. We will not allow this to happen. The unions and associations, under the banner of Forum, will meet shortly and will finalise their strategy.

 

[04.09.2014]Welfare Board meeting held.

The 11th meeting of the Staff Welfare Board was held today at New Delhi today. The meeting was presided over by shri A.N.Rai, CMD BSNL. Com.P.Abhimanyu, GS, represented BSNLEU in the meeting. At the outset, Com.P.Abhimanyu expressed his deep anguish over the extreme delay in holding the Welfare Board meeting. The last meeting was held in February, 2011. [02.09.2014]General Secretary addressed the seminar of the Puducherry district conference.

The Puducherry district conference of BSNLEU, was held today the 02.09.2014.  Com.P.Abhimanyu, General Secretary, attended the conference and addressed the seminar on the viability of BSNL. He exposed the anti-BSNL policies of the successive governments that came to power at the centre, which have weakened the BSNL, as well as the efforts taken by the unions and associations, under the banner of Forum, to revive BSNL. He called upon the employees to improve the quality of service, by improving work culture. The seminar was also addressed by com.S.Chellappa, circle secretary, shri Santhosam, GM, and smt. Radhika, DGM, Puducherry.

The 31st meeting of the National Council should have been held in the month of August itself, as per the decision taken in the last meeting. However, the same was not held, perhaps due the fact that the Director (HR) is busy, since he is also looking after as the CMD. Com. P. [30.08.2014]Observe International Day of Action on 3rd October.

October 3rd of every year is being observed by the World Federation of Trade Unions (WFTU), as the International Day of Action. Accordingly, the WFTU has given call to observe October 3rd of this year also as the International Day of Action. The issue that is to be focused on this day is “unemployment”. This is a very serious issue, that is impacting a vast majority of the population across the world. Millions of youth are struggling world over, to get a job for the subsistence of their families. This is a subject which is very much connected with the working class. Due to the world economic crisis that started in 2008, millions of workers lost their jobs. While the governments of various countries spent billions of dollars to bail out the capitalists, the workers who lost their jobs were left high and dry. BSNLEU is affiliated to the WFTU. As such it is our duty to implement the call of the WFTU. The CEC meeting held at Rajkot has also decided that the International Day of Action should be observed in a befitting manner. CHQ calls upon the circle and district unions to implement the call. 

 

[30.08.2014]CBI Chargesheets Marans for Rs 822cr Maxis Kickbacks.

The CBI on Friday filed a chargesheet in the Aircel-Maxis deal case before a special court hearing the 2G scam cases, naming former Telecom Minister Dayanidhi Maran, his brother Kalanithi Maran and others for their alleged role in doling out Rs 600 crore as bribes. Five individuals named in the chargesheet include Dayanidhi, Sun Group CMD Kalanithi, Malaysian tycoon T Ananda Krishnan and Augustus Ralph Marshall, a director in many of Krishnan’s companies. Former telecom secretary and Telecom Regulatory Authority of India (TRAI) chairman J S Sarma, who died in March, has also been named as an accused. However, his name has been put in a column of the accused against whom trial cannot proceed. The CBI also charged four companies — Maxis Communications Berhad, Sun Direct TV Ltd, Astro All Asia Networks and South Asia Entertainment Holdings Ltd. The 72-page chargesheet, which does not differ much from the original FIR, includes the names of 151 witnesses and a set of 655 documents.

CHQ has finalized the eligible number of delegates and observers of each and every district union, for the forthcoming 7th All India Conference, to be held at Kolkata. This eligibility is worked out, based on the quota received by CHQ, from January 2012 to December, 2013. District Unions are requested to elect their delegates and observers based on this eligibility. As per the decision of the Rajkot CEC meeting, admission of delegates and observers in the AIC will be strictly according the allotment made by CHQ only. It is also requested that the list of delegates and observers from each district union, may please be intimated to the CHQ and the Reception Committee, atleast two weeks prior to the AIC. Queries / corrections to the quota sent to the CHQ, or allotment of delegates / observers to the districts, may please be sent in writing to the CHQ latest by 14.09.2014. <<view the list>>

 

[28.08.2014]Supreme Court dismisses Dayanidhi Maran’s petition. Says filing charge sheet is CBI’s prerogative.

A petition field by the former Telecom Minister, Dayanidhi Maran, is dismissed by the Supreme Court today. Maran has demanded that the Supreme Court should refrain the CBI from filing a charge sheet against him, since the CBI has not completed it’s Malaysia side investigation. The Supreme Court has stated that filing the charge sheet is the prerogative of the CBI, and that the Court would not intervene in that.

[27.08.2014]Meeting with CMD BSNL

Com. P. Abhimanyu, GS and com. M.C. Balakrishna, Org. Secretary (CHQ), met shri A.N. Rai, CMD BSNL, yesterday the 26.08.2014 and discussed the following issues:- 

(1)   Granting of Adhoc PLI : The leaders informed the CMD, that the Joint Committee to finalise the New PLI formula is on the job. Since it will take atleast 2 months to finalise the New PLI formula, the Company should pay one month pay as adhoc PLI, demanded the leaders. 

(2)  Inordinate delay in approving E-1 pay scale and revised JTO Recruitment Rules : The leaders pointed out that there is inordinate delay in approving the E-1 pay scale and the revised Recruitment Rules of the JTO cadre. They urged upon the CMD to get both the issues approved by the next meeting of the Board of Directors. 

(3)   Holding 31st meeting of the National Council: It is the decision of the last meeting of the National Council, that the next meeting (31st meeting) would be held in the 2nd / 3rd week of August, 2014. However, no date has so far been fixed for the meeting. The leaders insisted upon the CMD to hold the meeting at least in the month of September, 2014. 

The CMD assured that all the issues raised by the Union leaders would be appropriately be looked into.

Allow off net calls on Rs.200/- free SIM.

Com. P. Abhimanyu, GS and com. M.C. Balakrishna, Org. Secretary (CHQ), met shri A.K. Singhal, GM (Admn.), yesterday the 26.08.2014, and demanded that Rs.200/- free SIM should be issued to the BSNL employees posted in MTNL areas. They insisted that there should not be any discrimination among the BSNL employees, on the issue of issuing Rs.200/- free SIM card. Similarly, off net calls (calls to other networks) should also be allowed on Rs.200/- free SIM, demanded the leaders. The GM (Admn.), assured to look into this demands and to do the needful.

Veteran trade union leader Com. Ananta Bhattacharjee inaugurated the Website of the 7th AIC, at Kolkata, in a meeting of the Reception Committee, held on 22.8.2014. Com. Adhir Sen, Working Chairman of the Reception Committee presided over the meeting. Most of the joint conveners of different subcommittees along with the volunteers were present in the meeting. [27.08.2014]SSA level dharna successfully held throughout the country on the demands of the casual contract workers.

As per the call of the BSNL CCWF and the BSNLEU, very successful dharnas are conducted yesterday the 26.08.2014, at the SSA level. The reports coming from various circles in this regard is very encouraging. In most of the places, the dharnas were conducted successfully and jointly by BSNL CCWF and the BSNLEU. CHQ heartily congratulates all comrades for the successful dharna. CHQ also requests all circle secretaries to send a report on this programme, with photos. The next programme on these demands will be March to CGM Offices on 25.09.2014. CHQ requests all the circle and district unions to start making preparations for that programme for onwards.<<view photos>>

 

[26.08.2014]Date of implementation of EPF, in respect of casual labourers.

EPF has been implemented for casual labourers in BSNL. However, Corporate Office has not specified the date of its implementation. Circles like West Bengal and NE-1 has sought clarification from the Corporate Office in this respect. However, no decision has yet been taken so far. Com.P.Abhimanyu, GS and com.M.C.Balakrishna, Org. Secretary(CHQ) met shri R.K.Goyal, GM (Estt.) today the 26-08-2014, and insisted that Corporate Office should issue guideline to implement EPF w.e.f  01-10-2000, i.e., from the date of formation of BSNL.

 

[26.08.2014]Implementation of Hon'ble CAT judgement, in respect of the Ex-service men, who are provisionally allowed to appear JTO LICE.

Com.P.Abhimanyu, GS and com. M.C.Balakrishna, Org.Secretary (CHQ), met shri R.K.Goyal today, and once again urged upon him to implement the Hon'ble CAT judgement, in respect of the Ex-service men, who had already been provisionally allowed to appear the JTO LICE. They told the GM (Estt.) not to prolong the litigation, but to honour and implement the judgement already given in favour of the Ex-service men.

Eminent Kannada writer and Jnanpith award winner, U.R. Ananthamurthi has passed away. Richard Attenborough, who directed the Oscar award wining movie, Gandhi, has passed away. BSNLEU pays rich tributes and condolence to both the personalities.

[25.08.2014]Make the dharna of the casual contract workers on 26.08.2014, a grand success.

A dharna, on the genuine demands of the casual and contract workers, will be held tomorrow the 26.08.2014. Circle and District Secretaries of BSNLEU are requested to organize the programme, together with BSNL CCWF effectively. 

 

Demands 

  1. Regularisation of Left-out Casual labours and Contract workers.

  2. Casual labour wage to be the same as the lowest wage in BSNL, instead of that of DOT.

  3. Minimum Wage as per Government Orders to be implemented to the contract workers, including higher wages for semi-skilled, skilled and highly skilled and as per A, B and C class cities. Wages to be paid through account/cheque in time. Even if contractor changes, the same workers should continue.

  4. Implementation of Social Security measures like EPF, ESI, Gratuity, Bonus.

  5. HRA / Quarters to be allotted to casual contract workers.

  6. EPF Account to be opened by the Principal Employer instead of by contractor.

  7. Issue of Identity Cards by BSNL Management.

  8. BSNL Management should take necessary steps to improve the services by procuring sufficient equipment to enable expansion and development.

  9. Equal Pay for Equal work for contract workers.

  10. Vacate Victimisation - Reinstate all the retrenched workers.

  11. Recognise BSNL Casual and Contract Workers Federation.

[23.08.2014]Income Tax Department serves a Demand Notice on BSNL for Rs.6234 crore.

It is very unfortunate that the Income Tax Department has served a Demand Notice on BSNL for Rs.6234 crore. The claim of the Income Tax Department is that, BSNL had under reported its income, for the financial year 2011-12. This allegation has been denied by the CMD of BSNL, shri A.N.Rai. The Circle Executive Committee meeting of BSNLEU, Madhya Pradesh Circle, is being held at Indore. The meeting started with flag hoisting. National flag was hoisted by com.B.S.Raghuwansi, circle president, and the Union flag was hoisted by com.P.Abhimanyu, General Secretary. Floral tributes were paid at the martyrs column. The Heads of Circles Conference has started at New Delhi today the 21-08-2014. The meeting will take place today and tomorrow. Among other things, the HOCC is expected to discuss the report of the Deloittee Committee, based on which the Management will take a decision. As usual, the Management has stated that a final decision would be taken after consulting the Union.

As per the call of the Forum of BSNL Unions and Associations, a lunch hour demonstration was conducted at Corporate Office today, against the report of the Deloittee Committee. [20.08.2014]Forum's demonstration against the report of the Deloittee Committee, to be held at Corporate Office tomorrow the 21.08.2014.

Demonstrations, as per the call of the Forum, against the report of the Deloittee Committee, were held at the SSA and Circle levels on 12.08.2014. Employees overwhelmingly participated in those demonstrations throught the country. However, it has been decided that the demonstration at the Corporate Office would be held on 21.08.2014. Accordingly, a lunch hour demonstration will take place at the Corporate Office tomorrow.

 

[20.08.2014]ISD rates may fall, as TRAI lowers access charge.

According to a decision announced by the TRAI on 24th July, customers can choose their International Long Distance Operator ( ILDO ), for speaking ISD calls,  by purchasing calling cards from that ILDO. For this, the ILDO has to pay an 'access charge' to the local service provider. This access charge has been decided by the TRAI, and was announced yesterday. According to this announcement, access charge will be 40 paise per minute for wireless service and Rs.1.20 per minute for wireline service. As a result of this announcement, competition is expected to increase, and ISD rates are expected to fall.

The BSNL Casual and Contract Workers Federation has decided to organise dharnas on 26.08.2014, at SSA levels (in front of GM / TDM offices), urging the BSNL Management to settle the long pending problems of the casual and contract workers. The Central Secretariat meeting of BSNLEU, held at New Delhi on 20.07.2014, has decided that the Union should take all out efforts to make the agitational programme of the casual and contract workers a grand success. Hence, CHQ calls upon the circle and district Secretaries to take initiative, to organise the dharna effectively. Special attention should be taken to mobilise the regular employees in large numbers in the dharna. Details regarding the demands for the agitation is uploaded on CHQ website on 24.07.2014.

 

[20.08.2014]New Recruitment Rules of the cadre of TTA approved by BSNL Board.

It is understood that the BSNL Board has given it's approval for the new Recruitment Rules of the cadre of TTA. It is also learnt that the Board has approved the payment of an incentive of Rs.800/- per month, to those who look after the charge of Hindi Translator. However, it is disappointing to learn, that the Board has kept pending the issues of E1 pay scale and new Recruitment Rules of the cadre of JTO.

 

[19.08.2014]Reserve Bank Governor cautions that merger of banks should not affect the healthy banks.
Now days, much is being talked about the merger of smaller Public Sector Banks with bigger Public Sector Banks. For example, it is being proposed that the State Bank group of banks should be merged with the main State Bank of India. Expressing his opinion on the merger of banks, shri Raghuram Rajan, the Reserve Bank Governor, has cautioned that the proposed merger of banks should not affect the health of the banks which are already in good financial position. Shri Raghuram Rajan had been the Chief Economist of the IMF, and he knows what will be the impact of unmindful mergers. The caution made by the Reserve Bank Governor, well applies to the merger of BSNL, with MTNL, which has already become sick. The people who are blindly proposing the merger, should understand that the proposed merger will irrevocably affect BSNL, which has just started showing signs of recovery.

 

[16.08.2014]Private telecom companies are out to snatch BSNL's 900 MHz spectrum.

The Cellular Operator's Association of India (COAI) has requested the government to take over a portion of the 900MHz spectrum that BSNL is presently having, and make it available for the spectrum auctioning, that is to take place early next year. The 900MHz spectrum that BSNL is having in all the 22 circles wherein it is providing services, is very efficient compared to the spectrum in other bands such as 1800MHz. The 900MHz spectrum is presently being used by BSNL for voice services, as well as for providing high-speed data services. However, in future, BSNL can also provide 4G service with this 900MHz spectrum, by adopting the LTE technology. This is the reason why the private companies want to snatch BSNL's spectrum in the 900MHz. If the demand of the COAI is accepted by the government, it will be a big blow for BSNL's future plans of providing 4G service. The employees have to unitedly defeat the game plan of the private operators.

BSNLEU is taking serious efforts to make the demonstration at Corporate Office, to be held on 21-08-2014, successful. The Forum of BSNL Unions and Associations has given call to conduct this programme against the report of the Deloittee Committee. Preparatory meeting was held on 12.08.2014, at Corporate Office and on 14.08.2014 at NTR circle, attended by com. Animesh Mitra, Dy.GS, com. M.C. Balakrishna, Org. Secretary (CHQ), com. R.S. Chauhan, Org. Secretary (CHQ) and com. Kamal Sah, CS, Corporate Office.  It was decided in the both meetings that BSNLEU shall mobilise maximum number of employees to make the programme successful.

India has completed 67 years, after getting independence from British Imperialism. It has evolved into one of the strongest democracies of the world. On this occasion, we pay our respectful homage to all the freedom fighters who sacrificed their lives for getting freedom for our great nation. At the same time, we have to realise that economic freedom has still not dawned on a vast majority of our people. A recent report of the United Nations has pointed out that 1/3 of the world's extreme poor live in India. Similarly, the founding fathers of the Indian Republic resolved that India should be a secular nation. But, the secular fabric of our nation is now under attack from communal forces. While celebrating the Independence Day, let us all resolve to strengthen democracy and secularism in the country, and also to fulfill the dream of the freedom fighters to get economic freedom to all the people of our country.

 

[14.08.2014]Gratuity for the Casual Labourers – Discussion held with GM (Estt.).

BSNL Employees Union has raised the demand for gratuity to the Casual Labourers who are yet to be regularised by the Department. A discussion was held with the Management on 12th August, on the same subject. Com. Animesh Mitra, Dy.GS, com. M.C. Balakrishna, Org. Secretary (CHQ), met Shri R.K. Goyal, GM (Estt.) and highlighted our logic on the demand to the Management. It will be appropriate that as per the Labour Act these casual labourers also should come under the purview of the gratuity. It is unfortunate that though the concern CGM’s have send a series of letters to the Corporate Office to get the necessary approval in this regard, but it is still pending in the Corporate Office. After patiently hearing the logic of the demands, GM (Estt.) has assured that positive action will be taken at the earliest. 

 

[14.08.2014]Staffs are being harassed to get GPF advance – Discussion held with CMD BSNL and Member (Finance), DoT.

According to the BSNL Management, the DoT is not serious to make payment to the BSNL particularly in the case of the GPF advance. Staffs are being facing the difficulties to get the GPF advance during last one year on plea of non-availability of fund. The matter was discussed with CMD on 11th August, and with Member (Finance), DoT, on 13th August. It was told to CMD that more funds should be allotted for the GPF advance as Pooja festival is knocking of the door and employees have good requirement for the money. He assured that after consultation with the ED (Finance), suitable action would be taken. On 13th August, similar discussion took place with Ms. Annie Moraes, Member (Finance) DoT. She assured that case will be look into and if necessary some mechanism can be framed, so that the staff can get the GPF advance directly from the concerned CCA units. 

 

[14.08.2014]Compassionate Ground Appointment – A new policy is going to be framed by the Corporate Office.

Com. Animesh Mitra, Dy.GS, com. M.C. Balakrishna, Org. Secretary (CHQ), met Shri Neeraj Verma, GM (SR), and Shri R.K. Goyal, GM (Estt.), on 12th August, 2014 for holding of HPC meeting for the CG Appointment. It is learnt from the both officers that department is going to finalise a new scheme for the CG Appointment. According to this scheme Corporate Office will finalize the parameters and circle office will arrange the HPC meeting for the CG Appointments. A list of the approved candidates can be prepared and earmarked vacancies can be filled up from the list.  

 

[14.08.2014]Outsourcing is not only the solution – Observation of the broadband cell of the Corporate Office.

Corporate Office has expressed its unhappiness regarding the performance of the circles for outsourcing of wirelines broadband service including installation and maintenance. Recently the broadband cell of the Corporate Office has stopped the circle administration not to make further agreement with the vendors for the outsourcing of broadband maintenance. In this connection they have issued a circular on 06th August, asking Head of Circles about the status of the customer before and after outsourcing. It will be appropriate to mention here that while Management is considering the Deloittee committee recommendations who have advocated outsourcing of the total operation and maintenance job, the observation of the broadband cell of the Corporate Office is altogether different. As per their observation, the customer satisfaction and reduction of fault rates does not appear tenable as the circles who have entered in maintenance contract have registered negative growth for the broadband connections.<<click here>>

[13.08.2014]Strong resentment expressed by the BSNL employees against the recommendations of the Deloittee Committee.

It is reported from all over the country, that massive demonstrations were held in all SSA’s and Circle Head Quarters yesterday the 12.08.2014. It was a programme by the Forum of BSNL Unions/Associations, against the retrograde recommendations of the Deloittee Committee. CHQ has received reports from most of the circles, which reveals that a strong resentment is prevailing among the employees against the report. The success of yesterday's programme has sent a strong message to the Management to scrap the recommendations of the Deloittee Committee. In Delhi, preparations are going on in full swing, to organise a big gathering of the Executives & Non-Executives, for the demonstration to be held on 21st August at the Corporate Office. [13.08.2014]Charge sheet will be filed against Dayanidhi Maran by the end of this month - CBI tells the Supreme Court.

The CBI informed the Supreme Court yesterday, that a charge sheet would be filed by the end of this month, against the former Telecom Minister, Dayanidhi Maran, in the Aircel-Maxis case. Dayanidhi Maran is accused of forcing Aircel's owner to sell his stake to the Malysian firm, Maxis, in return for investment in Maran's family owned Sun TV. The Centre for Public Interest Litigation, an NGO, has filed a PLI in 2011 before the Supreme Court Bench monitoring the 2G scam. It alleged that Dayanidhi Maran, during his tenure as Telecom Minister, forced Sivasankaran, to sell his stake in Aircel to the Maxis group. In turn, the Maxis group invested Rs.599.01 crore in Sun Direct and Rs.111 crore in the FM Radio, both controlled by Maran's family.

 

[12.08.2014]Staff Welfare meeting likely to be postponed

It is learnt that the Staff Welfare Board meeting may be postponed once again. In the discussion with the GM (Admn.) on 11.08.2014, it was told that due to the Heads of Circles meeting to be held on the same day, i.e., on 22.08.2014, it is not possible to hold the Staff Welfare Board meeting also. Further, it was proposed that the Staff Welfare Board meeting may be held in the first week of September. Sports and Cultural Board meeting will be held in the month of October. 

 

[12.08.2014]BSNLEU's opposition to the recommendations of Deloittee Committee conveyed to the CMD BSNL

Com.  V.A.N. Namboodiri, President, and com. Animesh Mitra, Dy. GS, met CMD BSNL, yesterday the 11.08.2014, and conveyed to him the resentment of the employees against the retrograde recommendations of M/s Deloittee Committee. It was told by the Leaders that the recommendations for centralization and merger of the SSAs activities, total outsourcing of O&M works, downsizing of the staff strength, closure of Telecom Factories & Civil Wing and discontinuation of Sr.TOA cadre etc. are not at all acceptable to BSNLEU. It was also intimated to him that the demonstration programme will be organized on 12th August, under the banner of the Forum, throughout the country, against the Deloittee Committee's recommendations. [11.08.2014]Tower rent arrears to BSNL from Private Companies.

It is unfortunate that when BSNL is facing serious financial crisis, the Management has failed to collect an amount of Rs.41 crores arrears payment from the private telecom companies towards the rent for sharing for BSNL Towers. Same issue was raised by our union when discussion was held with the Management on the issue of formation of separate tower company. BSNL Employees Union had opined that we should more careful and cautious to collect more revenue from the private operators through tower sharing instead of formation of separate tower company. But it is alarming to all of us that even we have failed to collect the money from the operators in this crucial junction. 

 

[11.08.2014]BSNL has purchased 1269 towers from the open market, keeping idle its own telecom factories.

It is learnt from the Parliament replies that BSNL has purchased 1269 towers at a cost Rs.71.26 crore from equipment vendors over last 8 years. It is unfortunate that when our Telecom Factories are facing tremendous crisis due to shortage of orders for manufacturing towers, the company has spent huge money. At the same time the department has also confirmed that the tower materials to manufacture 1100 towers are available in our telecom factories. So question will come automatically that when material is available in the factory, why company is purchasing telecom towers from the outsiders.

 

[09.08.2014]Demonstration by Forum, against the report of the Deloittee Committee, is to be held at Corporate  Office on 21.08.2014, instead of 12.08.2014.

Forum has already given call to conduct protest demonstrations on 12.08.2014, against the report of the Deloittee Committee. In view of the change in the dates of the HOCC, Forum has decided that the demonstration at Corporate  Office will take place on 21.08.2014. At circle and SSA levels, the demonstration will take place as per the original schedule, i.e., on 12.08.2014.

[07.08.2014]Demands Day successfully observed  all over  the country.

As per the call of the JAC, Demands Day is successfully observed today, by wearing  badges  and conducting lunch hour demonstrations. Non-Executives throughout the country  massively participated in this programme and recorded their resentment towards the non-settlement of their long pending problems. CHQ heartily congratulates the Non-Executives for making the programme a resounding  success.

Total neglect of the genuine grievances of the Non-Executives has become the order of the day in BSNL. Anything and everything is being made available to the top officers. Financial position of the Company does not come in the way for that matter. But, so far as the Non-executives are concerned, they should not raise any demand till the Company becomes profit-making once again. This double standard of the Management cannot continue for long. Struggle alone can put an end to this hypocrisy. Observing Demands Day on 07.08.2014, by conducting Lunch Hour Demonstrations and wearing badges is only the beginning. Do it massively. More serious forms of struggles are in the pipe-line. Get ready for it.

 

[06.08.2014]Government plans to start Telecom Finance Corporation.

The government is planning to start a Non-Banking Infrastructure Finance Corporation, called Telecom Finance Corporation. Quoting the Telecom Minister, Ravi Shankar Prasad, the Economic Times has reported that the Telecom Finance Corporation will come under the administrative control of the DoT, and will start functioning by 2017. Sources of funding for the TFC will be through issue of taxable and tax-free bonds. Other sources will be the Asian Development Bank, World Bank and the IMF.

Airtel has raised it's  landline and broadband tariffs upto 40%. The company has stated the the tariff  hike is due to the increase in the cost of inputs. Airtel is having 14 lakh land line  customers.

 

[05.08.2014]BSNL and MTNL sign pact with ONGC.

BSNL and MTNL have signed an agreement with the ONGC. This agreement will be for a period of 5 years. According to this agreement, BSNL and MTNL will provide land line and mobile services, as well as leased circuit services to ONGC, all over the country. The agreement was signed by the Director (T&FS) of the ONGC, shri A.N. Rai, CMD BSNL and Shri P.K. Purwar (CMD MTNL).

The Report is completely anti-worker in nature. CHQ of BSNLEU has already written a detailed letter to the CMD BSNL on 04.08.2014, opposing the Deloittee committee's report, lock, stock and barrel. Circle and District secretaries are requested to use this letter for organising the employees, against the report. CHQ requests each and every one of the comrades of BSNLEU to ensure that the demonstration on 12.08.2014 becomes a resounding success.

BSNLEU, Tamil Nadu circle, has given call for circle wide struggle, along with the Tamil Nadu Contract Workers Union, demanding the immediate reinstatement of 140 contract workers, who were retrenched in Vellore SSA. The talks held with the CGM, Tamil Nadu circle, in this respect, had failed. BSNLEU, Vellore SSA, along with the retrenched contract workers are conducting huger strike against the victimisation, since 01.08.2014. As per the call of the Circle Union, demonstrations are taking place throughout the circle today, the 05.08.2014. The agitation will intensify if the problem is not settled. CHQ heartily congratulates the Tamil Nadu Circle Union for fighting for the cause of the contract workers. 

 

[05.08.2014]BJP government faced with problems in passing the Insurance Bill in the Rajya Sabha. 

The Bill to increase FDI limit to 49% in the Insurance Sector, could not be taken up in the Rajya Sabha yesterday the 04.08.2014, due to the determined resistance by the opposition parties. There are 250 members in the Rajya Sabha, out of which the ruling BJP's strength is only 64. Hence, the BJP took hectic efforts to get the support of the Congress Party, to pass the Bill in the Rajya Sabha, Even though the Congress Party is in favour of increasing the FDI limit to 49%, due to political compulsions, it has decided not to facilitate a free hand to the BJP. It is demanding that the Bill should be referred to the Select Committee of the Parliament. In any case the Narendra Modi government is faced with problems to pass the Bill for the time being. We cannot predict what will happen tomorrow. The Insurance employees are determined to go on strike, on the day when the Bill is taken up in the Rajya Sabha. The circle and District Unions of BSNLEU should conduct powerful demonstrations in support of the strike on that day.

 

[04.08.2014]Remittance of CHQ quota through NEFT- District Secretaries to note please.

CHQ has already sent a circular to all the District Secretaries, wherein the details of CHQ's bank account, for remittance of quota through NEFT, were provided. However, it is observed that still some District Secretaries have written to the CHQ asking for the details of the bank account. A copy of the circular which is already sent, is once again being uploaded on the website. District Secretaries are requested to take a print out of the details of the bank account, and are requested to hand it over to the concerned AO, with a request to send the CHQ quota directly to the CHQ, through NEFT.<<click here>>

 

[04.08.2014]Strong opposition in the Rajya Sabha, to the Bill which seeks to increase FDI in the Insurance sector.

The Narendra Modi government is hell bent to raise the FDI in the Insurance sector to 49%, to please the World Bank and Multi National Companies. The Bill is not likely to be passed in the Rajya Sabha, since the opposition parties are not likely to allow the Bill to be passed so easily. The Congress Party is likely to demand that the Bill should be referred to the Select Committee. However, CHQ wishes to remind that our comrades should conduct protest demonstrations throughout the country, on the day when the Insurance employees go on strike, against the increase in FDI to 49%.

 

[31.07.2014]West Bengal circle union on warpath, to put an end to the administrative paralysis.
The West Bengal circle union is conducting agitational programme, highlighting the administrative paralysis that is prevailing in the circle. For months together, the circle is being run without a regular CGM. This has adversely affected the services, as well as settlement of staff issues. A hunger strike was launched in front of the CGM's office, yesterday the 30.07.2014, which was participated in by 70 leaders of the circle union, as well as various district Unions. Again a massive lunch hour demonstration was conducted today the 31.07.2014, in front of the CGM's office, in which more than 600 comrades participated. They highlighted the deadlock prevailing in the settlement of workers issues, as well the deficiencies in the service. CHQ congratulates West Bengal circle union.

 

[31.07.2014]BSNLEU urged the Corporate Office to announce the date of implementation of EPF facility.

Corporate Office has already issued order to the field units to implement EPF scheme for the casual labourers and TSMs. However, the Corporate Office has not specified the date from which this scheme is to be implemented. BSNLEU has demanded that the scheme should be implemented from 01.10.2000, since all these casual labourers and TSMs are working from the period of DoT. The issue was again discussed with the GM (Estt.) by Com.P.Abhimanyu, yesterday the 30.07.2014. The GM (Estt.) replied that the issue is being discussed in the Corporate Office, and that a decision would be intimated to the circles by the end of August.

 

[31.07.2014]Expedite formation of JAC at circle and district levels, and make all out preparations to make the "Demands Day" a grand success.

Many circle unions have informed the formation of the JAC in their circles. However, nothing is heard in this regard from other circles. CHQ calls upon the circle and district unions to immediately form the JAC in all circles and districts, by coordinating with the other unions and associations of the Non-Executives. "Demands Day" should be effectively organised on 07.08.2014, by wearing demands badge, and also by conducting lunch hour demonstrations. CHQ earnestly requests circle and district secretaries to give utmost importance to this work.

 

[30.07.2014]CEC meeting of AIBDPA being held at Coimbatore.

The Central Executive Committee meeting of All India BSNL and DoT Pensioners Association (AIBDPA) is being held at Coimbatore on 29th and 30th July, 2014.  General Secretary, BSNLEU, could not participate in the meeting, due to his preoccupation. BSNLEU conveys its revolutionary greetings to the meeting and also wishes it all success. BSNLEU also assures of its fullest cooperation for the settlement of the genuine grievances of the pensioners.

Com. P.Abhimanyu, GS, met shri S.S.Agarwal, BSNL CO, and apprised him of the situation prevailing in Kerala circle, due to the ongoing struggle of SNEA. He apprised the GM (Pers.) that the service in the country's topmost profit earning circle is deteriorating day by day, because of the arrogant behaviour of the CGM, Kerala, and requested that the Corporate Office should step in before it is too late. The GM (Pers.) assured that the matter would be looked into.

 

[28.07.2014]Launch a drive to complete the collection of Rs.100/- from each member – Decision of the Central Secretariat meeting.

The Central Secretariat meeting of BSNLEU, held at New Delhi on 20.07.2014, seriously viewed the slackness on the part of many circle unions, in the matter of implementing the decision of the 7th All India Conference, held at Ludhiana, to collect Rs.100/- from each member, at the time of payment of 78.2% IDA merger. The All India Conference decided to raise this donation to repay the outstanding Bank Loan of Rs.1.40 crore, that was taken to purchase the K.G. Bose Bhawan. Hence, the meeting of the Central Secretariat has called upon the Circle and District unions, to launch a drive and collect Rs.100/- from those members who have not given the donation so far, and remit it to the CHQ at the earliest. [26.07.2014]The two day conference of BSNLEU, Odisha circle, got kick-started at Bhubaneswar.

The two day conference of BSNLEU, Odisha circle, got kick-started today, at CTTC, Bhubaneswar. The Conference started with the hoisting of the Union Red Flag by Com. P.Abhimanyu, General Secretary. Floral tributes were paid to the martyrs, by the delegates, at the martyr's column. The Conference is being presided over by Com.Sahadev Biswal, circle president. Totally, 114 delegates are participating in this Conference. Com. P.Abhimanyu, General Secretary, inaugurated the Conference. In his inaugural address, Com. P.Abhimanyu, GS, gave an outline of the political change that has taken place in the country, as well as the retrograde economic policies being persued by the Narendra Modi government and the response of the working class to those anti-people policies.  He also spoke at length about the initiatives being taken by the JAC, to settle the various long pending problems of the non- executives. [26.07.2014]Conduct solidarity demonstrations on the day when Insurance Employees go on strike against increasing FDI limit to 49% in Insurance Sector.

The Narendra Modi government has decided to increase Foreign Direct Investment (FDI) limit to 49% in the Insurance Sector. Absolutely there is no justification for this. This is nothing but a step to demolish the Public Sector Companies in the Insurance Sector, and to allow the Multi National Companies to loot the people's money. Public Sector Insurance Companies like LIC and GIC are doing extremely well, and contribute in a big way for the 'Nation Building's. Shri Arun Jaitley, Finance Minister, has stated that the Congress Party had already assured its support to the government in this regard. This is yet another evidence that proves that there is no difference between the Congress Party and the BJP, as far as economic policies are concerned. The government may take up the "Insurance Laws (Amendment) Bill" for passing, when the Parliament resumes on 30th June. The All India Insurance Employees Association (AIIEA) has already decided to go on strike, the day on which the Bill is taken up for consideration in the Parliament. It is the duty of the BSNL employees to express solidarity with the insurance employees, when they go on strike, on an issue which is connected with the economic sovereignty of our country. Hence, CHQ calls upon all the Circle and District Unions to organise massive demonstrations, on the day when the Insurance employees go on strike. CHQ calls upon our comrades to take this call very seriously and do the maximum mobilisation to make this programme a success.
